The London International Conference on Education (LICE) is an international refereed conference dedicated to the advancement of the theory and practices in education. The LICE promotes collaborative excellence between academicians and professionals from Education. The aim of LICE is to provide an opportunity for academicians and professionals from various educational fields with cross-disciplinary interests to bridge the knowledge gap, promote research esteem and the evolution of pedagogy. The LICE-2015 invites research papers that encompass conceptual analysis, design implementation and performance evaluation. All accepted papers will appear in the proceedings and modified version of selected papers will be published in special issues peer reviewed journals.

HANDBOOK OF GLOBAL EDUCATIONAL REFORM

Call for Chapter Abstracts

Handbook of Global Educational Reform (Wiley-Blackwell, 2017)

This edited volume examines educational reform from a global perspective. Currently, a number of trends are converging to fundamentally reshape the policy and practice of educational development globally. Transnational institutions such as the Organization for Economic Cooperation and Development (OECD), World Bank, World Trade Organization, and powerful transnational corporations such Pearson, Knowledge Universe, and Edison Learning are promoting an interconnected set of global educational reforms that seek to align national systems of education with the demands of transnational capital and ruling economic and political interests. Foremost, neoliberal rationalities and policy prescriptions that take the market as the dominant organizing principle of human and institutional affairs have rapidly expanded. This has functioned to promote standardization across national educational systems and private sector and market-based models of educational policy. In poor countries, private fee for service educational franchises (many of them owned by transnational actors) are being promoted, while in rich countries public educational systems are being defunded, privatized, commercialized, and subject to new forms of corporate managerialism.

The dominance of neoliberal rationalities in public policy over the last three decades has tended to reshape educational systems in ways that undermine democratic social relationships, institutions, and public spheres that foster cultures of dialogue, dissent, and collaboration necessary for democratic life inside and outside of schools. By situating educational reform in terms of the broader structures and ideological contests animating educational policy and practice, this volume is concerned to examine reform without being “reformist.”  That is, we do not see reform of existing institutional arrangements as being the only or central aim of engagement. Rather, this volume situates reform in the service of broad-based social transformation. In short, what is at stake in comprehending educational reform today is setting the agenda for educational and social development that serves the interests of the public, that fosters cultures of questioning, reflection, engaged self-governance, and egalitarian and sustainable forms of living.

We are interested in abstracts of no more than 300 words that explore a variety of theoretical and empirical issues in global education reform from a critical and transformative perspective. We are particularly interested in abstracts that engage issues across Latin America, Africa, Asia, and the Pacific. Areas of investigation include:

1. The historical, ideological, organizational, and institutional foundations of global education reform policies, networks, movements, actors, institutions, and agendas across diverse international contexts highlighting in particular the intersection of reform and new articulations of power, governance, and contestation.

2. How the ideologies and infrastructures underlying reform are deployed as concrete policy and in educational reform trends locally, nationally and globally through case studies of reform initiatives within specific contexts.

3. The new managerialism in educational reform including the standardization of national systems of educational governance, curriculum, teaching, and learning and new systems of privatization, accountability, audit, big-data, learning analytics, biometrics, and new technology-driven adaptive learning models.

4. How practical policy is grounded in particular epistemological assumptions such as positivism, standardization, and instrumentalism that are lived through class, race, gender, sexuality, language, culture, and bodies. In other words, the subjective and intersubjective experiential dimensions of educational reforms.

5. Alternative transformative pathways for global, national, and local educational reform tied to the ethical imperative to reimagine education for human flourishing, justice, ecological sustainability, and equality. Of particular interest is how grassroots movements are involved in contesting dominant reform trends and charting new paths for education and sustainable democratic futures.

We anticipate final manuscripts being due June 1, 2016 with early 2017 publication. Manuscripts will be between 8,000-10,000 words.

Kenneth J. Saltman is Professor of Educational Leadership and Policy Studies at the University of Massachusetts, Dartmouth. His research examines the political economy and cultural politics of public school privatization. He is the author and editor of numerous books on educational policy and politics including Capitalizing on Disaster: Taking and Breaking Public SchoolsThe Gift of Education: Public Education and Venture PhilanthropyThe Edison SchoolsEducation as Enforcement: the Militarization and Corporatization of SchoolsThe Failure of Corporate School ReformThe Politics of Education: A Critical Introduction, and Toward a New Common School Movement.

Alexander J. Means is an Assistant Professor in the Department of Social and Psychological Foundations of Education at SUNY Buffalo State. His research examines educational policy and governance in relation to political economy, urbanization, human security, social inequality, and radical democratic theory and politics. He is the author of Schooling in the Age of Austerity: Urban Education and the struggle for Democratic Life (Palgrave, 2013), which won a 2014 Society of the Professors of Education Book Award, and Toward a New Common School Movement (Paradigm, 2014) with Noah De Lissovoy and Kenneth Saltman. His work has also been published in numerous international research journals such as Critical Sociology, Journal of Education Policy, Educational Philosophy and Theory, Policy Futures in Education, Foucault Studies, Review of Education, Pedagogy, and Cultural Studies, and Critical Studies in Education.

Purpose

The conference aims to take stock of the situation and analyze challenges within seven different but related areas of research:

  1. Philosophy of education and learning / Bildung-paideía
  2. Societal / historical organization of learning
  3. Lifelong learning
  4. Organizational learning / Learning organizations
  5. Work Based Learning / Training
  6. Adult learning
  7. Vocational Education and training (VET) and Professional Education and Training

Result:

The key-note presentations and a selection of papers will be edited and published.

Program and organization of the conference:

The conference will be organized as an alternation between open key-note lectures (audience:

200) and parallel paper-sessions and discussions with a limited number of participants (40).

Participants must submit an abstract addressing the main theme of the conference with their

professional analysis of the situation and challenges within some of the seven research areas,

and connections among them.

The Faculty was established to be the first faculty of educational sciences in Turkey so as to fulfill the need for experts in the field of educational sciences. Since its establishment, the Faculty having made great contributions to the field of educational sciences has brought national and international researchers together via the scientific events organized.

ICEFIC 2015 is aimed at providing academics, educators and policymakers from around the world with an international platform to present new perspectives, to discuss trends and innovations, and to share best practices with one common goal of providing better education for future generations. To this end, the congress theme “Education for the Future: Issues and Challenges” will be examined with a wide array of sub-themes on education through oral presentations, posters and workshops.

CALL FOR PAPERS
The editorial team of The SoJo Journal: Educational Foundations and Social Justice Education is soliciting manuscripts for its inaugural issue. The journal is an international peer-reviewed journal of educational foundations. The Department of Educational Leadership at California State University, East Bay, whose mission is to prepare and influence bold, socially responsible leaders who will transform the world of schooling, is hosting the journal.

The journal welcomes manuscripts that examine contemporary educational and social contexts and practices from critical perspectives. The SoJo Journal: Educational Foundations and Social Justice Education is interested in research studies as well as conceptual, theoretical, philosophical, and policy-analysis essays that advance educational practices that challenge the existing state of affairs in society, schools, and (in)formal education.

Manuscripts for publication consideration for the inaugural issue should be submitted electronically via email by attachment by February 1, 2015 to Bradley J. Porfilio at bradley.porfilio@csueastbay.edu The issue will be published in the fall of 2015.

Style Guidelines

All manuscripts must adhere to APA sixth edition format, include an abstract of 100-150 words, and range between 20 – 30 pages in length (including camera ready tables, charts, figures, and references). Two copies of the manuscript should be attached: a master copy including a title page and a blind copy with the title page and all other author-identifying information removed (including citations and references pertaining to any of the contributing authors’ works). Attachments should be in Microsoft Word

Honoring the contributions of Professor Jim Cummins (OISE/UT) and Professor Michalis Damanakis (University of Crete)

Language has complex implications for identity, communication, social integration, and education, but also for building inclusive societies and and intercultural dialogue while preserving cultural heritage.  While linguistic and cultural diversity in our classrooms and communities has the potential to enlighten and expand our understanding of both others and ourselves, it also presents challenges to the balance between coherence and pluralism in societies. Language diversity is frequently not recognized and undervalued in both mainstream society and education. Homogenizing and assimilationist educational practices and language policies still prevail around the globe at the risk of losing the ethno-linguistic vitality and wealth of non-dominant languages.

In our contemporary reality of ever expanding and compounding “multies” (multilingualism, multiculturalism, multimodality, multiliteracies, etc), how do we create pedagogical spaces that would nurture and enhance the linguistic communities and honour the cultural differences of students in the twenty-first century? What does it mean to rethink language diversity in education and how can we foster true inclusion in our increasingly linguistically diverse schools?  This gathering will bring together emerging and established researchers around the practices and policies of language diversity in education with representatives of school boards, teacher associations, policy makers community leaders, teachers, and school administrators to engage issues of linguistic and cultural diversity that have created a new ground for teaching and learning. A rethinking of the dimensions of language diversity in education  and its pedagogical imperatives in communal and global contexts will enable new direction with respect to the question of difference, social justice and pedagogy in the new millennium.

DEMOCRACY AND DECENCY: WHAT DOES EDUCATION HAVE TO DO WITH IT?

Democracy can mean a range of concepts, including freedoms, rights, elections, governments, processes, philosophies and a panoply of abstract and concrete notions that can be mediated by power, positionality, culture, time and space.

Democracy can also be translated into brute force, hegemony, docility, compliance and conformity, as in wars will be decided on the basis of the needs of elites, or major decisions about spending finite resources will be the domain of the few over the masses, or people will be divided along the lines of race, ethnicity, class, religion, etc. because it is advantageous for maintaining exploitative political systems in place to do so. Often, these frameworks are developed and reified based on the notion that elections give the right to societies, or segment of societies, to install regimes, institutions and operating systems that are then supposedly legitimated and rendered infinitely just simply because formal power resides in the hands of those dominating forces.

The book is interested in advancing a critical analysis of the hegemonic paradigm described above, one that seeks higher levels of political literacy and consciousness, and one that makes the connection with education. What does education have to do with democracy? How does education shape, influence, impinge on, impact, negate, facilitate and/or change the context, contours and realities of democracy? How can we teach for and about democracy to alter and transform the essence of what democracy is, and, importantly, what it should be? We are particularly interested in the notion of decency in relation to democracy, and underpinned by forms of meaningful, critically-engaged education.

Is it enough to be kind, nice, generous and hopeful when we can also see signs of rampant, entrenched and debilitating racism, sexism, poverty, violence, injustice, war and other social inequalities? If democracy is intended to be alegitimating force for good, how does education inform democracy? What types of knowledge,experience, analysis and being are helpful to bring about newer, more meaningful and socially just forms of democracy?

Some of the themes to be explored might include:

  • peace, peace education and democracy
  • media, media literacy and democracy
  • pedagogy and education for democracy
  • curriculum and education for democracy
  • race, anti-racist education and democracy
  • poverty, class and education for democracy
  • environment and ecology within the context of democracy and education
  • the meaning of kindness in relation to democracy and education
  • what is decency within the context of democracy and education?

It is well known that the purpose of the contemporary university is being radically transformed by the encroachment of corporate imperatives into higher education (Beverungen, et al., 2008; Svensson, et al., 2010;). This has inevitable consequences for managerial interventions, research audits and funding structures. But it also impacts on the working conditions of academic staff in university institutions in terms of teaching, research, administration and public engagement. Focusing on this level of analysis, the special issue seeks to explore questions about how the work of scholars is being shaped, managed and controlled under the burgeoning regime of ‘academic capitalism’ (Rhoades and Slaughter, 2004) and in turn to ask what might be done about it.

There is a case to be made that the modern university is founded on principles of rationalization and bureaucratization; there has always been a close link between money, markets and higher education (Collini, 2013). But the massification of higher education in recent years, combined with efforts to reduce the reliance on state funding, has led to the university being managed in much the same way as any other large industrial organization (Morley, 2003; Deem, et al., 2007). This is particularly pronounced in an economy that privileges knowledge-based labour over other forms of productive activity, which underlines Bill Readings’ (1996: 22) point that the university is not just being run like a corporation – it is a corporation. We witness this trend in the increasing prominence of mission statements, university branding and cost-benefit analysis (Bok, 2009). We also see it in the introduction of tuition fees, which turns students into consumers, universities into service-providers, and degree programmes into investment projects (Lawrence and Sharma, 2002). Universities are now in the business of selling intangible goods, not least of all the ineffable product of ‘employability’ (Chertkovskaya, et al., 2013).

In parallel, there has been a marked intensification of academic labour in recent years, manifested in higher work-loads, longer hours, precarious contracts and more invasive management control via performance indicators such as TQM and the balanced scorecard (Morley and Walsh, 1996; Bryson, 2004; Archer, 2008; Bousquet, 2008; Clarke, et al., 2012). The personal and professional lives of academic staff are deeply affected by such changes in the structures of higher education, leading to increased stress, alienation, feelings of guilt and other negative emotions (Ogbonna and Harris, 2004).

While many scholars suffer under these conditions, others find themselves adapting to the tenets of academic enterprise culture in order to seek out opportunities for career development and professional advancement. The consequences for the quality of scholarship, however, may be far from positive. Indeed, recent studies suggest that academics may be more willing to ‘play the publication game’ at the expense of genuine critical inquiry (Butler and Spoelstra, 2014). There is a palpable sense that ‘journal list fetishism’ (Willmott, 2011) is coming to shape not only patterns of knowledge production in higher education but also how academics are coming to relate to themselves and their own research. These trends suggest that the Humboldtian idea of the university – which measures the value of scientific-philosophical knowledge (Wissenschaft) according to the degree of cultivation (Bildung) it produces – has been superseded by a regime based on journal rankings, citation rates, impact factors and other quantitative metrics used to assess and reward research ‘output’ (Lucas, 2006).

Some scholars have pointed to the possibilities for resistance to the regime of academic capitalism. Rolfe (2013) suggests that what is required is the development of a rhizomatic paraversity that operates below the surface of the neoliberal university. This would serve to reintroduce the ‘non-productive labour of thought’ (2013: 53) into university life, thereby emphasizing quality over quantity and critique over careerism. Efforts such as Edu-factory may also point towards fruitful directions for the future of higher education beyond neoliberal imperatives (Edu-factory Collective, 2009). In this special issue, we seek to diagnose the state of the contemporary university as well as uncover potentialities for dwelling subversively within and outside the ‘ruins of the university’ (Readings, 1996; Raunig, 2013).

Towards this aim, we invite submissions that consider the following questions:

  • What are the new and emerging discourses of academic work?
  • What is being commodified under conditions of academic capitalism and what are the consequences?
  • How are current trends shaping the way academics relate to themselves, their research, peers, students, the public and other stakeholders?
  • How does alienation and exploitation occur in the academic labour process?
  • In what ways do gender, race, sexuality, age and class matter to the study of academic labour?
  • What is happening to academic identity, ethos and ideals in the contemporary university?
  • How do academics cope with the demands and tensions of their work?
  • How can we theorise the historical shifts surrounding academic labour?
  • How is the academic labour market being polarized?
  • What are the varieties of academic capitalism in different terrains?
  • How do we account for the historical shift in academic labour?
  • What are the rewards and riches of contemporary academic labour?
  • How can we imagine alternative choices, collectives, discourses and identities in the university?
  • Is it worth defending the current conditions of academic work?
