The World Congress on Education (WCE) is an international refereed conference dedicated to the advancement of the theory and practices in education. The WCE promotes collaborative excellence between academicians and professionals from Education. NEARLY TEN YEARS AFTER: examining education reform post-Katrina

It has been almost 10 years since Hurricane Katrina devastated the Gulf Coast region of the USA, wreaking in its path billions of dollars of damage and flooding 80% of buildings and homes in New Orleans. At the same time education activists, civic elites, and policymakers seized upon this crisis largely inflicted by the failures of the levee system, to enact unprecedented school reform measures. Today nearly all of the public schools in New Orleans are charter schools, semi privately led entities, which enjoy considerable autonomy to redesign curricula, contract with outside vendors to fiscally manage and operate the schools, hire and fire teachers and school leaders, and set pay scales largely as they see fit. As the New Orleans model gains traction nationally, this near-tenth anniversary of the storm presents an ideal opportunity to assess on balance, whether or not these reform have largely benefited or hurt students, their families, and the communities that their schools serve.

This Special Issue of Policy Futures in Education (www.wwwords.co.uk/PFIE) proposes to examine nearly a decade following Hurricane Katrina, both the educational and social consequences of the devastating man-made disaster, as well as its symbolic meaning. In particular the selection of invited articles will seek to analytically assess the claims of proponents and opponents of school reform and ‘ universal school choice.’ The latter includes the proliferation of charter schools, which, collectively, comprise nearly 90% of all public schools in New Orleans. Nearly Ten Years After will also seek to determine theoretically what these reforms and their long-term societal consequences might mean for specific populations.

The substantive issues that this special issue will address include but are not limited to the following:
– Quantitative and qualitative impacts on student achievement.
– The effects of ‘universal choice’ on students and families.
– The use of MGOs (management governance organizations).
– Privatization
– Unionization/collective bargaining
– National/international implications of the New Orleans model
– Spatial dynamics (geographical)
– Comparative case studies (e.g. Detroit and New Orleans)
– Neo-liberal trends
– African-American diaspora
– The meaning of ‘public education’
– The future of school reform

Over the past ten years the PISA assessment has risen to strategic prominence in the international education policy discourse. Sponsored, organized and administered by the Organization for Economic Cooperation and Development (OECD), PISA seems well on its way to being institutionalized as the main engine in the global accountability regime.

The goal of this book is to problematize this development and PISA as an institution-building force in global education. It scrutinizes the role of PISA in the emerging regime of global educational governance and questions the presumption that the quality of a nation’s school system can be evaluated through a standardized assessment that is insensitive to the world’s vast cultural and institutional diversity. The book raises the question of whether PISA’s dominance in the global educational discourse runs the risk of engendering an unprecedented process of worldwide educational standardization for the sake of hitching schools more tightly to the bandwagon of economic efficiency, while sacrificing their role to prepare students for independent thinking and civic participation.

During 2013 and 2014 the journal Research in Comparative and International Education (www.wwwords.co.uk/RCIE) commissioned thematic issues on, among other themes, Community Colleges and Post-secondary Institutions Worldwide, International Large-scale Assessment and Cross-national Comparison, Citizenship, and Career Transitions.

Those issues are full, and so no further contributions can be accepted. However, authors are encouraged to submit papers on these and other themes for one of the journal’s general issues. At present the next available issue for successfully reviewed papers is that scheduled for publication in December 2013.

Resident Academic Post in Sociology in Education

Department of Education Studies

UNIVERSITY OF MALTA

 

Applications are invited for a full-time Resident Academic Post in Sociology in Education in the

Department of Education Studies within the Faculty of Education of the University of Malta. The appointment will be on an indefinite basis, subject to a one-year probationary period, up to statutory retirement age. The appointee will be required to contribute to the teaching, research and other activities of the Department of Education Studies within the Faculty of Education, and as may be required by the University.

Candidates must in possession of a Ph.D. or equivalent research based doctorate in the area of Sociology of Education. Due importance will be given to those candidates who have a strong research and publication record.

The Resident Academic Stream is composed of four grades, being Professor, Associate Professor, Senior Lecturer and Lecturer. Entry into the grade of Lecturer or above shall only be open to persons in possession of a Ph.D. or an equivalent research based doctorate within strict guidelines established by the University.

The annual salary for 2011 attached to the respective grades in the Resident Academic Stream is as follows:

Professor €36,308 plus an Academic Supplement of €15,634, and a Professorial Allowance of €2,100

Associate Professor €33,194 plus an Academic Supplement of €13,142, and a Professorial Allowance of €1,282

Senior Lecturer €30,051 plus an Academic Supplement of €9,575

Lecturer €24,569 with an annual increment of €641 to €26,492, and an Academic Supplement of €8,641

The University of Malta will provide academic staff with financial resources through the Academic Resources Fund to support continuous professional development and to provide the tools and resources required by an academic to adequately fulfil the teaching and academic research commitments within the University.

The University of Malta may also appoint promising and exceptional candidates into the grade of Assistant Lecturer, provided that they are committed to obtain the necessary qualifications to enter the Resident Academic Stream. General Working Obligations:

The conditions of work for a Resident Academic of the University of Malta, are set out in the ‘Collective Agreement for Academic Staff of the University of Malta’ and the ‘Manual of Conduct and Procedures’.

The commitment of a full-time Resident Academic is based on a 40-hour week, with flexible times depending on established time-tables and distributed reasonably between teaching, academic research and other academic work (including academic administration and professional activity).

The official lecturing times of the University of Malta are Monday to Friday, between 08:00 and 20:00 hours and the successful candidate will be required to lecture at any time within the official teaching times during term-time. The appointment will be subject to a probationary period of one year and to the provisions of the Statutes, Regulations and Bye-Laws of the University of Malta which are now or which may hereafter be in force.

 

The Department of Sociology of Education

The Department of Education Studies is mainly responsible for teaching in the areas of educational theory, particularly Philosophy, Sociology and Psychology of Education. The department also offers courses in a variety of related and inter-disciplinary fields, including: history of education, research methods, policy-making, comparative education, curriculum studies and adult education. Currently, it houses five programmes, namely:

1. The Programme for Critical and Creative Thinking in Education

2. The Programme for Education in Corrective Facilities

3. The Comparative Education Programme

4. The Programme for Culturally Responsive Education

5. Adult Education Programme

 

A hallmark of the Department is its attempt to develop and sustain a dynamic relationship between educational theory and practice, particularly by bringing analysis and empirical research to bear on educational issues that are topical in Malta and elsewhere. The department has a very high national and international research profile, with publications by its members guiding local and international educational decision-making and appearing in top refereed journals. A number of staff members also serve as advisers to the editorial boards of several journals, and have been involved as consultants with both local and foreign governmental and non-governmental organisations on a variety of projects.

Among the tasks which the appointee may be required to perform, there are:

a. To teach units of Sociology of Education and related areas, including sociological research methods (especially involving quantitative research methods) and preferably such areas as Economics of Education and Sociology of Organisations;

b. To teach at both undergraduate and postgraduate levels;

c. To conduct research in sociology of education and related areas and to publish the product of the research in refereed journals or books;

d. To contribute to work in other areas of the department notably School Experience, PGCE (sociology component) and Teaching Practice;

e. To supervise student research in sociology of education and related areas;

f. To serve on Faculty and other University committees.

 

List of skills required:

. Knowledge of the sociological field with specific reference to education;

. Knowledge of both the quantitative and qualitative methodologies in education;

. Experience of teaching in schools and/or other learning settings, including university learning settings;

. Promise in conducting research that can be published internationally;

. Knowledge of recent international development in education, especially with regard to Europe and theMediterranean.

The Selection process requires:

a. The scrutiny of qualifications and experience claimed and supported by testimonials and/or certificates (copies to be included with the application).

b. Short-listing of candidates.

c. An invitation to short-listed candidates to a Selection Board interview.

‘BEYOND CAPITALISM’?: QUÉBEC SOLIDAIRE LAUNCHES DEBATE ON ITS PROGRAM FOR SOCIAL TRANSFORMATION

At a convention held in Montreal on March 25-27, Québec solidaire (QS) concluded the second round in the process of adopting its program. More than 350 delegates from party associations across the province debated and adopted the party’s stance on issues in relation to the economy, ecology and labour. And they reaffirmed their determination to build the party as an independent political alternative, rejecting proposals by QS leaders to seek “tactical agreements” with the capitalist Parti québécois and/or the Parti vert (Greens) that would have allowed reciprocal support of the other party’s candidate in selected ridings.
