ONTARIO MINISTRY OF LABOUR COMMUNITY CONSULTATION ON HEALTH & SAFETY

At the February 15th meeting of the Common Front Steering Committee it was reported that we have a unique consultation opportunity to meet with the Ministry of Labour (MOL) regarding our issues and recommendations as they develop an Integrated Health and Safety strategy for the Province of Ontario. This is important for us because one of the Ministry’s priorities is to focus on vulnerable workers and precarious work.

As we know too well, many of our Common Front partners represent workers in this category of vulnerable workers and/or workers doing precarious work. We have asked the Ministry of Labour for a separate consultation session specifically with our Common Front Partners and they have agreed. This
session will take place:

OISE ADULT EDUCATION & COMMUNITY DEVELOPMENT SPEAKERS SERIES: TEACHING FOR CRITICAL AWARENESS WITH POST-GRADUATE ADULT EDUCATORS

Speaker: Dr. Tony Brown, University of Technology Sydney (UTS)

In this presentation, Dr. Brown explores the use of film, music, photography and the use of story-making in teaching post-graduate students of adult education.

Often radical and critical educators expect that the gradual elaboration of rational argument about inequality, discrimination, and injustice will explain, convince and win over those who they see as allies and potential supporters. However, students come together in the program with diverse social and educational backgrounds and different work experiences and practices. A pedagogic challenge is how to help students develop deeper awareness, knowledge, and feeling about the world around them? This approach accepts that there are other ways of knowing (Bruner) and so a wider range
of written, visual and oral texts is utilized to work at the cognitive and affective levels.

Dr. Tony Brown is a Senior Lecturer in Organisational and Adult Learning at the University of Technology Sydney (UTS). He has coordinated the Masters programs in Adult Education for the past seven years. Tony’s research has focused on learning in trade unions as a site of organisational and social movement learning, and most recently has been investigating literacy and numeracy practices of production workers in lean manufacturing companies.

attitude towards artists and others he despises has shaped the art she makes and the life she lives. This series of mixed media works on paper is funny, blunt and provocative.

THE ROLE OF THE PUBLIC SECTOR AND CAREWORK IN WEALTH CREATION

Much like caring work, the role of the public sector in the creation of wealth is regularly undervalued and even disregarded. Due to this, the focus in policy debates is on public sector spending, with the ‘necessary’ conclusion that the amount of spending must be reduced within the context of provincial and federal budget deficits.

An entirely different approach is to begin with the assumption that carework and public services are part and parcel of wealth creation. Using the Statistics Canada database accounting for sales and purchases of all industries in the Ontario economy, a study by the Centre for the Study of Spatial Economics calculates the value of output generated by one dollar of spending in various sectors. This is one way of operationalizing the assumption that public services contribute to the creation of wealth.

The study shows that public spending in the areas of health care, social services and education creates more value added than private sector investment.

‘RIGHT TO WORK’ IS A LIE

The title might sound harsh, but there is no other way to say it. Creating legislation that takes away human rights in the workplace, and claiming that it is giving you rights, is deliberately dishonest. What it’s really about is greed and low wages.

There has been much written and much hand wringing lately about social inequality and the ever growing gap between the haves and the have-nots. There is more wealth now than there has ever been. We don’t have a deficit problem. We have a distribution of wealth problem. “Right to Work”
legislation will make that gap much, much worse.

ENDING THE DUES CHECK-OFF: FORCING UNION RENEWAL?

The spread of the notoriously misnamed ‘right-to-work’ legislation in the U.S. — most notably in Michigan, the home of the iconic sit-down strikes and effective birth of modern American-Canadian trade unionism — has given confidence to union-bashers in Canada to follow suit. ‘Right-to-work’ has of course nothing to do with guaranteeing anyone a job and everything to do with trying to undermine unions. Its essence is that even if the majority of workers overcome management opposition and establish a union, and even if all workers benefit from what the union negotiates and the union is (as is the case in the U.S.) compelled by law to represent all workers, workers can — unlike taxes — choose to be free riders and not pay dues.

On the other hand, significant sections of the left have long argued that legislative protections were a double-edged sword, contributing to the institutionalization, bureaucratization, and downfall of the labour movement. If unions were forced to constantly meet their members face-to-face and had to convince each individual to pay dues — as opposed to employers collecting the dues via their payroll systems and sending them on to the union — might it, the argument goes, act as an inadvertent blessing? Might it ultimately renew the labour movement?

CLASSISM EXPOSED: TALES FROM THE PINK GHETTO

My own experiences related to classism are set in the administrative world of work. Frankie Valli once crooned, “If you go for your diploma, you can join the steno pool.” As I suspect many would agree, the administrative dimension of the work world is indeed a “pool,” where undercurrents of classism swirl quietly even when the waters on the surface are apparently calm. I want to share my anecdotes for administrative workers everywhere.

MANAGEMENT WAGE INCREASES DWARF OTHERS

Earlier I noted that while the provincial government was imposing concessions (and, yes, of course, wage freezes) on unionized public sector workers, the Conference Board of Canada was predicting 2.7% increases for non-union employees in Ontario in 2013 (up from 2.6% actual increases in 2012).

Now, Statistics Canada data suggests this may be part of a long term trend. Data in a new report indicates that in Canada between 1998 and 2011 the hourly wages of full time management occupations went up 34.7% in real terms (i.e. after accounting for inflation).

Social Policy, Risk, and Education

This special issue of the journal Policy Futures in Education (www.wwwords.co.uk/PFIE) takes the broad lens of risk as its point of departure and invites empirical and theoretical papers which focus on the ways in which risk is enacted through and within education. Risk has become a central discourse – a cultural mindset – in modern societies which frames identities and organizes the governance of individuals and populations. The neoliberal, deregulated state, which emphasizes market-based solutions to the distribution of social goods, has collapsed economic and social policy: the paramount reality is competition and risk. Risk in multifarious settings now dominates social, political and economic discourse.

In a world where uncertainty and harm are governed through risk assessment and risk management, it is no surprise that educational policy similarly aligns loss, injury, and disadvantage with educational management strategies. American education, largely associated with formal schooling, has long embraced the concept of risk (e.g. ‘at-risk children’ and ‘a nation at risk’) as the basis for securing the nation’s economic future competitiveness. Public program initiatives such as Head Start are fashioned upon the perception of a perilous future, and attempt to assess and manage negative risks to children and society, as do the policies of many private intervention programs. Similarly, school-age children, from kindergarten through high school, are systematically identified as ‘at risk’ and targeted for academic and social intervention. While the US Department of Education’s ‘A Nation At Risk’ predated Beck’s risk society, the ‘at risk’ child can only be imagined within a risk society. Conversely, both official and unofficial educational sites are also governed by risk, but individual identities are frequently portrayed as ‘risk takers’. Here, risk is aligned with well-being and the enterprising self. Learning to skydive or rock climb, taking a challenging class, ‘having a go’ at spelling a new word, or returning to college to transition a career indicates a life worth living.

The purpose of this themed issue is to bring together international and critical perspectives on risk theory and education in both formal and informal settings.

All papers submitted will be evaluated using the journal’s normal peer review process.

Writing in a recent issue of Counterpunch Michael D. Yates says, “Oliver Stone’s Showtime series, Untold History of the United States, is the most radical mainstream television I have ever watched.” 

Join Oliver Stone, co-writer Peter Kuznick, Bill Fletcher, Jr. and Donna Murch in a discussion of the 10-episode series and the political challenges it raises today. 

 

Oliver Stone (Director) has won Oscars for directing “Born on the Fourth Of July” and “Platoon,” and for writing “Midnight Express.” He was nominated for director (“JFK”) and co-writer (“Nixon”). Stone has directed four documentaries — “Looking for Fidel” (’04), “Comandante” (’03), “Persona Non Grata” (’03), and “South of the Border” (’09). In the fall of 2012, Showtime debuted a 10-episode Documentary series entitled “Untold History of the United States,” which Stone created, narrates and executive produced. Simon & Schuster released the book component with the same title, which was co-written with history professor Peter Kuznick. Prior to his film career, Stone worked as a school teacher in Vietnam, a Merchant Marine sailor, taxi driver, messenger, production assistant and sales representative. He served in the U.S. Army Infantry in Vietnam in 1967-68. He was wounded twice and decorated with the Bronze Star for Valor. After returning from Vietnam he completed his undergraduate studies at New York University Film School in 1971. 

Peter Kuznick, Professor of History at American University, was active in the Civil Rights and anti-Vietnam War movements and remains active in antiwar and nuclear abolition efforts. He is co-author of the The Untold History of the United States and is a co-writer of the 10 part documentary film series with the same title.  Kuznick is author of Beyond the Laboratory: Scientists As Political Activists in 1930s America (University of Chicago Press), co-author with Akira Kimura of  Rethinking the Atomic Bombings of Hiroshima and Nagasaki: Japanese and American Perspectives (Horitsu Bunkasha, 2010), co-author with Yuki Tanaka of Genpatsu to hiroshima – genshiryoku heiwa riyo no shinso (Nuclear Power and Hiroshima: The Truth Behind the Peaceful Use of Nuclear Power (Iwanami, 2011), and co-editor with James Gilbert of Rethinking Cold War Culture (Smithsonian Institution Press). 

Bill Fletcher, Jr. is a longtime labor, racial justice and international activist. He is an Editorial Board member and columnist for BlackCommentator.com, a Senior Scholar for the Institute for Policy Studies in Washington, DC and a founder of the Black Radical Congress.

 Fletcher is the co-author (with Fernando Gapasin) of Solidarity Divided, The Crisis in Organized Labor and A New Path Toward Social Justice (University of California Press). He is the author of They’re Bankrupting US – And Twenty Other Myths about Unions (Beacon Press, 2012). Fletcher will interview Stone and Kuznick.

Donna Murch is associate professor of history Rutgers University, director Black Atlantic (2008-present), and co-director of the Rutgers Center for Historical Analysis from 2010-2012. Her teaching and research specializations are postwar U.S. history, modern African American history, twentieth-century urban studies, and the political economy of drugs.  She received her Ph.D. from the Department of History at U.C. Berkeley and has won numerous fellowships and awards, including a Teaching Effectiveness Award and a Woodrow Wilson postdoctoral fellowship.  Professor Murch has published several scholarly articles and has recently completed a book entitled Living for the City: Migration, Education and the Rise of the Black Panther Party in Oakland, California (University of North Carolina Press, 2010), which won the Phillis Wheatley Award in December 2011. She is a member of the Board of Left Forum and will be the Master of Ceremonies of the event.

The SRHE extends a very warm welcome to all who wish to participate in one or both of these conferences, by submitting papers for presentation and/or by attending as a delegate and contributing to the many different discussions and debates within this vibrant three-day event. The Conference welcomes papers relating to further, higher, undergraduate, postgraduate and professional education in a wide range of research domains and is a highly participative event offering a range of plenaries and smaller discussion groups and seminars.

The Society’s Annual Conferences are truly international events bringing together delegates and contributors from over 40 countries. We invite researchers and scholars from the many forms of higher education globally to contribute to these Conferences, stimulating international debate on the way in which higher education is responding to economic, social, political and cultural pressures and both re-defining and re-asserting its nature and purpose. As higher education researchers, we aim to provide research insights and knowledge to inform and guide universities, governments and societies.

Conference Theme

The theme for 2013 is Experiencing Higher Education: Global Trends and Transformations.

Higher education globally is continuing to undergo change at a rapid pace and the experiences of all participants, those who study and those who work within the sector, are being transformed as a consequence. Presentations and discussions will explore global trends and examine what research into higher education tells us about the impact of these changes, with a particular focus on how higher education experiences are now evolving in a global context and embracing new technology.

The Conference will offer the opportunity to explore what it means, in the very broadest sense, to be part of the higher education academic community as a student, an academic researcher or teacher, a leader, a developer or other role.

Types of Contribution

You are invited to contribute to this debate in a variety of ways: by presenting a paper, sharing in a symposium, including work of a conceptual or theoretical nature, by preparing a poster or by organising a round table, on any aspect of this year’s theme or your own research interests. Empirical and scholarly research from a wide range of perspectives is welcome. Registrations from delegates not presenting work this year are also warmly welcomed. The deadline for submission of proposals is Friday 28 June 2013

The IGU Commission on Islands will hold the International Conference on Island Development 2013, Penghu Archipelago, Taiwan, on October 1-5.

PAIDEIA: INTERNATIONAL PHILOSOPHICAL JOURNAL

Paideia is an online international journal of philosophy for undergraduates and master’s students. Its aim is to promote high quality philosophical debate between different universities. The journal allows a confrontation with high profile publications through a rigorous discussion.

Paideia wants to open an international room for particularly outstanding papers to prove their value. They can focus on both the historical and theoretical philosophy, from an analytical or continental point of view. The journal will be published twice a year.

An editorial board, composed of both PhD candidates and lecturers, judges the papers via a blind peer-review.

Papers should be original and not yet published in any other journal.

English, German and French are accepted.

Deadline for submissions: November 15, 2013.

Studies in Social and Political Thought Annual Conference 2013: Debt and Obligation.

The global economic crisis has brought the question of debt sharply into focus. From the indebtedness of the individual by means of easy credit, to the universalisation of private debt in financial instruments and the financial stranglehold of whole countries by sovereign debt, debt and the obligation that comes with it dominate the structure of contemporary society and economy. Austerity programmes are implemented by governments around the world, often with disastrous social consequences and without popular support. The narratives of “living within one’s means” and “giving back what is owed” are dominant among the international organisations and power centres that promote these austere solutions. Even democratic legitimation is superseded by the obligation of paying one’s debts, to the extent that technocratic governments replace democratically elected ones for fulfilling that purpose. A “hard but fair” solution is advanced by many in government and elsewhere, where debt reduction seems to be given an almost moral quality, and as such connected to a moral obligation and duty.

The old definition of justice as “telling the truth and giving back what is owed” as given by Cephalus in Plato’s Republic, seems, therefore, to have prevailed–at least in part. For the truthfulness of this justice is hidden, since as Cephalus admits, it is the wealthy that are the major beneficiaries of this type of justice, considering they already have the means of living by it. On the other hand, the concepts of debt and obligation are the cornerstones of many ethical theories and philosophies, from Kant’s categorical imperative and deontological ethics in general to Nietzsche’s genealogical critique of morality. Moreover, a great part of political philosophy and theory is preoccupied with the question of the obligation to the state and what gives it legitimacy. But how are these ethical and political issues put into practice? Depending on one’s point of view there can be either a moral obligation that supports the state’s legitimacy, or one that directly opposes it. In particular, should one follow the moral narrative of paying one’s debts under any circumstances or are there instances where one has an obligation to resist debts placed upon them? Is there such a thing as a just debt? These questions, it could be claimed, have not been given enough critical attention, and theoretical discourse has passed them by.

We are, therefore, seeking papers that will engage theoretically with the concepts of debt and obligation, and explore their relationship with the social, economic, or political spheres. In keeping with the interdisciplinary ethos of SSPT we will accept papers from all related disciplines including politics, sociology, history, political economy, and philosophy. We will also accept papers that do not deal exclusively with the main topic of the conference but are engaged with issues in the general area of social and political thought.

 

Possible theoretical frameworks and topics include, but are not limited to:

These should be formatted for blind review, including a cover sheet with name, contact details, institutional affiliation, and paper title. Successful applicants will be notified by 12th May 2013. Finally, all selected papers will be considered for publication in a future issue of SSPT.

As an open all-inclusive collective in the LGBTIQ (Lesbian, Gay, Bisexual, Two-Spirited, Intersex & Questioning)/Trans or Queer community, our main mission over the next couple of years is to bring to Canada a contingent of LGBTIQ / Trans & Allies Cuban workers as part of a LGBTIQ/Trans & Allies union worker-exchange between Canada and Cuba for the 2014 World Pride Parade’s demonstration on Yonge Street, in Toronto, Ontario, and for their mid-May 2014 Cuban Anti-Homophobic Pride events, all throughout Cuba.

We want to see our LGBTIQ/Trans & Allies Cuban worker friends, proudly united together with our many allies and Queer workers from all over the world, marching with them and encircling them, with a “Sea of Red” flags, and rainbow flags that surround their Cuban flags, in the Toronto’s World Pride Parade of 2014, on Sunday afternoon, June 29, 2014, moving down Yonge Street.

In preparation for World Pride Day, we want to have fun nights of Cuban LGBTIQ/Trans & Allies film showings, up-to-date Cuban dance music, and Cuban-English translated readings and discussions every two to three months in and beyond Toronto’s LGBTIQ/Trans & Allies community.

We hope to gather the funds mainly through the unions of the Ontario Federation of Labour & Canadian Labour Congress, as well as other community organizations and faith supportive groups.

OCAP COMMUNITY ORGANIZING COURSE – CALL FOR PARTICIPANTS

Dates: 4 consecutive Saturdays – April 6th, 13th, 20th, and 27th
Time: 2-5pm, followed by a meal each week

Following the great success of our first Community Organizing Course in October 2012, OCAP is holding a second course to offer people some of the knowledge and skills they will need to mobilize in their communities to resist poverty and austerity. Since the last course, OCAP has been on the front lines of some major fights against social cutbacks and homelessness and the second course will benefit from these experiences.

Course Outline:
– Week 1 (April 6th): A brief introduction to OCAP. How do capitalism and colonialism work? How do they produce poverty? What is the austerity agenda and how is it playing out in our communities?
– Week 2 (April 13th): How does the law and the welfare system regulate the poor? How does OCAP organize actions to defend people under attack by these systems?

– Week 4 (April 27th): Histories of anti-poverty resistance in Toronto.

Presentations by course participants. What have we learned and how are we going to take that knowledge into our communities?

Childcare and transportation costs will be provided and the location will be wheelchair accessible. An exciting four week children’s program is in the works!

This course is for people who want to fight back. Those who participate will be presented with ideas and methods that OCAP has developed over more than twenty years of organizing in poor communities. We can offer knowledge and skills that they don’t teach in schools and you won’t get from the newspapers. We intend the sessions to be lively, engaging and informative. The opinions and proposals of those who attend will be vital to the success. If you are interested in being part of this course, contact OCAP as soon as possible. We want to stress that all who agree to participate should make a serious commitment to attending all four sessions. Please don’t reserve a spot unless you can make that commitment. Space is limited to allow for maximum engagement with participants.

INTERNATIONAL CONFERENCE – LABOUR RIGHTS AND THEIR IMPACT ON DEMOCRACY, ECONOMIC EQUALITY AND SOCIAL JUSTICE

Downtown Hilton Hotel, Toronto

The conference is designed to provide a forum to advance social science research which affirms the critical role labour rights play in advancing democracy within nations, creating greater economic equality and promoting the social well-being of all citizens.

It will examine how to communicate this research using key message frames that connect labour rights to the core values that Canadians share as citizens. The conference will also consider strategies to help labour and civil society build a broad-based progressive coalition in support of shared values of Canadians and the labour movement.

The keynote speaker at the conference will be Richard Wilkinson, one of the world’s most preeminent researchers on social inequalities. He is best known for his 2010 book with Kate Pickett, The Spirit Level: Why Equality is Better for Everyone. The headline-generating UK bestseller showed that societies with more equal distribution of incomes have better health, fewer social problems such as violence, drug abuse, teenage births, mental illness, obesity, and others, and are more cohesive than ones in which the gap between the rich and poor is greater. Wilkinson will speak at the opening of the conference on Tuesday evening, March 26, 2013.

JUST PUBLISHED! ADULT LEARNING TRENDS IN CANADA: BASIC FINDINGS OF THE WALL 1998, 2004 AND 2010 SURVEYS

The Centre for the Study of Education and Work (CSEW) Work and Lifelong Learning (WALL) research network, mainly funded by the Social Sciences and Humanities Research Council (SSHRC), conducted national surveys on work and lifelong learning in Canada in 1998, 2004 and 2010. These surveys provide profiles of paid employment and unpaid household work and community volunteer work as well as the array of adult learning activities.

The relations between work and learning are summarized in a number of reports available on the http://www.wallnetwork.ca website and several published books (see the Related WALL Reports section). The purpose of this report is to provide a brief summary of the basic findings on trends in adult participation in further education courses and informal learning activities. This information may be of general global interest because, in spite of widespread concern about the importance of lifelong learning, there are no other available national-level estimates of trends in the array of adults’ formal and informal learning activities during this period.

IT’S MORE THAN POVERTY: EMPLOYMENT PRECARITY AND HOUSEHOLD WELL-BEING

United Way Toronto’s newest report, It’s More than Poverty: Employment Precarity and Household Well-being examines dramatic changes in precarious employment over the last few decades, revealing that only sixty percent of all workers in our region have stable, secure jobs. In addition to looking at the impact of precarious employment on individuals, the report also looked at its harmful effect on families and communities.

PORTER AIRLINES: THE LITTLE STRIKE THAT COULD

On Saturday, 26 January 2013 tens of thousands of teachers and supporters rallied outside the Liberal leadership convention at Maple Leaf Gardens in Toronto in opposition to their Bill 115 which stripped Ontario teachers’ collective bargaining rights. Every corporate media outlet covered this story. By all accounts the rally was a huge, peaceful success.

Although the perceived ‘progressive,’ Kathleen Wynne, won the leadership, it is a hollow victory as there is no commitment to undo this repugnant Bill’s purpose. Nor is there any new impetus to change, since some union leaders have once again demonstrated a willingness to bankroll neoliberal politicians no matter what they do to their members.

Meanwhile a few kilometres away from this piece of political theatre, a direct challenge to the neoliberal agenda was occurring. With no media cameras rolling, dozens of police moved with force to suppress the actions of an Industrial Workers of the World (IWW) Flying Squad who were there in solidarity with 22 striking ‘fuelers’ of Porter Airlines at Toronto Island Airport represented by COPE Local 343.

AN OPEN LETTER TO PRIME MINISTER HARPER

Dear Prime Minister Harper,

It is with a profound sense of indignation that I read about your letter sent in the wake of the death of Venezuela´s President, Hugo Chavez.

Canadians would expect their Prime Minister to take the high road in responding to another nation´s grief following the death of their leader. Instead the letter you sent took the low road in not sending condolences to the Chavez family and for calling into question the deceased leader’s dedication to democratic principles following more than a decade of clean elections, unrivalled in the Americas.

Any sitting Canadian prime minister who met an early end could only dream of such massive outpouring of grief that has seen millions of Venezuelans line up for 35 kilometers to get a brief view of Chavez´s body lying in state.
