At this 19th MERD seminar on Wednesday, we will review the emergent contemporary crises of capitalism. In this context, we will focus on education and educating across the social spectrum of institutional and wider social formation to progress class struggle, critique and action. Our four speakers have provided the following blurbs about their presentations:

 

Tony Green (UCL Institute of Education)

Educating the Educators and the Emergent Secular Crises of Contemporary Capitalism: From Brexit to Trump and Corbyn … to Snap Election … and Beyond?

The introduction aims to draw attention to a collection of issues and themes likely to occupy us during the day.  The broad and open-ended agenda is intended to be suggestive of potentially ‘educative’ contexts about how exchange values dominate use values, and where systemic shifting of value and power upwards in support of structures of global oligarchy and plutocratic elite class hegemony, is concurrent with ongoing secular crises of capitalism.   Is the apparent ever-rising tide of ‘prosperity’ contributing to human emancipation and flourishing?  We need to address the global capitalist system, and metabolism in its, tensions and contradictions, with complex and dynamic ramifications at local, regional, national and international levels.  The aim of these introductory remarks is to remind ourselves of current events and possible underlying dynamics that set analytic, strategic and tactical challenges… not least, the performative … during these ever-interesting times. Huge and urgent questions have to be addressed in specific and local contexts: Are all the cards being thrown into the air?  Are there inbuilt legitimation crises playing out across the institutional forms of politics? What are the prospects for the anthropocene? Time to act … now! What is to be done…?

The importance of practical knowledge to the possibility of a new politics from the left

I’ll draw on themes associated with socialist humanist work of Gramsci, Williams and, Thompson, and against a background of recognising that evocations of the organised working class were thwarted too many times, including by leaderships that did not actually believe in the capacity of the supporters, to convince me. Radical social change is surely more than workplace organisation, radical leadership and a conventional political party of the left.

England is an epicentre and laboratory for neoliberal education policy in advanced economies, with a unique mix of neoconservative ingredients. It has the tightest accountability framework (tests, league tables, Ofsted, performance pay etc.), extensive privatisation, a curriculum which systematically excludes critical social knowledge, and hegemonic discourses around ‘choice’, ‘standards’, ‘leadership’ and ‘social mobility’. 

For critical educators, the pressing challenges include:

  • Making critical theory and research knowledge available to a teaching profession increasingly restricted to short-term pragmatics;
  • Rethinking curriculum, assessment and pedagogy beyond binaries of ‘academic / vocational’ and ‘knowledge / practice’;
  • Protecting spaces for critical understanding and creativity; 
  • Critiquing the distortions of ‘social mobility’ and ‘closing the gap’ in socially just ways;
  • Finding educative responses to the social futures facing young people (Austerity, precarity, migration, militarism).

On the alienation of academic labour and the possibilities for mass intellectuality

As one response to the secular crisis of capitalism, higher education is being proletarianised. Its academics and students, encumbered by precarious employment, overwhelming debt, and new levels of performance management, are shorn of any autonomy. Increasingly the labour of those academics and students is subsumed and re-engineered for value production, and is prey to the vicissitudes of the twin processes of financialisation and marketization. At the core of understanding the impact of these processes and their relationships to higher education is the alienated labour of the academic, as it defines the sociability of the University. This paper examines the role of alienated labour in academic work, and relates this to feelings of hopelessness, in order to ask what might be done differently. The argument centres on the role of mass intellectuality, or socially-useful knowledge and knowing, as a potential moment for overcoming alienated labour.

The Social Science Centre (SSC) in Lincoln is a self-organised co-operative higher learning provider that is democratic at all levels of its organisation. The scholars who are members of the Centre work and study together whether they are traditionally students or teachers. One of the aims of the Centre is to analyse and dissolve the tensions in the relationships between research and teaching, and students and academics. Set up by academics from the University of Lincoln, the Centre has no relationship with the University, although it is a critique of the formal institution as a dysfunctional neoliberal arrangement in many ways. The SSC aims to ‘reinvent’ the University and transform the scholars’ relationship to knowledge in order to insert their own experiences into theoretical knowledges that aim to emancipate them as active change agents. The SSC engenders provocations, conversations and discussions that enliven the notion that all those who are involved in active knowledge work should become (co-) producers of knowledge. Two of the (student) scholars and an academic from Lincoln will be visiting the Anarchist Research Group to talk about the centre and their experiences studying there.

In this session, we would like to tell you a little about our experiences with the SSC and then invite a discussion on the SSC, self-organised education and the relationships between education, learning, and social change.

The Social Science Centre provides free public higher education in the city of Lincoln and emphasises the collective and collaborative nature of education. The Centre was opened in 2011 by academics and students and Lincoln residents who feel passionately that those wishing to study higher education should not have to take on the burden of debt. There is no fee to pay when joining the Centre, only what you can afford. Free also means freedom to study outside of the current disciplinary structures of higher education around topics and issues that are of direct concern to you and your local community.

ANARCHIST RESEARCH GROUP: Our meetings are friendly and informal. They are usually held on the fourth Saturday each month, at the Torriano Meeting House in Kentish town, 99 Torriano Avenue, London NW5 2RX between 2.00pm and 4.30 pm
Directions: From Kentish Town tube station walk up Leighton Road, and turn left into Torriano Avenue.

We take a collection after each meeting to cover the cost of the venue.

A NEW JOURNAL IS LAUNCHED

CALL FOR PAPERS

SOCIETY FOR RESEARCH INTO HIGHER EDUCATION ANNOUNCES LAUNCH OF NEW POLICY JOURNAL IN HIGHER EDUCATION

With demands for a more skilled and qualified workforce, and growing calls to increase social mobility, higher education has firmly established its place on the political agenda in developed and developing countries. To provide a forum for the debates and reports that these trends are generating, the Society for Research into Higher Education (SRHE) is launching its latest journal, Policy Reviews in Higher Education, with the first edition to be published in December 2016.

This journal is offering an entirely different space for the discussion of policy issues impacting on HE. It is to be international and interdisciplinary in scope and will publish articles of much greater depth and analysis than the usual academic journal pieces, inviting contributions of between 8,000 to 12,000 words.

This is an important and exciting new venture both for policy debate in HE globally and for SRHE. In putting our energies and resources behind this Society initiative, SRHE is signalling our responsibility as the relevant and best placed learned Society to bring more robust and considered evidence and a wider discourse to the policy debate.

This is a global call for contributions to the journal.

The first issue of Policy Reviews will be published in December 2016.

Dave Hill is Research Professor of Education at Anglia Ruskin University, Chelmsford, England, and Visiting Professor of Education at the Universities of Athens, Greece, Middlesex, London.  Dave is a Marxist academic and political activist in different countries, in particular with trade unions and left / socialist / Marxist groups in Greece, Turkey and Ireland as well as England. His academic work focuses on issues of neoliberalism, capitalism, class, `race’, resistance and socialist education/ education for equality; critical pedagogy/critical education. He founded in 2003 and chief edits the free online peer-juried journal, the Journal for Critical Education Policy Studies, www.jceps.com, a free online, scholarly, peer-juried international journal that has had nearly a million downloads in 10 years.

The 4th Annual Conference on Critical Theories in the 21st Century aims to reinvigorate the field of critical pedagogy. The primary question driving this conference is: What is to be done to make critical pedagogy an effective educational weapon in the current struggle against capitalism and imperialism?

There is no doubt that we are at a critical juncture in history in terms of the limits of nature’s vital ecosystems, the physical limits of the progressive accumulation of capital, and the deepening reactionary ideology and scapegoating that exacerbates the oppression of youth of color. If critical pedagogy is to play a significant role in intervening in the current context, then a sharpened sense of purpose and direction is needed.

Some examples of possible topics include:

  • Marxism
  • Post-structuralism/post-modernism

  • Challenging the unholy trinity of state, capital, and religion
  • Class and the capital-labor dialectic

While this conference will include important presentations and debates in critical pedagogy, it will not be limited to this focus. In other words, as critical theory becomes more inclusive, global, and all encompassing, this conference welcomes more than just academics as important contributors. That is, we recognize students and youth groups as possessing authentic voices based on their unique relationship to capitalism and will therefore be open to them as presenters and discussion leaders.

While this conference will include important presentations and challenging discussions based in critical pedagogy, it will not be limited to this focus. In other words, as critical theory becomes more inclusive, global, and all encompassing, this conference welcomes more than just academics as important contributors.

DISCUSSION ON THE EDUCATION WHITE PAPER FOR ENGLAND AND EXTENSIONS OF THE COMMODIFICATION PROCESS IN LIBRARIES AND SCHOOLS

This, rather long title, pertains to the only paper / article written by us (Ruth and Glenn Rikowski) jointly. It appeared in the winter 2005/06 edition of Information for Social Change, Issue 22. We were both mightily concerned with processes and policies relating to the commodification of public services at the time, with Ruth focusing on libraries and Glenn on schools in England.

Furthermore, at the time, both of us were interested in the international dimension to the commodification of public services. Specifically, we were concerned with the likely impact of the World Trade Organization’s (WTO) General Agreement on Trade in Services (GATS). This joint interest brought us together in a practical political sense too, when we became members of Attac London in 2000 and along with others organised a conference on the commodification of state services.

Of course, these topics have gained renewed importance with the current development of the Transatlantic Trade and Investment Partnership (TTIP). Maybe the halting of significant advances in the WTO’s GATS process since Seattle 1999 in some way precipitated this development.

It is a shame that we have not written more together, and this is something that we aim to rectify in the future.

UNIVERSITY GOVERNANCE AND MANAGEMENT: CRITICAL ENGAGEMENTS WITH THEORY, POLICY AND PRACTICE

This seminar provides an opportunity to critically examine changing modes of university governance and management in the context of global trends in higher education policy.

Two papers will stimulate the debate:

 

‘Ruling knowledge: Universities and the governance of knowledge creation’ Professor Rebecca Boden, University of Roehampton

Governance can be broadly defined as systems for or approaches to decision-making. The governance of universities is therefore the means by which decisions are made within them. Any form of governing involves the exercise of some form of power, and in this paper I explore the shifting and complex landscape of governing power in UK universities and ramifications that has for the nature of the knowledges produced and what they are used for. I will also suggest how governing regimes might be beneficially reformed to aid the further development of the social role of the university.

 

‘Appointing university executives: a case of managerialism in action?’ Dr Sue Shepherd, University of Kent

The prevailing academic narrative asserts that managerialism is all pervasive in today’s universities. But what exactly is managerialism and how does it differ from new public management and neoliberalism, terms with which it is often confused or conflated? In an attempt to gain greater conceptual clarity, this paper presents an ideal-type model of managerialism as ideology. This is then utilised to explore the extent to which recent changes to the appointment of deputy and pro vice chancellors might be considered symptomatic of ideal-type managerialism.  Thus, the academic narrative itself is subjected to critical examination.

Tea and coffee will be available at 4pm and the event will start at 4.15. After each paper there will be time for questions and discussion, followed by an opportunity to discuss issues raised in both papers over a glass of wine or juice.
