I have added a number of papers to Academia in the last few weeks.

This part of a long-term process of inserting all of my papers on Academia, including many that have not been published elsewhere, occasional and unfinished papers, and also a few ‘lost’ papers: i.e. those that were thought to have been lost but turned up in a search of my loft in 2012.

Purpose

The conference aims to take stock of the situation and analyze challenges within seven different but related areas of research:

  1. Philosophy of education and learning / Bildung-paideía
  2. Societal / historical organization of learning

  4. Organizational learning / Learning organizations
  5. Work Based Learning / Training
  6. Adult learning
  7. Vocational Education and training (VET) and Professional Education and Training

Result:

The key-note presentations and a selection of papers will be edited and published.

Program and organization of the conference:

The conference will be organized as an alternation between open key-note lectures (audience:

200) and parallel paper-sessions and discussions with a limited number of participants (40).

Participants must submit an abstract addressing the main theme of the conference with their

professional analysis of the situation and challenges within some of the seven research areas,

and connections among them.

PUSHING AT THE ACEDEMY DOORS: INTERNATIONAL DEVELOPMENTS IN HE-BASED LIFELONG LEARNING

Lifelong learning sits high on the policy agendas of OECD countries, and in Europe the Bologna Process is expected to facilitate widened access to higher education. Disseminating the findings of funded studies carried out in overseas contexts, this seminar will focus on the under-examined role of HE in lifelong learning, and consider the extent to which policy is translated into practice, and with what effects.

 

Higher education in Europe: how socially inclusive is it?

Dr Elisabet Weedon, University of Edinburgh

Alongside consideration of the social dimension of the Bologna Process’s development, and an overview of widening participation measures in EU member states drawn from Eurostat and Eurostudent data, Dr Weedon will present findings from research relating to a smaller number of European countries. She will reveal that, despite the harmonising efforts of EU policy in relation to opening up HE to lifelong learners, considerable variation occurs across the continent, where interpretations of ‘widening access’, and the compositions of target groups, vary from country to country.

 

Higher education and lifelong learning: the case of Ireland in international context

Professor Maria Slowey, Dublin City University, Republic of Ireland

As knowledge based organisations, universities and other tertiary institutions are called upon to contribute to a complex – often competing – array of educational, social and economic objectives. Lifelong learning is one arena in which the interaction of these various dimensions may be observed. Drawing on an analysis of developments (or lack thereof) in relation to opportunities for lifelong learners in 16 countries, Professor Slowey will highlight the case of HE in the Republic of Ireland.

 

Opening up higher education to new constituencies: A European comparative study of lifelong learning in German universities

Professor Andrä Wolter, Humboldt-Universität zu Berlin, Germany

Though it used to be a very peripheral issue in German HE policy and development, lifelong learning seems – albeit gradually – to be being taken more seriously by the university sector. Drawing limited comparisons with other European contexts, Professor Wolter will analyse the driving forces behind this change of attitude in Germany, and the extent to which the process of opening up HE has increased heterogeneity and diversity in the composition of non-traditional students who are identified as lifelong learners.

The meeting aims to be 4th annual event which has as its main aim the creation and maintenance of a body of knowledge and a community of scholars and practitioners engaged in the ethics of primary healthcare.
This meeting will bring together academics, educators, practitioners, ethicists and managers and others involved in the planning and delivery of primary care in an interdisciplinary event which will explore the ethical choices that clinicians make every day in commonplace situations.
The objectives for the meeting are:
– To define what ethical issues arise in primary care
– To seek to make explicit some of the implicit assumptions, choices and values expressed by clinicians
– To look specifically at current professional and public concerns concerning ethics education in the primary healthcare workforce
– To discuss existing and future research in this area, including how such research may be supported
– To provide a forum where delegates who are involved in research education and/or practice can share experience and expertise

RaPAL (Research and Practice in Adult Literacies) represents practitioners, learners and researchers in the field of adult literacies in the UK, Ireland and beyond. We have strong international links in the field of adult literacies and with 78 other organisations across Europe, we recently joined the ‘European Literacy Network’, ELiNET. We enjoy engaging in debates that touch on English language and literacy, numeracy and digital skills across homes, communities and workplaces.

Our conference is being held on Saturday 5th April at City Hospital, Birmingham in England. This venue provides a fantastic opportunity to focus on our broad themes of adult literacies in work and life, and which include a wide variety of partnerships and in the contexts of health and well-being. We will be joined by key note speakers from the University of Wolverhampton and, via link-up, Washington State University. We have a wonderful range of workshops, including from the; Community Health and Learning Foundation, the Reading Agency, specialists in writing, digital literacies, online and workplace learning. We are excited to have peers beaming in from Australia to talk about award-winning community health and literacy projects.

 

Key Speakers:

Dr Linda Lang

Professor Lang is Dean of the School of Health and Wellbeing at the University of Wolverhampton. She will talk about the work of the faculty and the concept of Life Long Learning, focussing on a recent development for a University Technical College (UTC) in the Midlands. The UTC ‘Health Futures’ aims to support and develop 14-19 year olds to be able to achieve their goals and aspirations through HE and employment in careers in the Health Sector.

Dr Sondra Cuban

Sondra Cuban will speak from Washington State USA about her ESRC research project profiled in her 2013 book Deskilling Migrant Women in the Global Care Industry. The study focused on a group of migrant women who were care assistants in England’s care sector. Sondra will discuss their digital strategies to connect and care for their families abroad amid tensions they experienced with their paid care for older persons in England.

Director Ken Loach has used film from Britain’s regional and national archives, alongside sound recordings and contemporary interviews, to create a rich political and social narrative.

REPORT – DEGREES OF UNCERTAINTY: HOW AFFORDABLE IS TUITION IN YOUR PROVINCE

A new CCPA (Canadian Centre for Policy Alternatives) report tracks the affordability of university education across Canadian provinces. The study looks at trends in tuition and compulsory fees in Canada since 1990, projects fees for each province for the next four years, and ranks the provinces on affordability for median- and low-income families using a Cost of Learning Index.

Average tuition and compulsory fees in Canada have tripled since 1990, and according to the study, Ontario is the province with the highest fees and will see its tuition and other fees climb from $8,403 this fall to an estimated $9,517 in 2016-17. Newfoundland and Labrador remains the province with the lowest compulsory fees of $2,872 this fall, rising to an estimated $2,886 in 2016-17.

CALL FOR PAPERS – THE LABOUR MOVEMENT AND SOCIAL MOVEMENTS: THE ALBERTA LABOUR HISTORY CONFERENCE, 2014

The labour movement has a long history of working alongside or against a wide variety of other social and political movements: from the anti-Fascist popular front to the Latin American solidarity campaigns of the 1970s and 1980s, from the women’s movement to LGBTQ movement today, from anti-nukes to environmental movements, from human rights campaigns in the 1940s and 1950s to Idle No More today. The Alberta Labour History Institute (ALHI) conference of 18-21 June, 2014, wants to investigate this past, present and future of labour’s interaction with other social movements in Canada and beyond.

We are looking for people or groups interested in taking part in one of four categories on the theme of labour’s interaction with other social movements, past, present and future. We encourage papers and presentations from any perspective, including those that may be critical of labour in the past or present. We also encourage potential presenters to take a broad view of social movements, defining them as you like.

The categories are:
– Academic presentations of 15-20 minutes of length by students, established academics or others.
–  Oral history participants who want to tell their own story on the theme in 10 minutes.
– Films up to 20 minutes in length.
– Museum-style displays that can be shipped to Edmonton and put up for public display during the length of the conference.

Interested presenters should send a statement of interest or abstract and brief bio or c.v. to ALHI@labourhistory.ca by 15 November, 2013 for inclusion in the program. All proposals will be peer-reviewed by a panel of academics and labour activists, and selected presenters will be informed by the end of November.

The past year has seen the implementation of some of the most draconian changes to the workers’ compensation system since it was first established in 1915. But in spite of these injustices, injured workers remain firm in their commitment to ensuring fair treatment for all current and future injured workers.

On Tuesday, June 4 Canadian Unions for Equality on Screen (CUES) will hold a news conference to release Focus On Women 2013 – the ground-breaking study on gender (in)equality in the Canadian independent film and television production industry.

The Focus On Women 2013 Report by CUES is the first comprehensive Canadian study of its kind. ‘PUSHED TO THE EDGE,’ SEATTLE’S LOW WAGE WORKERS JOIN SWEEPING MOVEMENT

In the seventh action in just eight weeks across the United States, fast food workers in Seattle are walking off the job Thursday joining a sweeping movement of low-wage workers who have been “pushed to the edge and are now taking a stand.”

“We work in one of the fastest growing industries in the nation, and our companies are making huge – even record – profits, but we barely earn enough to pay for basics like rent, food and transportation to and from work.” -Caroline Durocher, striking worker

Repeating the calls made by striking workers in other cities, the Seattle workers are demanding a living wage of $15 per hour and the right to form a union without intimidation.

THE CASE FOR A CANADA SOCIAL REPORT

The demise of the National Council of Welfare, announced in the 2012 Federal Budget, has punched a huge hole in Canada’s social policy database. The Council’s annual Welfare Incomes and Poverty Profile reports have for decades provided invaluable information on welfare and low income. Rather than simply lamenting this loss, the Caledon Institute of Social Policy is acting to rescue this important data by taking over its preparation and distribution. The welfare and poverty information will form part of a new Canada Social Report.

HEALTH CARE SPENDING IN ONTARIO CONTINUES TO DECLINE

Contrary to the hysteria from conservatives, health care spending continues to decline as a percentage of the provincial budget. Last year, health care accounted for 38.5 per cent of total expenditures, this year the government plans to bring it down to 38.3 per cent. This continues the trend downward since 2003/04 when health care accounted for 40 per cent of total expenditures.

The Ontario provincial Budget reports that program spending is going up an impressive sounding 2.99 per cent and health care spending is going up 2.3 per cent. Although that sounds like a larger than expected increase in these days of austerity, these figures are, unfortunately, misleading. The reason is that last year funding fell well short of the Budget plan and the government is now playing catch-up.
