A talk by Ros Kane and Emily Charkin

R F McKenzie is a largely forgotten libertarian educationalist, but Ros Kane considers that he has written the last words on the subject. Attempting to initiate child-centred, creative practices within the state system as head of two Scottish secondary schools, he was – not surprisingly – twice kicked out, ending his days writing and lecturing. Ros, who has flirted with teaching and now works in child mental health, will present an account of Bob McKenzie’s life, work and books, and invite a discussion about what lessons we can learn of the possibilities and pitfalls of trying to apply A.S. Neill-type ideas in state schools. Ros Kane is author of To Have An Only Child.

We talked practically non-stop’:  Mackenzie and his radical networks (1910-1987)
This talk explores how Mackenzie’s life and work can be understood in the wider context of radical educational and political ideas in the twentieth century. Emily will draw on her current research on John Aitkenhead (1910-1998), who was friends with Mackenzie, and ran a private boarding school in Scotland called Kilquhanity (1940-1995) based on many of their shared ideas about freedom and community in education.  I will also share perspectives on Mackenzie from my research on Leila Berg (1917-2012) drawing particularly on a transcript of an over-night meeting which Berg hosted at her home in London, in 1968 – a radical cocktail of Mackenzie, Duane, Neill and Holt.  I will argue that this network and their debates can help us draw significant distinctions between progressive and radical educational ideas – and their relationship to anarchist political thought.

Emily Charkin’s historical work is concerned with anarchist educational ideas, experiments and the learning experiences of ordinary people.  She uses these historical accounts to cast light on debates in the philosophy of education in the present. She is currently working on an ESRC funded PhD at the UCL Institute of Education with a working title: ‘Together they build a structure to suit their needs’: Children’s experiences of self-build, radical education and anarchism from the 1930s to today. Her previous work has been about the Peckham Health Centre (1935-1950), Whiteway Colony (1926-today), Colin Ward (1924-2010), Leila Berg (1917-2012) and the US de-schoolers in the 1970s. Emily has also worked outside academia as a social researcher at the National Centre for Social Research and a curriculum director for the civic leadership organisation, Common Purpose.  She and her architect-builder husband are currently setting up a work hub and ‘school’ of self-reliance at Wilderness Wood where adults and children can work and learn together.

CALL FOR PAPERS
The editorial team of The SoJo Journal: Educational Foundations and Social Justice Education is soliciting manuscripts for its inaugural issue. The journal is an international peer-reviewed journal of educational foundations. The Department of Educational Leadership at California State University, East Bay, whose mission is to prepare and influence bold, socially responsible leaders who will transform the world of schooling, is hosting the journal.

The journal welcomes manuscripts that examine contemporary educational and social contexts and practices from critical perspectives. The SoJo Journal: Educational Foundations and Social Justice Education is interested in research studies as well as conceptual, theoretical, philosophical, and policy-analysis essays that advance educational practices that challenge the existing state of affairs in society, schools, and (in)formal education.

Manuscripts for publication consideration for the inaugural issue should be submitted electronically via email by attachment by February 1, 2015 to Bradley J. Porfilio at bradley.porfilio@csueastbay.edu The issue will be published in the fall of 2015.

Style Guidelines

All manuscripts must adhere to APA sixth edition format, include an abstract of 100-150 words, and range between 20 – 30 pages in length (including camera ready tables, charts, figures, and references). Two copies of the manuscript should be attached: a master copy including a title page and a blind copy with the title page and all other author-identifying information removed (including citations and references pertaining to any of the contributing authors’ works). Attachments should be in Microsoft Word

The growth of education systems and the construction of the state have always been connected. The processes of governing education systems always utilized data through a range of administrative records, pupil testing, efficiency surveys and international projects. By the late twentieth century, quantitative data had gained enormous influence in education systems through the work of the OECD, the European Commission and national system agencies. The creation and flow of data has become a powerful governing tool in education. Comparison between pupils, costs, regions and states has grown ever more important.

The visualization of this data, and its range of techniques, has changed over time, especially in its movement from an expert to a public act. Data began to be explained to a widening audience to shape its behaviours and its institutions. 

The use of data in education systems and the procedures by which the data are constructed has not been a major part of the study of education, nor of the histories of education systems. This volume of contributions, drawn from different times and spaces in education, will be a useful contribution to comparative historical studies.

About IWCE

The Independent Working Class Education Project aims to learn the lessons of history to inform current class struggle. Inspired by the Ruskin Students strike of 1909, we organise open informed discussions and look at how interesting presentations can be used in a variety of circumstances.

We offer materials and contacts and always try to operate in a non-sectarian way; we are not committed to any particular political current.

IWCE Project hopes to:

* Respect the role of the working class in making history, and in making the future

* Seek to offer a diverse range of education materials and approaches for trade union and other working class and progressive movement groups

We want to rebuild the tradition of independent working-class education (IWCE) that used to exist across many parts of England, Scotland and Wales.

This tradition goes back to the industrial revolution and the growth of a modern working class. Attempts by the employers to use adult education to buy workers off go back almost as far.

Educational initiatives by and for workers themselves probably reached their high point in the early 1900s, with the setting-up of the Plebs’ League (1908), the ‘strike’ by students at Ruskin College (1909), and the founding of the Scottish Labour College. (1916). By the General Strike, more than 30,000 workers were studying regularly in classes run by the National Council for Labour Colleges, which took over from the Plebs League in 1921. But from 1926 onwards decline set in.

Both the Plebs’ League and the Scottish Labour College believed that activists should learn about the history of workers’ attempts to organise, about economics seen from the workers’ side, and about how to think out complex issues for yourself. They were against trusting the bosses to provide education in these areas, and they rejected attempts by the Oxford University Extension Delegacy and the Workers’ Educational Association to foster class collaboration.

Between the 1950s and 2010 the powers-that-be extended university education to wider and wider circles of people. Some of this was to do with producing scientists and technical personnel for industry but some of it, especially in the humanities and social sciences, was about trying to cream off and neutralise sections of the working class; in short, an expanded version of the strategy that goes back to 1909 and beyond.

When it came to power in 2010 the Coalition began to move decisively away from that strategy. It has abolished state funding for all university teaching other than in science, technology and maths, and raised by 300 per cent the level of fees brought in under Tony Blair. Meanwhile, the need of working-class people in general, and activists in particular, for valid education in such areas as history, economics and philosophy is greater than ever.

We can’t deal with this situation by copying what people did in the past. We need to base ourselves on the same principles as them, but also to take account of the changed situation. This includes the export of industrial production to lower wage economies overseas, and the destruction of jobs – and hence of union power bases – for example, in coalmining, steel, shipbuilding, engineering, car-making, the docks and printing – and all the demoralisation that goes with this. It also includes terrifying damage to the environment. We need urgently to redefine IWCE for the present day and the future, and rebuild it accordingly.

‘Working-class’ now must mean wage earners – and those who desperately need to become wage earners – in every field, including the service and public sectors, and many of those who are nominally self-employed, plus their dependents. ‘Education’ must mean workers helping one another to become aware of the whole truth and nothing but the truth about how things are and how they might be. And ‘independent’ must mean controlled by working people themselves. In the world today, effective working-class self-organisation demands IWCE.

What does it mean to be a ‘professional’ today? Is it to be compliant and regulated or is it still possible to be an autonomous professional, whatever your discipline is? The idea of a ‘new’ professionalism is increasingly discussed but the meaning of professionalism is now uncertain.

The conference will open with a Keynote Speech by Gary McCulloch, the Brian Simon Professor of History of Education at the Institute of Education, University of London, who will place professionalism in its historical context. Various issues in professionalism will then be examined in a series of workshops and the day will end with a panel debate around the question “What does ‘professionalism’ mean today?”

The aim of LICE is to provide an opportunity for academicians and professionals from various educational fields with cross-disciplinary interests to bridge the knowledge gap, promote research esteem and the evolution of pedagogy. The LICE-2011 invites research papers that encompass conceptual analysis, design implementation and performance evaluation. All accepted papers will appear in the proceedings and modified version of selected papers will be published in special issues peer reviewed journals.

EXPLORING THE EDUCATIONAL POTENTIAL OF OPEN EDUCATIONAL RESOURCES

CALL FOR PAPERS

Open Educational Resources (OER) are defined as the ‘… technology-enabled, open provision of educational resources for consultation, use and adaptation by a community of users for non-commercial purposes. They are typically made freely available over the Web or the Internet …’ (UNESCO, 2002).

The idea of providing free access to knowledge of virtually any subject area was taken on by high profile institutions such as the Massachusetts Institute of Technology (MIT) with the OpenCourse Ware (OCW) and the Open University UK with OpenLearn. All initiatives have received tremendous attention in higher education and have been inspiring other institutions to follow the OER movement, as evidenced by the growing membership of the OpenCourseWare Consortium.

Along with the increase of OER programmes there has also been an increase of research into the development, circulation and use of these resources. However, such research has so far focused on technical, legal, and political issues to the detriment of the core issue of education.

For example, the meaning of the term ‘educational’ in OER is open to question: ‘Does it mean that only materials produced with the intention of being used within formal educational settings should be included?’ (Hylen, 2006). In addition to that, conceptual work on the question of ‘openness’ in relation to pedagogy is also needed. Pioneering work has been undertaken in the OLCOS Roadmap 2012 (Geser, 2007) and in the UNESCO report quoted above, but it has been argued that we must also move to Open Educational Practices, i.e., that providing free access to content is only half the story. In a similar vein, Sclater (2011) claims that OER can demonstrate new form of course structure and pedagogy as they are able to free learners from traditional requirements (e.g., admission criteria).

With this special double issue of the journal E-Learning and Digital Media (www.wwwords.co.uk/ELEA) we seek to investigate these claims and bridge this gap in research.

We are inviting contributions that deal with the following aspects:

* Conceptual work that describes teaching and/or learning with OER
* Which educational constructs or theories are of importance in conceptualizing OER?
* Looking back in the history of education, which events have had similarities with OER and can thus be utilised to conceptualise OER today?
* Empirical work reporting on experiences with the sharing, re-using and repurposing of OER using a specific instructional or pedagogical approach such as case studies or best practices
