How Public is Public Education?

Call for Proposals
The Transformative Researchers and Educators for Democracy (TRED) will be holding its third Annual Conference, “How Public is Public Education?”, November 14 and 15, 2014, at the University of Massachusetts Dartmouth.

Founded in 2011, UMass Dartmouth’s Department of Educational Leadership and Policy Studies has grown to four cohorts of future transformative leaders. Ph.D. and Ed.D. candidates in the program have sought to provide a public space for educational researchers and practitioners to engage in critical and transformative dialogues. Through forums, presentation sessions, panel discussions, and informal gatherings, TRED continues its ambition to place the discussion of educational leadership and policy within the dynamics of ideological production that reflect existing power imbalances that perpetuate inequalities within society.

The theme of the 2014 conference, How Public is Public Education?, reflects the critical elements within and beyond the field of education that need to be discussed, heard, and analyzed as we search for solutions. Professors, students, educational leaders, and the public are all welcome to submit proposals and to attend the conference.

Guidelines

TRED will be accepting presentation proposals for papers, symposiums, and research-in-progress roundtables. Upon submission of your proposal, please identify it to one of the following strands:
A. K-12; charter schools, innovation schools
B. Higher Education; adjunct faculty, campus based women’s, gender and cultural centers
C. Public Policy; Race to the Top, high-stakes standardized testing
PAPERS
Paper sessions provide individuals an opportunity to present a condensed version of their study. The research may focus on, but is not limited to, a question from an empirical or theoretical perspective. After all papers within a session have been presented, those in attendance will have the opportunity to dialogue with panelists.
RESEARCH IN PROGRESS ROUNDTABLE
Roundtable sessions are to open critical and insightful dialogue from colleagues familiar with a subject matter to support a developing study. Roundtables will be organized and led by a facilitator.
SYMPOSIUM
Symposiums consist of an integrated set of presentations with a similar topic as the focal point. This format of presenting will be limited to at least three, but no more than five, presentations. The proposal should identify who will be lead discussant or organizer, and, upon review, a TRED committee member may be named as the chair. Proposal Requirements (For all submissions)

DEFEND PUBLIC EDUCATION: UCU CONFERENCE

The ‘Defend Public Education: from cradle to grave’ conference organised by UCU and supported by NUT, NASUWT and NUS is on Saturday 1st February.

This conference will bring together key speakers, practitioners and participants from across the education sector to discuss current policies, along with what members can do to defend the principle of education from cradle to grave in the age of austerity.

Our speakers include Bonnie Greer and Huw Lewis, Minister of Education and Skills in the Welsh Assembly government. The conference will also feature speakers from UCU, NUT, Compass, UnionLearn and the Action for ESOL Campaign. Further details of the agenda along with speakers and workshops is available here.

The conference is free and will be held at the Ambassadors Hotel, Upper Woburn Place, London, WC1H OHX between 10 and 4. Refreshments and a light lunch will be available, but we will be unable to reimburse travel and accommodation expenses for UCU members on this occasion.

We expect this conference to be extremely popular and would urge members to register early to avoid disappointment. The deadline for registration is the 24 January and you can book your place here.

CLASS STRUGGLE AND EDUCATION

Class Struggle and Education: Neoliberalism, (Neo)-conservatism, and the Capitalist Assault on Public Education

DAVE HILL in Critical Education (Vol. 4 No.3, 2013)

In this article I examine the nexus, the mutually reinforcing connection between neoliberal and neoconservative ideology and social and political forces, and variation between countries such as Britain, the USA and Turkey. This analysis is then applied in particular to neoliberal/ neoconservative education `reform’ in England, focusing on marketisation, high-stakes testing, privatization and pre-privatisation, and the increased surveillance of teachers as a result of new public managerialism in education, as reinforced and enforced by the school inspection system. These effects are then related to the lived work experiences of specific teachers, using their own word. I conclude the article by examining and calling for resistance, for teachers and critical education workers to educate, agitate and organize in various arenas, and to consider the importance of political programme- in particular to consider the utility of the transitional programme as advanced by Trotsky – Dave Hill

About the book: For twenty-two years politicians and businessmen pushed for the Adams Mine landfill as a solution to Ontario’s garbage disposal crisis. This plan to dump millions of tonnes of waste into the fractured pits of the Adams Mine prompted five separate civil resistance campaigns by a rural region of 35,000 in Northern Ontario. We will hold a one-day symposium to learn about and celebrate community action, education, and research, oriented to improving health and well-being in cities and communities, locally and beyond. The keynote speaker is Trevor Hancock, a scholar and advocate on healthier cities for over 20 years and we seek to have a mix of presentations on exciting research and practice, and open space time for discussion.

We seek your input to contribute to shaping the symposium. Through the symposium, you will have the opportunity to:
– identify and address ‘burning questions’ arising from your work and mutual interests in solutions-focused research and practice for healthier cities and communities
– interact with and learn from others engaged in work aimed at improving urban and community health
– shape the development, priorities and focus of the Healthier Cities and Communities thematic concentration in the Dalla Lana School of Public Health
– join or initiate new ‘constellations’ of focused interest on specific topics and/or burning questions (subgroups driven by the interest and enthusiasm of members)

Join us on August 8 as David Austin launches his new book “Fear of a Black Nation: Race, Sex and Security in Sixties Montreal”.

In the 1960s, for at least a brief moment, Montreal became what seemed an unlikely centre of Black Power and the Caribbean left. In October 1968 the Congress of Black Writers at McGill University brought together well-known Black thinkers and activists from Canada, the United States, Africa, and the Caribbean—people like C.L.R. James, Stokely Carmichael, Miriam Makeba, Rocky Jones, and Walter Rodney. Within months of the Congress, a Black-led protest at Sir George Williams University (now Concordia) exploded on the front pages of newspapers across the country—raising state security fears about Montreal as the new hotbed of international Black radical politics.

David Austin is the editor of You Don’t Play with Revolution: The Montreal Lectures of C.L.R. James. He is a community organizer and teaches in the Humanities, Philosophy, and Religion Department at John Abbott College, Montreal.

THE WAR ON PUBLIC SCHOOL TEACHERS: NEW UNIONS, NEW ALLIANCES, NEW POLITICS

The U.S. working-class was slow to respond to the hard times it faced during and after the Great Recession of 2007-2009. Finally, however, in February, 2011, workers in Wisconsin began the famous uprising that electrified the country, revolting in large numbers against Governor Scott Walker’s efforts to destroy the state’s public employee labour unions.

A few months later, the Occupy Wall Street movement, which supported many working-class efforts, spread from New York City to the rest of the nation and the world. Then, in September 2012, Chicago’s public school teachers struck, in defiance of Mayor Rahm Emanuel’s attempt to destroy the teachers’ union and put the city’s schools firmly on the path of neoliberal austerity and privatization.

These three rebellions shared the growing awareness that economic and political power in the United States are firmly in the hands of a tiny minority of fantastically wealthy individuals whose avarice knows no bounds. These titans of finance want to eviscerate working men and women, making them as insecure as possible and wholly dependent on the dog-eat-dog logic of the marketplace, while at the same time converting any and all aspects of life into opportunities for capital accumulation.

DEMOCRATIC AND ECONOMIC RIGHTS: TRAINING THE TRAINER WORKSHOP MANUAL

The Ontario Federation of Labour has produced a handy training manual for running workshops on democratic and economic rights through the prism of labour activism. The workshop aims to give interested labour activists the tools to teach people in their networks and communities about their rights and, what is more, participants will also learn how they can organize their own seminars. We can only nurture our communities and foster progressive change is we all take on the challenge of being both teachers and students. Knowledge sharing and popular education are invaluable. Thanks to this OFL workshop those of us without teaching experience can get in on the game!

IN NATIONAL DAY OF ACTION TO RAISE MINIMUM WAGE, NEW YORKERS STAGE STEALTH
SIT-IN

A group of about 20 well-dressed people huddled on a street corner at lunchtime in Midtown Manhattan, receiving last-minute instructions from a tattooed organizer in a Restaurant Opportunities Center United (ROC) shirt.

They were about to take part in a national day of action for a higher federal minimum wage, with rallies in 15 states and 22 cities. Targets include low-wage employers such as Wal-Mart, fast food restaurants, car washes, airports and other restaurants. The actions are focused on a push for the Fair Minimum Wage Act of 2013, introduced by Rep. George Miller (D-Calif.) and Sen. Tom Harkin (D-Iowa). This bill would raise the minimum wage to $10.10 and index it to inflation, and raise the subminimum wage for tipped workers as well.

But many of the worker organizations that joined today’s [July 24] action are interested in moving beyond just a minimum-wage increase—like Fast Food Forward, New York’s wing of the national fast-food worker organizing campaign, which has consistently called for a $15-an-hour wage and union recognition for the workers.

DAVID ROVICS UPDATE: INTO A PRISM

American singer-songwriter David Rovics has just released Into a Prism, a collection of 15 new songs. It’s named after the NSA global spying program revealed by whistleblower Edward Snowden. In addition to the title song (“Prism”)  Rovics skewers Barack Obama and other bought-off politicians, attacks (with characteristic wit) American chauvinism and cultural imperialism, and celebrates heroes like exiled African-American activist Assata Shakur and Vasili Arkhipov, the Soviet submarine commander who literally saved the world during the 1962 Cuban Missile Crisis. Rovics has an impressive ability to balance righteous indignation with compassion and ironic humour. He excels at incorporating historical events into his songs and making them relevant. CANADA: BILLIONS IN PROFIT, CUTS FOR LOCAL WORKERS, SCAB-BREWED BEER FOR NEWFOUNDLANDERS AND LABRADORIANS!

The war to set global labour standards in the brewing industry is being fought in the Canadian city of St. John’s, Newfoundland and Labrador.

On one side, the Canadian division of the world’s largest (and very profitable) brewing corporation, Anheuser-Busch InBev (AB InBev). On the other, one of the global giant’s smallest and most vulnerable local unions in what appears to be an attempt to establish a pattern of concessions and roll-backs that the corporation could then try to impose on all of its other unionized workers around the world.

The workers, who are members of the Newfoundland and Labrador Association of Public Employees (NAPE/NUPGE), have been on strike since April 10. Before they were in a legal position to exercise their right to strike, the company attempted to force the workers to train the scabs who are now doing their jobs.

Rutgers University, School of Management and Labor Relations, has one of the world’s leading faculties in the field of Labor Studies and Employment Relations (LSER). The LSER Department is soliciting applications for one or two tenure-track professor positions. One position will be at the assistant and the other, which depends on available funding, is at the assistant or associate professor level. While we are particularly interested in scholars with a specialization in the labor market and work experiences of ethnic and racial minorities, Latin American employment relations, employment relations in sports and entertainment, social movements or political economy/institutional labor economics, we are open to other areas of study in the broad fields of labor studies and employment relations. MAYWORKS FESTIVAL JOB OPENING: FUNDRAISER POSITION

Mayworks Festival of Working People and the Arts is a multi-disciplinary arts festival that celebrates working class culture. Founded in 1986 by the Labour Arts Media Committee of the Toronto and York Region Labour Council, Mayworks is Canada’s largest and oldest labour arts festival. The Festival was built on the premise that workers and artists share a common struggle for decent wages, healthy working conditions and a living culture. Mayworks’ goal is to promote the interests of cultural workers and trade unionists, and to bring working-class culture from the margins of cultural activity onto centre stage.

Mayworks Festival is seeking a Fundraiser for 9 months beginning October 1, 2013, who will have the following responsibilities:
– Work with the Festival Director, board and Fundraising Committee to implement a fundraising plan and strategy
– Responsible for the production of the yearly private donor (labour movement and individual/membership) fundraising campaigns
– Act as the liaison with private donors and do follow-up telephone calls to potential contributors
– Create, with assistance from the staff and board, private donor prospect lists
– Sell program advertising in the Mayworks program guide
– Keep clear records of all donations and responses and provide these to the Festival Director as requested
– Submit a final fundraising report to the board including accounts receivable and an updated version of the fundraising database
– Other related duties as assigned

Start Date: October 1, 2013, training ongoing

Rate of pay: $25.90 per hour

Term Position: 9 months for a total of 275 hours, temporary replacement and non-permanent, with contract ending June 30, 2014

CONVENTION FOR HIGHER EDUCATION

University of Brighton, Friday 24 & Saturday 25 May 2013

Organised by the Centre for Applied Philosophy, Politics and Ethics (CAPPE), University of Brighton, and co-sponsored by the Campaign for the Public University, the Council for the Defence of British Universities, and UCU at the University of Brighton, this two-day conference on Higher Education – What it is for, and how to defend it: towards a Charter for Higher Education in the UK investigates the current changes that British Higher Education (in England and Wales) is undergoing.

The Convention is designed to enable colleagues from the full range of university disciplines to address how to preserve a properly described ‘higher education’ from the effects of current proposals, and from the redefinition of universities and of higher learning. As a complement to the Council for the Defence of British Universities and the Campaign for the Public University, it will consider, and adopt a draft of, a Charter for Higher Education that the organisers hope will be debated and refined in most or all institutions of higher learning throughout the UK, and which could then form the core of values around which colleagues could cohere, whether as members of Councils and Academic Boards, Faculty or School Boards, as members of their Course Committees, or as union members.

The Convention has been occasioned by the 25th anniversary of the Humanities Programme at the University of Brighton. Born in adversity in 1988 – in the midst of an earlier assault on the Humanities – it has survived and thrived by resisting both governmental pressure and temporary fashions in education and pedagogy. It is an interdisciplinary, non-modular range of degree courses based on small-group teaching, and research-focused student development.

Education Under Siege by Neoliberalism and Neoconservatism

Neoliberal and neoconservative educational politics have significantly been damaging education all over the World. Public education is regarded as old fashioned, private schools and a variety of types of education have been presented as an ideal model, schools and the students are now in a more competitive relationship, public education has been losing its status as a social right as a result of relationships with the market, and the state is rapidly losing its social character in the face of these developments. It leads us to rethink education given problems such as the education becoming less democratic, less secular and losing its scientific character; becoming more conservative and capital oriented and becoming less concerned with- in fact- detrimental to- issues of equality and critique. In rethinking education, the critical education movement takes an important role in creating new horizons and strategies against the global attack of capital.

The International Conference on Critical Education, which was held in Athens for first meetings, provides a base for the academics, teachers and intellectuals who are interested in the subject to come together in order to overcome obstacles for public education. Therefore, in the age where education is under siege by neoliberalism and neoconservatism, we invite you to the IIIrd International Conference on Critical Education to reflect on the theory and practice of critical education and to contribute to the field.

The core issue of our time is the clash of the real promise for perpetual war and booming inequality met by the potential of connecting reason to power with organized mass class conscious resistance in schools, on the job, in communities, and in the military … and what you do counts!

The Rouge Forum brings together academic presentations and panel discussions, performances, community building, and cultural events. This conference will center on such questions as:

* Overall, what do we need to know and what do we need to do to win against corporate education reform in our classrooms?

* In what ways are our classrooms, schools, universities, unions, etc. occupied by capitalism, the military, racism, inequality?

* And what do these occupations demand from us pedagogically? What are the obstacles that must be overcome to achieve democratic education?

UNIVERSITIES AS KNOWLEDGE INSTITUTIONS IN THE NETWORKED AGE

Universities as Knowledge Institutions in the Networked Age

Guest Editors: PHILIPPE AIGRAIN, JUAN CARLOS DE MARTIN & URS GASSER

The journal Policy Futures in Education (PFIE) – available online at www.wwwords.co.uk/PFIE – will publish a special issue on the impact of information technology and the Internet on universities: to keep and develop their role as knowledge institutions, how should universities reshape in this new environment? Sub-topics, such as open access to scientific literature and distance learning, have an established track of studies and proposals. However, it has not been common so far to aim at an integrated analysis of how universities will and should change to accommodate the changes brought by cyberspace in their specific role of knowledge user, processor, producer and disseminator.

One topic to be addressed is how the process of learning within universities will change because of the Internet and digital devices. For centuries, college student were educated by listening to their professor read aloud selected books taken from the university library (‘lesson’ comes, in fact, from ‘lectio’, Latin for ‘reading session’). Gutenberg changed that by making books cheaper and therefore more amenable to individual ownership and private reading, but the typical university lesson ended up not changing much anyway. Thanks to technology, we are now experiencing, at least potentially, a Renaissance of learning methods: from e-books to podcasts, from virtual worlds classrooms to streaming, from computer-assisted learning to videogames, the avenues of learning have increased dramatically. Are we heading towards purely technology-mediated learning strategies? Is the old Socratic professor-student direct approach completely obsolete? Doesn’t the wider spectrum of approaches offer the opportunity to educate those students who have always been uncomfortable with the traditional approach? What about the impact on lifelong learning?

A second topic is how research will be affected by the Internet. A major potential impact will be on the way research results will be communicated in the future. The scientific paper as a rhetorical device is increasingly under pressure in favour of more flexible, digitally-enabled forms of communication, mostly based on semantic web technologies. How would the decline of the scientific paper affect science? What about the role of search engines in the future of research? Will the Internet enable new forms of evaluation of scientific results? How would that change the centuries-old mechanism of recognition and promotion within the scientific community? Moreover, the transition towards digital knowledge seem to affect trends towards commercialization of knowledge at universities and knowledge institutions, and the impact those trends have on knowledge generation. Additionally, the Internet seem to be increasing the tension between the growing specialization of research activities and the aspiration towards increased interdisciplinarity.

The third topic regards how should universities use cyberspace to best implement their mission with respect to society. In recent years society has been asking universities to do more than simply – albeit crucially – educate students and produce new academic knowledge. The list of new demands include life-long education, open access to scientific papers and educational resources, and encouragement and support for spin-offs and start-ups. But is that it? Of course not. Public education, at all levels, was born with a clear mandate to educate citizens and to increase social mobility, not simply provide students with marketable skills and bookshelves with new scientific journals. Moreover, in our age the increasingly complex problems that we are facing as society, from global warming to water supplies, from the environment to energy issues, from the challenges (and opportunities) presented by bio-genetics and nanotechnology, don’t call for a renewal of the concept of University as Public Institution? In other words, don’t universities – as institutions as well as through their individual researchers – have a duty to engage more frequently in the public sphere, placing their super skills and knowledge at the service of citizens – and their representatives – to allow them to properly deliberate? If so, how? What would be appropriate and what would, instead, constitute a deontological breach of professorial decorum and integrity? If it is indeed important, shouldn’t universities allow/favour internal organizational changes to better implement such social role? How is that social role linked to freedom of research? Is the growing need of universities in many countries to court potential private investors (or governments) affecting it? If so, what could the consequences be for our societies? Doesn’t the Internet offer extraordinary tools to empower the public sphere presence of universities, professors and students, and to help to reduce social and cultural divides?

The special issue builds upon the COMMUNIA 2010 Conference on University and Cyberspace – Reshaping Knowledge Institutions for the Networked Age, held at Turin, 28-30 June 2010.

The campaign to save our philosophy programmes has just won a partial but significant victory: Kingston University
http://www.kingston.ac.uk/ in south-west London announced today that it will re-establish our Centre for Research in Modern European Philosophy http://www.web.mdx.ac.uk/CRMEP/ (CRMEP) at Kingston, by employing the four senior staff in Philosophy at Middlesex (Eric Alliez, Peter Hallward, Peter Osborne and Stella Sandford). Our MA and PhD programmes (full-time and part-time) will be re-launched at Kingston this September, and all current post-graduate students will be invited to move along with the staff. Institutions in France and Germany have also made significant new proposals for collaboration with the CRMEP, which may allow it to expand the European dimensions of its work considerably in the near future.

This remarkable turn of events would never been possible without the extraordinary local and international campaign that began six weeks ago, to save our philosophy programmes.

Like Middlesex, Kingston is a post-1992 university, with a commitment to widening participation in education. Unlike Middlesex, Kingston is expanding rather than cutting back its provision in humanities subjects, and it is investing in research in these areas. In addition to taking on CRMEP staff, Kingston will be making a number of other high-level appointments over the coming months, and is launching its own London Graduate School in conjunction with colleagues from several other Universities internationally.  We believe that Kingston will provide an enthusiastic and supportive base for the activities of the CRMEP.

Although we have not won all the demands made by our campaign, the move to Kingston is a major achievement. We have found a way to keep all of our postgraduate programmes open, and to keep most of the CRMEP staff together in a single unit. We have preserved a place in London for the unique academic community that has built up around the Centre and its distinctive research interests, and this will continue to be a place where the criteria for entry and participation remain as open as possible. The campaign has directly refuted the line that Middlesex managers have repeated for many years now – a variation of the line that ‘there is no alternative’ but to follow the neoliberal way of the world, and to close down small academic departments in favour of large vocational ones. The campaign hasn’t merely proved that ‘another way is possible’: it has helped to indicate what needs to be done to make such a way a reality, and shown that there are universities in the UK and in Europe that are willing to embrace it.

We hope that the campaign will continue, evolving to become one of several contributions from a range of institutions across London and the region to a broader and deeper struggle in support of philosophy, the humanities and public education more generally. Some of the protestors who made the biggest impact in our campaign came from supportive universities such as Sussex, KCL, SOAS, Westminster and Goldsmiths. This emerging network of education activists isn’t going to disperse, and is likely to play an important role in the struggles that will soon affect the entire sector. Although the closure of Philosophy at Middlesex is yet another indication of the ongoing commercialisation of education in the UK, our campaign, along with other recent mobilisations at universities up and down the country, has helped change the balance of power across higher education. The campaign to save philosophy at Middlesex has already made a powerful intervention in the fight for public education in general and for endangered humanities programmes in particular. The future looks challenging but there is now much to build on, at Middlesex, at Kingston and across the UK.

ROUGE FORUM CONFERENCE 2010: CALL FOR PROPOSALS

Education in the Public Interest: Teaching and Learning for a Democratic Society 

RF 2010 will be hosted at George Williams College on the scenic banks of Geneva Lake.  Located officially in Williams Bay, Wisconsin, the college is nestled between the major metropolitan areas of Milwaukee, Wisconsin and Chicago, Illinois.  The conference will be held August 2-5. 

Bringing together academic presentations and performances (from some of the most prominent voices for democratic, critical, and/or revolutionary pedagogy), panel discussions, community-building, and cultural events, this action-oriented conference will center on questions such as:

* Transforming the notion of “saving public education” to one of creating education in the public interest, what does teaching and learning for a democratic society look like?

* What does education for liberation look like compared to the more socially reproductive/dominating education we see in many of our nation’s schools?

* Are the current crises in the economy as well as educationally in such states as California or cities like Detroit indicative of a turning point in history? Has the rightward shift ebbed or will the economic crisis push the ruling class towards fascism? 

* What is a public good?  Is education a public good? Why is it treated as a private good?

* Is climate change a matter to be debated by governments and industry leaders?  Has the public participated in the debate on climate change?  What roles do educators have in making students aware of the implications of that debate?

* Are multi-trillion dollar deficits public ‘bads’?

* What debts will future generations, including the students we may teach, carry because our financial, governmental, and military endeavors have not been concerned with public goods?

* What are the educational implications of the recent Supreme Court decision to endow corporations with the right of free speech?

Submissions

Proposals for papers, panels, or performances should include title(s), no more than a 500 word description, and names and contact information for presenter(s). Presenters should plan on 45 minute time slots to deliver papers. Panels and performances will be awarded 90 minutes.

Review of Paper and Panel Proposals treating any of the above questions will begin April 15, 2010. Please send your proposals to Faith Wilson (fwilson@aurora.edu). As we expect a number of proposals for a limited number of slots please forward your proposal as soon as possible.

Performance Proposals should also be forwarded to Faith Wilson (fwilson@aurora.edu) by April 15, 2010. Please describe your art/performance and how it may relate to the conference topic/questions.
