The Rebels with a Cause Film Festival is brought to the York U community by artists and activists who seek the delicate balance between both creative and political work. We believe that film should not pacify or be escapist, but politicize and give us the courage to transform ourselves and our communities. Located within a university context, Rebels engages in dialogue outside the classroom through conversations after screenings. WOMEN’S HISTORY MONTH – OCTOBER 2013

In 1992, October was proclaimed Women’s History Month to acknowledge and celebrate the achievements of women throughout Canadian history. October was chosen to coincide with anniversary of the Persons Case, which on October 18, 1929 – through the courage and determination of the Famous Five, the five Canadian women who launched the case – established once and for all that women were “persons” when the Privy Council overturned a Supreme Court of Canada decision and ruled that women were indeed persons, and could become Senators. The ruling not only opened the political doors for Canadian women. It also clearly asserted that women’s equality rights in Canada were fundamental.

What the law allows is one thing, but what opportunity allows is another. For millions of Canadian women, their opportunity to fully use their talents and vision continues to be limited by access to affordable and accessible quality child care. In Canada, women’s share of unpaid work, including childcare, remains double to that of men; so the lack of quality, affordable child care falls particularly hard on women and their access to work outside the home.

Women’s History in Canada deserves to be celebrated and acknowledged. It is a time to look back, but also to commit to a future  where a lack of quality, affordable child care is a historical footnote  — and where no woman is limited by an uncaring government. VIDEO – “MADE IN THE USA” DOCUMENTARY CRITIQUES HUDAK’S PLANS FOR A LOW-WAGE ONTARIO

In June 2012, Ontario PC leader Tim Hudak published a “white paper” outlining the changes his party would like to make to the province’s labour laws. Hudak and the Tories say employees in unionized workplaces should be allowed to receive the benefits of union representation without paying the dues that make those benefits possible. While this proposal would violate current Ontario law and an historic legal ruling by Supreme Court Justice Ivan Rand, such “free rider” laws are used to suppress union activity in 24 U.S. states, where they are commonly referred to as “right to work” laws.

In June 2013, veteran journalist Bill Gillespie climbed in a van with a camera crew and headed south to get the real story about “right to work.” His documentary film, Made in the USA: Tim Hudak’s plan to cut your wages, is the result.

“There is a lot of great research out there about the dangers of ‘right to work’ laws,” says Gillespie. “Our goal in making this film was to present that research in a way that was accessible to a wide audience. By presenting the facts through the stories of people who have personal experience with right-to-work laws, I think we’ve succeeded in doing that.”

Made in the USA was financed by the Ontario Public Service Employees Union.

As a central theme in social science research in the field of work and organisation, the study of gender has achieved contemporary significance beyond the confines of early discussions of women at work. Launched in 1994, Gender, Work and Organization was the first journal to provide an arena dedicated to debate and analysis of gender relations, the organisation of gender and the gendering of organisations. The Gender, Work and Organization conference provides an international forum for debate and analysis of a variety of issues in relation to gender studies. The 2012 conference at Keele University attracted approximately 380 international scholars from over 30 nations. The Conference will be held at Keele University, Staffordshire, in Central England, the UK’s largest integrated campus
university.

SOCIAL PLANNING TORONTO (SPT) DEPUTATION TO ONTARIO MINIMUM WAGE PANEL

On Sept. 6, 2013, Social Planning Toronto presented its deputation to the Ontario Minimum Wage Advisory Panel. Part of SPT’s mission is to be actively involved in highlighting the impact of poverty and income inequality on Toronto residents. With nearly half of Canadian workers living paycheque to paycheque, SPT strongly believes the Ontario government has a key role and responsibility to ensure that its labour force is not working for poverty level wages.

PROSPECTS FOR A CONTINENTAL WORKERS’ MOVEMENT: A FRIENDLY DEBATE

The two articles that follow are part of a debate on the prospects and problems of building international working-class solidarity and struggle. They focus on these issues for the case of North America, a continent bound together through NAFTA, continental economic integration, overlapping labour markets, and U.S.-Canadian unions. Dan La Botz’ article presents a very positive but critical commentary on Richard Roman and Edur Velasco Arregui’s book, Continental Crucible: Big Business, Workers, and Unions in the Transformation of North America. La Botz questions what he sees as an overly optimistic analysis of prospects for the working class movement in North America. The reply by Roman and Velasco Arregui argues for a cautious optimism, an optimism based both on characteristics of the present moment of globalized capitalism and the historical ties between the working classes of North America. This debate seeks to contribute to both the rebuilding of the Left and the building of a class-wide, continent-wide and eventually international, fight against capitalism, two tasks that are inseparably intertwined.

We also welcome unions and art organizations to propose panel presentations, forums, and screenings, and to sponsor or co-sponsor events.

Mayworks Festival is a multi-disciplinary arts festival that celebrates cultural production working class culture. We seek to showcase high calibre art by artists at all stages in their careers that are politically and socially engaged with labour realities.  Mayworks Festival is especially committed to providing a platform to support the underrepresented labor of indigenous peoples, people with disabilities, migrants, women, queer-identified people, people of color, and youth.

Submissions will not be accepted after the deadline date: Nov. 1, 2013.
Proposals selected will be notified by email by December 2013. The festival dates (TBD) will be in early May 2014.

BEYOND THE ECONOMIC CRISIS: THE CRISIS IN TRADE UNIONISM

Discussions on the left about the economy might be summarized as warning that things are going to get a lot worse before they get…worse. This is not just a matter of the sustained attacks on the labour movement but as much a reflection of the crisis within labour. For some three decades now, labour has been stumbling on, unable to organizationally or ideologically rebut the attacks summarized as ‘neoliberalism.’ Though the Great Financial Crisis held out the promise of finally exposing the right and its supporters and potentially opening the door to a union offensive and possible revival, the attacks on labour actually intensified and labour continues to have no coherent counter-response. As a prelude to directly addressing that impasse in labour, it is useful to begin with something that Greg Albo recently posed: What is the larger historical significance of this particular crisis?

If you said yes please join us, the CLiFF Board of Directors. The Canadian Labour International Film Festival (CLiFF) is a publicly attended free film festival, which is national in scope. The first iteration of CLiFF was held in 2009 across Canada in nine provinces and all three territories. The Board of Directors is made up of volunteers from across Canada.

We are currently recruiting for people with any of the following experience:
– individuals from Atlantic Canada, Northern Canada, Quebec, Western provinces
– individuals with event planning experience
– individuals with fundraising experience.

Directors commit 3-5 hours per week and get to work with like-minded individuals who are passionate and committed to the success of CLiFF. TWO POSITIONS AVAILABLE AT CITY UNIVERSITY OF NEW YORK (CUNY) MURPHY INSTITUTE

1) Academic Program Manager for Labor Studies. The person in this position will oversee all labor programs at the Murphy Institute. These include a) graduate and undergraduate degree programs in Labor Studies, b) undergraduate and graduate certificates in Labor Relations (including the Institute’s joint Cornell/CUNY certificate), and c) New York Union Semester – a paid internship program for college credit. The Program Manager will supervise a Labor Studies team and will work closely with faculty, unionists, and university staff to the build labor programs. S/he will also be involved in other aspects of the Institute’s work, i.e., public programming, our journal (New Labor Forum), and non-credit training. UNIFOR’S FOUNDING CONVENTION: THE PREDICTABLE AND THE UNEXPECTED

Over the Labour Day weekend two of Canada’s largest industrial unions, the Canadian Auto Workers (CAW) and the Communications, Energy and Paperworkers (CEP), merged to become the country’s largest private sector union, Unifor.

At this founding convention, facilitated by retiring CAW President Ken Lewenza, the new union leadership moved forward by engaging in exactly the same kind of rhetoric it engaged in the day before when the CAW held its final convention: the usual “we fought for this, we fought for that.” So if
we ask the question “what kind of union is Unifor likely to be?” I’m going to say it will be just a larger, more tightly controlled Old Boys’ club.

UNION WORKERS RATIFY NEW AGREEMENT AT TORONTO PLAZA HOTEL ENDING 13-WEEK STRIKE

Members of United Steelworkers (USW) Local 9466 have ratified a new two-year agreement at the Toronto Plaza Hotel thus ending a bitter 13-week strike.

The new agreement was approved by a margin of 80% and removes all the draconian concessions demanded by hotel management and even provides a wage increase. Also removed from the final settlement was management’s insistence on new language that would have gutted basic protections and rights of union workers.

“Our members stood strong and their spirits were uplifted by the support they received from the labour movement, Toronto area steelworkers and the public throughout the GTA and across Canada,” said Mohamed Baksh USW Staff Representative.

CLIMATE CHANGE AND SOCIAL CHANGE: LESSONS FROM THE OIL TRAIN DISASTER AT LAC MÉGANTIC, QUEBEC

As the toxic oil from the July 6 oil train disaster in Lac Mégantic, Quebec seeps deeper into the town center’s soil and disperses into waterways, and as town residents slowly reestablish their shattered lives, the corporate interests that caused the disaster and have been keeping a low profile are beginning to assert themselves anew.

Irving Oil, the company that brought the ill-fated oil train through the town in the crazed oil-by-train scheme it launched in 2012, says it’s concerned to get the Montreal, Maine and Atlantic Railway (MM&A) fully operational again. The line is severed at the explosion site in center of the town. The railway was threatened with closure by federal transportation authorities several weeks ago for lack of insurance and then okayed to continue provisionally. There still looms its eventual and inevitable insolvency.

WITH NOTHING TO LOSE AND A LIVING WAGE TO WIN, FAST-FOOD WALKOUTS SPREAD

Fast-food workers walked off the job in about 50 U.S. cities, the latest show of force from a unionization campaign that began with a one-day strike involving 200 people in New York City last November. Since then, the union drive has taken root in several East Coast and Midwestern cities including Boston, Washington, D.C., Chicago, Detroit, Flint, Mich., and Milwaukee. The actions on Thursday marked new territory for the campaign with picket-lines going up in West Coast and Southern cities — Los Angeles, Seattle, Tampa, Fla., Raleigh, N.C., and Houston among them.

Join us on August 8 as David Austin launches his new book “Fear of a Black Nation: Race, Sex and Security in Sixties Montreal”.

In the 1960s, for at least a brief moment, Montreal became what seemed an unlikely centre of Black Power and the Caribbean left. In October 1968 the Congress of Black Writers at McGill University brought together well-known Black thinkers and activists from Canada, the United States, Africa, and the Caribbean—people like C.L.R. James, Stokely Carmichael, Miriam Makeba, Rocky Jones, and Walter Rodney. Within months of the Congress, a Black-led protest at Sir George Williams University (now Concordia) exploded on the front pages of newspapers across the country—raising state security fears about Montreal as the new hotbed of international Black radical politics.

David Austin is the editor of You Don’t Play with Revolution: The Montreal Lectures of C.L.R. James. He is a community organizer and teaches in the Humanities, Philosophy, and Religion Department at John Abbott College, Montreal.

THE WAR ON PUBLIC SCHOOL TEACHERS: NEW UNIONS, NEW ALLIANCES, NEW POLITICS

The U.S. working-class was slow to respond to the hard times it faced during and after the Great Recession of 2007-2009. Finally, however, in February, 2011, workers in Wisconsin began the famous uprising that electrified the country, revolting in large numbers against Governor Scott Walker’s efforts to destroy the state’s public employee labour unions.

A few months later, the Occupy Wall Street movement, which supported many working-class efforts, spread from New York City to the rest of the nation and the world. Then, in September 2012, Chicago’s public school teachers struck, in defiance of Mayor Rahm Emanuel’s attempt to destroy the teachers’ union and put the city’s schools firmly on the path of neoliberal austerity and privatization.

These three rebellions shared the growing awareness that economic and political power in the United States are firmly in the hands of a tiny minority of fantastically wealthy individuals whose avarice knows no bounds. These titans of finance want to eviscerate working men and women, making them as insecure as possible and wholly dependent on the dog-eat-dog logic of the marketplace, while at the same time converting any and all aspects of life into opportunities for capital accumulation.

IN NATIONAL DAY OF ACTION TO RAISE MINIMUM WAGE, NEW YORKERS STAGE STEALTH
SIT-IN

A group of about 20 well-dressed people huddled on a street corner at lunchtime in Midtown Manhattan, receiving last-minute instructions from a tattooed organizer in a Restaurant Opportunities Center United (ROC) shirt.

They were about to take part in a national day of action for a higher federal minimum wage, with rallies in 15 states and 22 cities. Targets include low-wage employers such as Wal-Mart, fast food restaurants, car washes, airports and other restaurants. The actions are focused on a push for the Fair Minimum Wage Act of 2013, introduced by Rep. George Miller (D-Calif.) and Sen. Tom Harkin (D-Iowa). This bill would raise the minimum wage to $10.10 and index it to inflation, and raise the subminimum wage for tipped workers as well.

But many of the worker organizations that joined today’s [July 24] action are interested in moving beyond just a minimum-wage increase—like Fast Food Forward, New York’s wing of the national fast-food worker organizing campaign, which has consistently called for a $15-an-hour wage and union recognition for the workers.

DAVID ROVICS UPDATE: INTO A PRISM

American singer-songwriter David Rovics has just released Into a Prism, a collection of 15 new songs. It’s named after the NSA global spying program revealed by whistleblower Edward Snowden. In addition to the title song (“Prism”)  Rovics skewers Barack Obama and other bought-off politicians, attacks (with characteristic wit) American chauvinism and cultural imperialism, and celebrates heroes like exiled African-American activist Assata Shakur and Vasili Arkhipov, the Soviet submarine commander who literally saved the world during the 1962 Cuban Missile Crisis. Rovics has an impressive ability to balance righteous indignation with compassion and ironic humour. He excels at incorporating historical events into his songs and making them relevant. The war to set global labour standards in the brewing industry is being fought in the Canadian city of St. John’s, Newfoundland and Labrador.

On one side, the Canadian division of the world’s largest (and very profitable) brewing corporation, Anheuser-Busch InBev (AB InBev). On the other, one of the global giant’s smallest and most vulnerable local unions in what appears to be an attempt to establish a pattern of concessions and roll-backs that the corporation could then try to impose on all of its other unionized workers around the world.

The workers, who are members of the Newfoundland and Labrador Association of Public Employees (NAPE/NUPGE), have been on strike since April 10. Before they were in a legal position to exercise their right to strike, the company attempted to force the workers to train the scabs who are now doing their jobs.

MAYWORKS FESTIVAL JOB OPENING: FUNDRAISER POSITION

Mayworks Festival of Working People and the Arts is a multi-disciplinary arts festival that celebrates working class culture. Founded in 1986 by the Labour Arts Media Committee of the Toronto and York Region Labour Council, Mayworks is Canada’s largest and oldest labour arts festival. The Festival was built on the premise that workers and artists share a common struggle for decent wages, healthy working conditions and a living culture. Mayworks’ goal is to promote the interests of cultural workers and trade unionists, and to bring working-class culture from the margins of cultural activity onto centre stage.

Mayworks Festival is seeking a Fundraiser for 9 months beginning October 1, 2013, who will have the following responsibilities:
– Work with the Festival Director, board and Fundraising Committee to implement a fundraising plan and strategy
– Responsible for the production of the yearly private donor (labour movement and individual/membership) fundraising campaigns
– Act as the liaison with private donors and do follow-up telephone calls to potential contributors
– Create, with assistance from the staff and board, private donor prospect lists
– Sell program advertising in the Mayworks program guide
– Keep clear records of all donations and responses and provide these to the Festival Director as requested
– Submit a final fundraising report to the board including accounts receivable and an updated version of the fundraising database
– Other related duties as assigned

Start Date: October 1, 2013, training ongoing

Rate of pay: $25.90 per hour

Term Position: 9 months for a total of 275 hours, temporary replacement and non-permanent, with contract ending June 30, 2014

Symposium Proposals: A symposium presents diverse or conflicting perspectives on a compelling topic or issue that is or should be of concern to adult education practitioners. A symposium should NOT be merely a presentation of a related set of papers. Symposia will be published in the conference proceedings. The time allotted for each session is 90 minutes.
Audience participation is encouraged.

In Ontario, youth unemployment is at 16.2% as of March 2013. As the province with the highest tuition fees in the country, ballooning student debt coupled by a labour market characterised by the general decline of secure and meaningful full-time jobs, the youth have little choice but to accept ‘flexible/contractual’ jobs, often in the low-wage sector, despite high levels of educational attainment.

As part of the Congress of Progressive Filipino Canadians (CPFC), the Filipino Canadian Youth Alliance/Ugnayan Ng Kabataang Pilipino sa Canada–Ontario (FCYA/UKPC-ON) cannot accept a future or fate that can only be left up to the fluctuations of the market economy. For FCYA/UKPC-ON, it is imperative that we expose and oppose the current neoliberal agenda and all its manifestations here in Canada to counter the attacks being imposed on us, and make the youth count in Canada’s future.

WALMART TRIES—AND FAILS BADLY—TO PUSH BACK AGAINST WORKERS’ AWFUL STORIES

Walmart is not happy. After Gawker’s Hamilton Nolan posted stories emailed in by Walmart workers, the company put up a post on an internal website asking current employees to send Nolan cheery stories of how amazing and wonderful it is to work at Walmart. While some people complied, others responded directly to the boss’s request, on the Walmart employee website, with comments like:

“Sadly, the Gawker stories match my Walmart experience.”

The initial stories, by the way, included reports of rats and health violations, sexual harassment, and, of course, low pay and unpredictable part-time scheduling (http://gawker.com/and-now-a-few-more-stories-from-wal-mart-employees-721527870).
And that’s what Walmart workers are saying directly to the company, on an internal website, matches their experiences.

All of this is happening against the backdrop of Walmart’s threats to pull out of Washington, D.C., if the city follows through on instituting a $12.50 wage for workers at stores with more than $1 billion annual corporate sales and more than 75,000 square feet. The city council passed the Large Retailer Accountability Act with just short of a veto-proof majority, and Mayor Vincent Gray has hinted he might veto the ordinance. BARISTAS RISE UP IN HALIFAX

The low wage service sector is one of the most difficult sectors for workers to form unions.  The small workplaces’ lack of union tradition, high staff turnover and aggressive anti-union managers and owners in the sector have meant that most unions have stayed away from organizing places such as coffee shops.

In Halifax, Nova Scotia coffee shop workers at several workplaces have started to come together to try to transform the low wage, precarious work of baristas into something better by forming unions with the Service Employees International Union Local 2. Organizing in this sector is necessary if the union movement is to remain vibrant and relevant.

Canadian nurses face mounting workplace health and safety problems. Reports detailing precarious employment, work-related illness, injury, disability and violence are multiplying.

In this webinar, Jacqueline Choiniere and Judith MacDonnell explore findings from two stages of their qualitative research for the SSHRC-funded project, Nurses at risk: Exploring gender and race in workplace illness, injury and violence, (Pat Armstrong, PI, with Co-Investigators Hugh Armstrong, Jacqueline Choiniere, Tamara Daly, Walter Giesbrecht and Judith MacDonnell).

Informed by a feminist political economy lens, researchers were concerned that despite this growing evidence, there was a paucity of analysis linking these problems to broader social and political structures, including gender, race, ethnicity, and the changes in how nurses’ work is organized.

They discuss interviews with key informants who illustrate the everyday and complex nature of the violence that diversely-situated nurses face, and focus specifically on nurses working in the mental health sector.

By attending to the ways that intersections of gendered, racialized and neoliberal dynamics reproduce social inequality, these findings point to the importance of addressing not only individual nurses’ experiences of violence in order to create effective support, but also the structural violence that underpins the conditions and environments in which nurses work.

The Alternative Federal Budget (AFB) is one of the CCPA’s longest running projects, now entering its 20th year. It consists of 27 chapters written by over 90 contributors. Each chapter examines a different federal issue and progressive policy prescription for each. All policy recommendations are fully costed and paid for within a larger macro-economic framework. The implications of AFB measures on the federal debt, deficit and employment are also determined.

About the Growing Gap Project

The Growing Gap team tracks the changing nature of Canada’s economy, work and income trends, and policies that help or worsen the problem of income inequality. The Labor Education Service (LES) at the University of Minnesota is seeking a full-time labor educator to join our teaching staff.

Job responsibilities include leading labor education courses for working adults, designing customized curriculum, and coordinating and implementing educational programs, often in collaboration with other staff.  The position requires teaching expertise using diverse methodologies, substantial experience with labor unions and organizing, and effectiveness at relating with a wide variety of worker organizations.

Call for Papers: ‘Precariat’

Global Discourse: An Interdisciplinary Journal of Current Affairs and Applied Contemporary Thought
Volume 3: Issue 3: January/February 2014

In his recent work, Guy Standing has identified a new class which has emerged from neo-liberal restructuring with, he argues, the revolutionary potential to change the world: the precariat. This is ‘a class-in-the-making, internally divided into angry and bitter factions’ consisting of ‘a multitude of insecure people, living bits-and-pieces lives, in and out of short-term jobs, without a narrative of occupational development, including millions of frustrated educated youth who do not like what they see before them, millions of women abused in oppressive labour, growing numbers of criminalised tagged for life, millions being categorised as “disabled” and migrants in their hundreds of millions around the world. They are denizens; they have a more restricted range of social, cultural, political and economic rights than citizens around them’.

In this issue, we wish to explore the nature, shape and context of precariat, evaluating the internal consistency and applications of the concept. Among others, we welcome submissions examining the following topics in relation to precariat:

–          changes in the sociology of social classes

–          the relationship between precariat and multitude

–          means by which precariat might become a ‘class for itself’

–          cultural diversity and conflict (including through engagement with Samuel Huntington and Dieter Senghaas)

–          place, migration and globalization

–          forms of resistance

–          intergenerational transmission of poverty and the making of the precariat

–          Universal Basic Income

–          democracy, participation and representation

 

Building upon previous symposia with the likes of Noam Chomsky, Andrew Linklater and Cynthia Weber, the issue will contain review symposium with Guy Standing, who will respond to reviews of his recent The Precariat: The New Dangerous Class, and Mark Purcell, who will respond to reviews of his The Down-Deep Delight of Democracy.

Global Discourse is an interdisciplinary, problem-oriented journal of applied contemporary thought operating at the intersection of politics, international relations, sociology and social policy. The journal’s scope is broad, encouraging interrogation of current affairs with regard to core questions of distributive justice, wellbeing, cultural diversity, autonomy, sovereignty, security and recognition. Rejecting the notion that publication is the final stage in the research process, Global Discourse seeks to foster discussion and debate between often artificially isolated disciplines and paradigms, with responses to articles encouraged and conversations continued across issues. The journal features a mix of full-length articles, each accompanied by one or more replies, shorter essays, rapid replies, discussion pieces and book review symposia, typically consisting of three reviews and a reply by the author/s. Upping The Anti: A Journal of Theory and Action is a radical journal published twice a year by a pan-Canadian collective of activists and organizers. We are dedicated to publishing radical theory and analysis about struggles against capitalism, imperialism, and all forms of oppression.

Upping The Anti believes that praxis – the dialectical combination of theory and practice – is integral to the building of strong revolutionary movements. We work with activists and thinkers in these movements to distil the lessons learned from struggle. We prioritize reflection which leads to political clarification, summation, and synthesis.

We are currently looking for story ideas for ISSUE FIFTEEN, which will be released in June 2013. If you have an idea for a story you would like to see published in our journal, please send us a one-page pitch by Thursday, February 28, 2013. In addition to the pitch, please submit a short writing sample (max 1,000 words).

In your pitch, please provide a brief description of the topic of your proposed investigation, your main questions, an account of how you will address these questions, as well as a brief biographical note.

ONTARIO WORKERS NEED URGENT PROTECTION FROM THE MINISTRY OF LABOUR

New Minister of Labour, Yasir Naqvi, has an opportunity to make a difference in the lives of thousands of Ontario workers by taking immediate action to address wage theft.

In December 2012, people from across Ontario responded to our call for action for better conditions for workers.  Over 12 days, more than 500 messages were sent to the Minister of Labour calling for stronger protections for workers in Ontario.

We’ve already outlined 5 priorities for action:

1. Increase the minimum wage
2. Target employers that violate employment standards
3. Ensure adequate resources for proactive enforcement of employment standards
4. Update the ESA to create good jobs
5. Equal protections for temporary foreign workers

At that time, the New York Times praised Tsar to Lenin as “an important work – a complete, impartial and intelligent film history of the Russian revolution.” The critic of the New York Post described the film as the “most important moving picture I ever saw in my life…the most vital and absorbing film, to my mind, in the history of the movies.” With the onset of the Cold War this film was denied the audience it should have received.  But as the 100th anniversary of the Russian Revolution approaches, it is being rediscovered.

ATTACK ON FREE COLLECTIVE BARGAINING POLITICAL, NOT FISCAL

In December, it was predicted that outgoing finance minister Dwight Duncan would   reduce his deficit forecast just before his departure (for Bay Street).  Duncan had somehow estimated in his fall economic statement that the 2012-3 deficit would be $14.4 billion, i.e. higher than the 2011-12 deficit — and even higher than the 2010-11 deficit!

Sure enough, Duncan lopped another $2.5 billion off the deficit in January.

Our Times’ ever-popular annual women’s issue is heading to press soon, cutting through the noise and spin of the powers that be with the sharp, wise and sincere voices of women standing strong and making change.

We’ll be launching our three-part series, Leadership, Feminism and Equality in Canadian Unions, in which we’ll share the collective wisdom of 50 women from across Canada.

You’ll also hear from Halifax Idle No More organizer Marina Young, a Mi’kmaq activist speaking out about Indigenous and Canadian issues and efforts to shape the future of First Nations communities and the country as a whole.

We’ll also hear a parent’s point of view on the teachers’ fight against Bill 115, and though it may have been repealed, its impacts in Ontario and the fight for collective bargaining continue.

TELL YOUR STORY – “OUR LIFE AT WORK”

I’ve posted a new website, http://www.OurLifeAtWork.com, where working people can tell their story. On the site now are fifteen stories written by electricians, roofers, rail workers, a flight attendant, a nursing home organizer, and workers at factory bakeries and a meatpacking plant among others. They were written in the 1990s by mostly labor leaders for a class in the Anthropology of Work I taught for five years in the college degree program of the George Meany Center for Labor Studies in Silver Spring, Maryland. Take a look.

What makes these stories so compelling is that the descriptions of occupations and workplaces are from their own point of view, having sometimes spent some twenty years or more on the job. They write about starting out on the job, a day at work, how the work really gets done, gaining respect on the job, the informal rules, the job pecking order, friendships, teamwork, conflicts, accidents, the emerging role of women, race, and organizing as they and their fellow workers experienced it all.

AMNESTY FOR THE UNDOCUMENTED, THEY’VE EARNED IT

Immigrants are hard workers; they have to be. They are usually economic refugees, victims of wars, both physical wars and trade wars. The Irish came to England and to the US in droves to escape poverty in their homeland, a poverty that was a product of occupation and the theft of their land. As a person of English origin living in California, I have often compared the Irish immigrants to Britain to our Mexican and other Latino immigrants who are also economic migrants, forced to leave their homes and families to stave off starvation. NAFTA drove more than a million Mexican farmers from their subsistence farms; many came up here. It’s hard to compete with Con Agra or Monsanto when it comes to agricultural production, the US small farmer can testify to that.

FACTORY IN GREECE STARTS PRODUCTION UNDER WORKERS’ CONTROL

Striking workers at the Vio.Me factory in Thessaloniki, Greece who have not been paid since May 2011 have decided to restart production under workers’ control on 12 February 2013.

With unemployment climbing to 30%, workers’ income reaching zero, sick and tired of big words, promises and more taxes, unpaid since May 2011 and currently withholding their labour, with the factory abandoned by the employers, the workers of Vio.Me, by decision of their general assembly declare their determination not to fall prey to a condition of perpetual unemployment, but instead to struggle to take the factory in their own hands and operate it themselves.

IN WALMART AND FAST FOOD, UNIONS SCALING UP A STRIKE-FIRST STRATEGY

Small but highly publicized strikes by Walmart retail and warehouse workers last fall set the labour movement abuzz and gained new respect for organizing methods once regarded skeptically.

What’s the strategy behind the latest surprising wave of activism? Like most new organizing in the private sector, decades of attempts to unionize Walmart stores in the U.S. and Canada have been met with firings, outsourcing, and even closings.

So retail workers who staff the stores, warehouse workers who move Walmart’s goods, and even guest workers who peel crawfish for a supplier are ignoring the path laid out by U.S. labour law, in which workers sign a petition asking to vote on a union. Instead, they’re exercising their rights to redress grievances together, whether a majority can be rallied to support the effort or not.

ONTARIO ELEMENTARY TEACHERS CAN STRIKE WITH REPEAL OF BILL 115, THEIR LAWYER ARGUES

There’s nothing stopping Ontario’s elementary teachers from going on strike now that a controversial piece of legislation has been repealed, according to lawyers for the Elementary Teachers’ Federation of Ontario.

Speaking before the Ontario Labour Relations Board, ETFO lawyer Howard Goldblatt, said now that the provincial government repealed Bill 115 – the legislation that imposed the terms of teachers’ contracts – negotiations can resume and the union is in a legal strike position.

UNION DENSITY: WHAT’S LITERATURE GOT TO DO WITH IT?

According to the Bureau of Labor Statistics, only 11.3% of American workers now belong to unions…In times like these, it is useful to be reminded of what unions can be good for.  A labor history like From the Folks Who Brought You the Weekend (2001) explains in readable style what it took to establish unions in the first place, while New York Times reporter Steven Greenhouse makes clear in The Big Squeeze: Hard Times for the American Worker (2008) why we need them now more than ever. Novels, too, can make the case for working people’s rights, through compelling fictional narratives that engage us with characters we care about.

THE FUTURE AND PRACTICE OF DECENT WORK

International Center for Development and Decent Work, KasselUniversity, 14 – 15 February 2013

The Financial and Economic Crisis: A Decent Work Response report prepared by the International Institute for Labour Studies and the Employment Sector and Policy Integration and Statistics Department Geneva in 2009 indicates that the Decent Work Agenda should provide a policy framework to stem crises by placing employment and social protection at the heart of ‘extraordinary fiscal stimulus measures’ which can both protect vulnerable people, and reactivate investment and demand in economies.

The International Labour Organisation’s World of Work Report 2012 forecasts a global unemployment rate of 6.1 per cent in 2012, with total world unemployment rising from 196 million in 2011 to 202 million in 2012. In this context, and with the rise in austerity measures which cannot guarantee growth but which have already triggered social disruption and harm, this conference will explore the concept of decent work and search for a praxis of decent work in all countries, all contexts, and for all people.

Guy Ryder, an experienced trade unionist, was elected as the ILO’s new Director General on 28th May 2012, to take office in September, and he has stated his commitment to prioritise people and the world of work (Ryder, 2012).  In June 2012, India, Brazil and South African signed a long term Declaration of Intent in a number of areas including development and cooperation, and labour, which is explicitly designed to further the Decent Work Agenda, aiming toward creating jobs, guaranteeing rights at work, extending social protection and the promotion of social dialogue, with gender equality as a core objective. These types of initiatives indicate a continuation of the relevance of a concept that was coined by Juan Somavia, Director General 1999 – September 2012, but the global climate of strained governance continues to challenge the possibilities for decent work in developed and developing countries alike.
 
The ILO’s new Director General faces a Eurozone crisis, rising unemployment, a spate of emergency crisis-driven labour policy deregulation that has often not been passed with consent from relevant social partners, and the dramatic rise in precarity and nonstandard employment which impacts lives in all corners of the world. Several governments across the European Union, including Portugal, Spain, Hungary, and the United Kingdom, have recently passed emergency labour motions and reforms using the rationale of austerity to decentralise collective bargaining, disempower temporary workers, and increase working time for less remuneration, in many cases via Memoranda of Understanding passed in consultation and consent with the Troika (the European Commission, the European Central Bank and the IMF) (Clauwaert and Schomann, 2012). Nonetheless the ‘international consensus’ remains committed to securing ongoing decent work, and labour law is expected to provide the theatre for appropriate labour standards and rights despite labour law modernisation (Faioli, 2010).

The conference involves papers dealing with questions around the legitimation and the tripartite structure of the International Labour Organisation, questions about the world of work in the current context of global recession, issues surrounding social unrest as linked to rising unemployment, and the nature of international labour standards in this context. The concept of decent work is in crisis and this conference is a call for praxis around these issues.

HMNY 2013 is an intervention into the present to provide a theoretical space for debate and discussion, urgently needed on the left at this juncture. Moments like this are especially fertile for new looks at old debates, from the history of capitalism to new modes of resistance. HMNY 2013 will be a venue where figures representing the breadth of current leftist thought will convene to exchange ideas.

Historical Materialism (HM) is one the foremost journals of Marxian theory. HM’s conferences have long drawn hundreds of scholars from around the world. HMNY 2013 will begin with a reception on the evening of Friday April 26th, and will take place on April 27th-28th at the New York University in downtown Manhattan. The objective of this conference is to provide a critical intervention that seeks to challenge the dominant neo-liberal interpretation of the Arab Spring and the concomitant reductionist tendency to explain this transformative process as one resulting from liberal democratic triumphalism, social media, and youth movements.  Rather, this conference is designed to introduce a dialogue that highlights the multifaceted, complex, and contradictory dimensions of the significant historical transformation and social struggle that is ongoing in the Middle East and North Africa. SOCIAL DETERMINANTS OF HEALTH ARE KILLING PEOPLE EVERYWHERE

Sometimes it is eerie how things come together.

The other day I was working with several researchers with GHETS (Global Health through Education, Training and Services), a US-based non-profit head by a colleague Dr. David Egilman, to expand the emphasis on community organizing and community action as a critical tool in training health professionals around the world in developing countries.  We were discussing what they call the “social determinants of health,” which in layman’s language concentrates on the huge numbers of poor people in many areas around the globe who are killed or cut down way to early in some ways by the very nature of their poverty, as manifested in inadequate sanitary conditions, unsafe water, poor housing, inadequate diet, blocked access to education, pollution, and the endless obstacles that no amount of praise for bootstrapping can ever overcome.

At the same time the National Research Council and Institute of Medicine released a report this week finding that life expectancy in the United States trails 16 other industrialized countries.  The reason for Americans’ sorry prospects, according to the summary in the Wall Street Journal, was cited largely as the “high mortality for men under age 50…” though women were also “lagging.”  Reading more closely, why do you reckon, damned if it wasn’t all about the “social determinants of health.”

SECRETS AND LIES OF THE WALL STREET BAILOUT

It has been four long winters since the federal government, in the hulking, shaven-skulled, Alien Nation-esque form of then-Treasury Secretary Hank Paulson, committed $700 billion in taxpayer money to rescue Wall Street from its own chicanery and greed. To listen to the bankers and their allies in Washington tell it, you’d think the bailout was the best thing to hit the American economy since the invention of the assembly line. After decades of public illness, Beveridge’s most famous offspring has died.

For much of its short but celebrated life, the Welfare State was cherished by Britons. Instant public affection greeted its birth and even as it passed away peacefully yesterday morning, government ministers swore they would do all they could to keep it alive.

The Welfare State’s huge appeal lay in its combination of simplicity and assurance. A safety net to catch those fallen on hard times, come rain or shine, boom or bust, it would be there for all those who had paid in.

WHY IDLE NO MORE HAS RESONATED WITH CANADIANS

Imagine a country where the national government introduces and passes legislation that detrimentally affects all of its First Nations communities but it doesn’t bother to consult with them. Then a chief of an impoverished northern First Nation community goes on a hunger strike to get a meeting between the First Nations leadership and the government several months after this legislation was passed. Does this have implications for all Canadians? You bet it does. This will not be the last time that individuals or groups will take such extreme measures in response to the federal government’s
public policy process or lack thereof.

Penn State University,Department of Labor Studies and Employment Relations Master of Science (M.S.) Degree

The Master of Science degree in Human Resources and Employment Relations is a two-year program designed for students anticipating careers in some aspect of labor, labor management relations, or human resources. The Dept. of Labor Studies and Employment Relations has two full graduate assistantships available for students with an interest in unions and the American labor movement and are considering a career working for unions.

The two-year graduate assistantship includes a full tuition scholarship and a stipend paid in exchange for 20 hours of work per week assisting one of the Dept faculty with research or teaching.  The Department also makes a commitment to assist students in finding union internships and full-time positions with unions upon graduation.

The Department is particularly interested in potential students with an interest in international labor issues (including sweatshops, labor standards, corporate responsibility, child labor, etc.). Such students would have an opportunity to work with the Department’s newly-created Center for Global Workers Rights (see http://lser.la.psu.edu/gwr/).

Penn State LSER program has a long tradition of preparing students to work in the American labor movement. Our alumni currently work for a wide variety of unions, including the United Steelworkers, AFSCME, SEIU, UFCW, the Pennsylvania AFL-CIO, the American Federation of Teachers, the Pennsylvania State Education Association, and the New York State United Teachers.

David Rovics Touring Canada this Fall

Indie singer-songwriter David Rovics has criss-crossed North America and Western Europe many times over the past two decades. The roving troubadour has witnessed scores of local struggles against the capitalist system, and he’s documented and celebrated many of them with finely-crafted topical songs.

This fall Rovics is touring Canada, with concerts in Quebec (October 12), Ottawa (October 13), Toronto (October 16), Brandon (November 9), Winnipeg (November 10), and Victoria (November 23). Also in the works are shows in Montreal (October 14) and Vancouver (November 24).

David’s new album “Meanwhile in Afghanistan” will be released in December. Unlike most of his recordings, this project is rock-oriented. Guest artists include lefty guitar hero Tom Morello. La Danza del Venado—A play by Ari Belathar

Inspired by my own experience of illegally crossing the border into the United States as a child, to reunite with my father, LA DANZA DEL VENADO is a multidisciplinary play exploring the frightening nature of leaving one’s home, to walk into the unknown, through theatre, dance, and poetry. It tells the story of a group of migrants whose clandestine journey into the north is thwarted when they find themselves lost in the middle of the Sonoran Desert in southern Arizona—a harsh and desolated area that for hundreds of years has stolen the souls of its travellers.

The title of the play is based on the ancient dance of the same name celebrated by the Yaquis, a native community from the Mexican side of the Sonoran Desert. The dance, called Maso Yi Ihua (Deer Dance) in Yaqui language, narrates the life and death of the deer, the sacred animal of the Yaquis.

In Yaqui cosmology the deer represents the first member of the tribe—the oldest brother, who offers himself in sacrifice to feed the tribe with his own flesh. In this multidisciplinary play, the ancient dance serves as a metaphor to narrate the story.

Offering a comparative look at social democratic experience since the Cold War, the volume examines countries where social democracy has long been an influential political force – Sweden, Germany, Britain, and Australia – while also considering the history of Canada’s NDP, the social democratic tradition in the United States, and the emergence of New Left parties in Germany and the province of Québec. Once marked by redistributive and egalitarian policy perspectives, social democracy has, the book argues, assumed a new role – that of a modernizing force advancing the neoliberal cause.

The CAW-CEP Merger: New Union in a Difficult World

Just about everyone in and around the union movement in Canada is talking about the upcoming merger between the Canadian Auto Workers (CAW) and the Communications, Energy and Paperworkers (CEP). The new union being formed will be the largest private sector union in Canada.

While bigger is not necessarily better — as numerous other examples of larger mergers have shown — in this era of general unions, the new union should become a positive force on the Canadian labour scene. Both the CAW and CEP have strengths in different but complementary sectors and geographical areas; their pooling of resources should help address some of the membership losses in each (a problem throughout the entire private sector) as well as provide needed collective resources for research, education and organizing.

Max Bohnel lives in New York and is the U.S. foreign-correspondent for German-speaking public radio networks and progressive newspapers. Previously he worked as a Middle East foreign correspondent in Jerusalem. His conversation with Ingar Solty is a slightly reworked and unabridged version of a piece published in the German monthly journal Analyse & Kritik: Journal for Left Debate and Praxis (September edition, Sept. 21st, 2012).

Ingar Solty is a PhD candidate at York University in Toronto, an editor of Das Argument, and co-founding member of the North-Atlantic Left Dialogue. He is the author of The Obama Project: Crisis and Charismatic Rule (2008) and The USA Under Obama: Charismatic Rule, Social Movements and Imperial Politics in the Crisis (forthcoming in February 2013) as well as co-author of The New Imperialism (2004) and Imperialism (2011), all published in German.

Memories of Work

I have been retired for almost nine years now.  I am a retired public sector worker.  I started working for the local water company as a laborer in 1976. It was the job of a lifetime.  Prior to this I was working for a private contractor busting my ass for $3.00 an hour. That was in construction. I also worked for $3.50 an hour as a teachers’ aide in the Oakland schools, which I loved, and that taught me to have a serious respect for teachers in urban schools.

My retirement I am told is what is destroying the US economy. I can live on my retirement so far, of course, this is the US, and if I get sick who knows?  Most bankruptcies in the US occur because of medical expenses.

Mitt Romney Blurts Out the Truth About Neo-Conservatism

Ironically, in the now-famous video that seems likely to end his political career, it could be said that Mitt Romney was speaking truth to power.

Of course, “speaking truth to power” is a phrase normally used to describe courageous souls who risk their own hides to take a principled stand challenging those in power — not exactly what Mitt was doing.

Rather, assuming he was speaking privately to like-minded multi-millionaires, the Republican presidential candidate told the $50,000-a-platers what they wanted to hear: that he hasn’t any intention of helping the 47 per cent of Americans too poor to pay income tax. “My job is not to worry about those people.”

Is the Attack on Public Sector Workers Justified?

Dwight Duncan has justified the government’s proposal to remove collective bargaining rights in the broader public sector by suggesting that the private sector has had it much worse. Earlier, I looked at wage settlements as likely the best test to determine if this was true (it wasn’t).

But one could argue that jobs are also a key measure.

So, has the loss of jobs been much worse in the private sector than in the public sector?
