This pre-Seminar to the ECER 2014 Conference (http://www.eera-ecer.de/ecer2014), is co-organised by EERA Network 22: Research in Higher Education and the Society for Research into Higher Education (SRHE), in cooperation with Centre for Research and Intervention in Education (CIIE) from FPCE – University of Porto

Over the past years, in many European countries, higher education has been in turmoil as, for example, budget cuts have impacted significantly on the lives of  academics and students in higher education institutions. Higher education institutions are still expected to be one of the driving forces of nation states by creating new knowledge and educating a future workforce.

The aim of this seminar is to:

  • Bring together colleagues from various European countries to discuss how higher education can cope with turbulent times and how to move forward.
  • Bring insights into and examples from various European countries on current developments in higher education.
  • Provide a meeting point for emerging researchers to discuss current issues and network with established researchers in the field of higher education.

In order to promote lively discussions and a possibility to network and share opinions the second half of the seminar will be interactive workshops. There will be four parallel sessions each of which has moderators to promote lively discussions. The results of these interactive sessions will be reported on and disseminated.

Session 2:

Sustaining high quality teaching and learning in higher education
Presenters/Facilitators:   Dr Paul Ashwin, Lancaster University
Dr Mari Karm, University of Tartu, Estonia
In this workshop we will explore the challenges of using the available research evidence to sustain high quality teaching and learning in higher education. We will focus on two key and related issues in supporting high quality teaching and learning: the engagement of students in their learning and how we can use knowledge of this engagement to inform the professional development of academic staff. Through short presentations, as well as small group and plenary discussions, we will explore the following questions:
• What tensions are there in the research evidence in these two areas?
• What implications do these tensions have when we attempt to use this evidence to inform teaching and learning practices in higher education?
• How can we make use of our institutional experiences to further develop the research evidence?
• How can we make the research evidence useable in our institutional  contexts?
Session 3:

Developing as a researcher in turbulent times: becoming and being an ‘extended’ professional’
A presentation by Professor Linda Evans University of Leeds
Facilitator: Dr Christine Teelken, VU University Amsterdam, Netherlands

‘In this lecture Professor Evans will draw upon her own work on researcher development, to analyse what it takes to be an ‘extended’ researcher in the precarious and changing 21st century European Research Area (ERA). Adapting Eric Hoyle’s work on ‘extended’ and ‘restricted’ models of professionality, characteristics of the ‘restricted’ and ‘extended’ European researcher will be proposed. Of particular relevance to early career academics and researchers, the lecture will address  issues related to how they may develop their research skills and raise their profiles.’

Session 4:

Higher education and employment: building the connections
Presenters/Facilitators:  Dr Camille Kandiko Howson, King’s Learning Institute, King’s College London, UK
Auxiliary Professor Mariana Alves, Universidade Nova de Lisboa, Portugal

Employability has always been a key feature of higher education, from the earliest days of the University of Bologna, to the vocational training of clerics, doctors and lawyers and the myriad professional, vocational and higher learning of today. This workshop brings together notion of “learning for learning’s sake” and “students’, institutions’ and governments’ needs for an educated workforce”. This workshop draws on research projects exploring employability from a variety of contexts. Three main themes discussed are:

– graduates’ employability – relevance  for students options and perspectives
– graduates’ employability – relevance for educational policies (either at national and/or institutional levels)
– graduates’ employability – current trends concerning educational and professional trajectories

Employability will be considered in individual, institutional, national and regional contexts. The workshop will draw on research but will have an interactive basis, encouraging participants to reflect on how employability is conceptualised. Key issues include the impact of employability on students and graduates, particularly in relation to student fees; the role and relevance of educational policies; and future trajectories.

 

Workshop participants are asked to reflect on these issues, and to think about the following questions:

1. How do you frame ‘graduates’ employability’? What resources do you draw on for this? For example research, reports, websites…
2. How is ‘graduates’ employability’ framed in higher education research? What fields does this cover? What disciplinary approaches?
3. What research, data and information will be needed in the future to enhance, assure and research graduates’ employability?

Keynote Address: David Doherty, Council for Industry and Higher Education (CIHE)

The Wilson Review (2012) indicated that both the sector and employers needed to focus on fostering mutual relationships.  But what does this mean?

In response to the Wilson Review, and at the request of the Department of Business, Innovation and Skills (BIS), CIHE are creating a National Centre for Universities and Business (NUCB).  What research needs will this new body have?

Future events run by the network will focus on short internships and work experience (led by Southampton Solent University) and the effect of Placements on Employability and Academic Performance (led by Aston University), on Enterprise Education and work with SMEs.  We hope in doing this to link with other organisations such as the Higher Education Academy  (HEA), Association of Graduate Recruiters (AGR) and the Association of Sandwich Education and Training (ASET).

ONTARIO MINISTRY OF LABOUR COMMUNITY CONSULTATION ON HEALTH & SAFETY

At the February 15th meeting of the Common Front Steering Committee it was reported that we have a unique consultation opportunity to meet with the Ministry of Labour (MOL) regarding our issues and recommendations as they develop an Integrated Health and Safety strategy for the Province of Ontario. This is important for us because one of the Ministry’s priorities is to focus on vulnerable workers and precarious work.

As we know too well, many of our Common Front partners represent workers in this category of vulnerable workers and/or workers doing precarious work. We have asked the Ministry of Labour for a separate consultation session specifically with our Common Front Partners and they have agreed. This
session will take place:

Speaker: Dr. Tony Brown, University of Technology Sydney (UTS)

In this presentation, Dr. Brown explores the use of film, music, photography and the use of story-making in teaching post-graduate students of adult education.

Often radical and critical educators expect that the gradual elaboration of rational argument about inequality, discrimination, and injustice will explain, convince and win over those who they see as allies and potential supporters. However, students come together in the program with diverse social and educational backgrounds and different work experiences and practices. A pedagogic challenge is how to help students develop deeper awareness, knowledge, and feeling about the world around them? This approach accepts that there are other ways of knowing (Bruner) and so a wider range
of written, visual and oral texts is utilized to work at the cognitive and affective levels.

Dr. Tony Brown is a Senior Lecturer in Organisational and Adult Learning at the University of Technology Sydney (UTS). He has coordinated the Masters programs in Adult Education for the past seven years. Tony’s research has focused on learning in trade unions as a site of organisational and social movement learning, and most recently has been investigating literacy and numeracy practices of production workers in lean manufacturing companies.

THE ROLE OF THE PUBLIC SECTOR AND CAREWORK IN WEALTH CREATION

Much like caring work, the role of the public sector in the creation of wealth is regularly undervalued and even disregarded. Due to this, the focus in policy debates is on public sector spending, with the ‘necessary’ conclusion that the amount of spending must be reduced within the context of provincial and federal budget deficits.

An entirely different approach is to begin with the assumption that carework and public services are part and parcel of wealth creation. Using the Statistics Canada database accounting for sales and purchases of all industries in the Ontario economy, a study by the Centre for the Study of Spatial Economics calculates the value of output generated by one dollar of spending in various sectors. This is one way of operationalizing the assumption that public services contribute to the creation of wealth.

The study shows that public spending in the areas of health care, social services and education creates more value added than private sector investment.

‘RIGHT TO WORK’ IS A LIE

The title might sound harsh, but there is no other way to say it. Creating legislation that takes away human rights in the workplace, and claiming that it is giving you rights, is deliberately dishonest. What it’s really about is greed and low wages.

There has been much written and much hand wringing lately about social inequality and the ever growing gap between the haves and the have-nots. There is more wealth now than there has ever been. We don’t have a deficit problem. We have a distribution of wealth problem. “Right to Work”
legislation will make that gap much, much worse.

ENDING THE DUES CHECK-OFF: FORCING UNION RENEWAL?

The spread of the notoriously misnamed ‘right-to-work’ legislation in the U.S. — most notably in Michigan, the home of the iconic sit-down strikes and effective birth of modern American-Canadian trade unionism — has given confidence to union-bashers in Canada to follow suit. ‘Right-to-work’ has of course nothing to do with guaranteeing anyone a job and everything to do with trying to undermine unions. Its essence is that even if the majority of workers overcome management opposition and establish a union, and even if all workers benefit from what the union negotiates and the union is (as is the case in the U.S.) compelled by law to represent all workers, workers can — unlike taxes — choose to be free riders and not pay dues.

On the other hand, significant sections of the left have long argued that legislative protections were a double-edged sword, contributing to the institutionalization, bureaucratization, and downfall of the labour movement. If unions were forced to constantly meet their members face-to-face and had to convince each individual to pay dues — as opposed to employers collecting the dues via their payroll systems and sending them on to the union — might it, the argument goes, act as an inadvertent blessing? Might it ultimately renew the labour movement?

MANAGEMENT WAGE INCREASES DWARF OTHERS

Earlier I noted that while the provincial government was imposing concessions (and, yes, of course, wage freezes) on unionized public sector workers, the Conference Board of Canada was predicting 2.7% increases for non-union employees in Ontario in 2013 (up from 2.6% actual increases in 2012).

Now, Statistics Canada data suggests this may be part of a long term trend. Data in a new report indicates that in Canada between 1998 and 2011 the hourly wages of full time management occupations went up 34.7% in real terms (i.e. after accounting for inflation).

THE FUTURE AND PRACTICE OF DECENT WORK

International Center for Development and Decent Work, KasselUniversity, 14 – 15 February 2013

The Financial and Economic Crisis: A Decent Work Response report prepared by the International Institute for Labour Studies and the Employment Sector and Policy Integration and Statistics Department Geneva in 2009 indicates that the Decent Work Agenda should provide a policy framework to stem crises by placing employment and social protection at the heart of ‘extraordinary fiscal stimulus measures’ which can both protect vulnerable people, and reactivate investment and demand in economies.

The International Labour Organisation’s World of Work Report 2012 forecasts a global unemployment rate of 6.1 per cent in 2012, with total world unemployment rising from 196 million in 2011 to 202 million in 2012. In this context, and with the rise in austerity measures which cannot guarantee growth but which have already triggered social disruption and harm, this conference will explore the concept of decent work and search for a praxis of decent work in all countries, all contexts, and for all people.

Guy Ryder, an experienced trade unionist, was elected as the ILO’s new Director General on 28th May 2012, to take office in September, and he has stated his commitment to prioritise people and the world of work (Ryder, 2012).  In June 2012, India, Brazil and South African signed a long term Declaration of Intent in a number of areas including development and cooperation, and labour, which is explicitly designed to further the Decent Work Agenda, aiming toward creating jobs, guaranteeing rights at work, extending social protection and the promotion of social dialogue, with gender equality as a core objective. These types of initiatives indicate a continuation of the relevance of a concept that was coined by Juan Somavia, Director General 1999 – September 2012, but the global climate of strained governance continues to challenge the possibilities for decent work in developed and developing countries alike.
 
The ILO’s new Director General faces a Eurozone crisis, rising unemployment, a spate of emergency crisis-driven labour policy deregulation that has often not been passed with consent from relevant social partners, and the dramatic rise in precarity and nonstandard employment which impacts lives in all corners of the world. Several governments across the European Union, including Portugal, Spain, Hungary, and the United Kingdom, have recently passed emergency labour motions and reforms using the rationale of austerity to decentralise collective bargaining, disempower temporary workers, and increase working time for less remuneration, in many cases via Memoranda of Understanding passed in consultation and consent with the Troika (the European Commission, the European Central Bank and the IMF) (Clauwaert and Schomann, 2012). Nonetheless the ‘international consensus’ remains committed to securing ongoing decent work, and labour law is expected to provide the theatre for appropriate labour standards and rights despite labour law modernisation (Faioli, 2010).

The conference involves papers dealing with questions around the legitimation and the tripartite structure of the International Labour Organisation, questions about the world of work in the current context of global recession, issues surrounding social unrest as linked to rising unemployment, and the nature of international labour standards in this context. The concept of decent work is in crisis and this conference is a call for praxis around these issues.

Doing and Undoing Academic Labour

In recent decades, a wealth of information has been produced about academic labour: the financialisation of knowledge, diminution of professional autonomy and collegiality through managerialism and audit cultures; the subsumption of higher education into circulations of capital, proletarianisation of intellectual work, shift from dreams of enlightenment and emancipation to imperatives of ‘employability’, and experiences of alienation and anger amongst educators across the world.

This has also been a period of intensifying awareness about the significance of these processes, not only for teachers and students in universities, but for all labour and intellectual, social and political life as well. And now we watch the growth of a transnational movements that is inventing new ways of knowing and producing knowledge, new forms of education, and new possibilities for pedagogy to play a progressive role in struggles for alterantives within the academy and beyond.

Yet within the academy, the proliferation of critical work on these issues is not always accompanied by qualitative changes in everyday practice. The conditions of academic labour for many in the UK are indeed becoming more precarious and repressive – and in unequal measure across institutions and disciplines, and in patterns that retrench existing inequalities of gender, physical ability, class, race and sexuality. The critical analysis of academic labour promises much, but often remains disconnected from the ways we work in practice with others.

This conference brings together scholars and activists from a range of disciplines to discuss these problems, and to consider how critical knowledge about new forms of academic labour can be linked to struggles to humanise labour and knowledge production within and beyond the university.

WORK, EMPLOYMENT & SOCIETY CONFERENCE

In 2012 Work, Employment and Society celebrates 25 successful years of publishing quality research in the sociology of work and employment!

To mark this landmark, we are planning a series of activities to mark the WES contributions to debates in work and employment over the last 25 years. The celebrations will culminate in a Special Issue of the journal to be published in February 2013.

The Editors are inviting submissions for consideration in the 25-year Special Issue. Submissions should either reflect on key debates launched by WES, review ‘hot topics’ of interest to scholars of work and employment or analyse the ‘direction of travel’ of the sociology of work and employment over the past 25 years. Papers that are broad in scope, review extant WES debates or re-appraise seminal WES contributions will be particularly welcome.

The Ethics of Widening Participation Seminar Series

An Ethical Approach to Management and Governance in Higher Education Professor Peter Scott, Institute of Education, University of London +++++ ‘The presentation will consider the ethical dimensions of management and governance – including the ‘information’ challenges posed by league tables, freedom of information, student satisfaction scores and now the key information sets (KIS) thatall English higher education institutions will be obliged to provide following the White Paper, and the tensions between these external challenges and more traditional responsibilities towards collegiality and community. In particular the presentation will discuss the difficult transition from a regime based on ‘public’ values (and characterised by – relatively – low fees, rapid student growth and a commitment to widening access) to a regime grounded in ‘market’ values (and characterised by much higher fees, slower – or reverse – growth and much higher levels of competition) – and its implications for lifelong learning’

Interrogating participation: student experiences and pedagogical practices, Professor  Penny Jane Burke, Roehampton University +++++ This presentation will explore students’ experiences in relation to pedagogical practices to consider the ethical issues this raises for widening participation (WP). Key issues that will be explored include the ways different pedagogical practices and relations might be experienced as exclusive, the different pedagogical practices that HE teachers draw on in relation to WP, and the ways that pedagogies might (or might not) support the processes of being constituted as a legitimate student-subject in higher education. The presentation will draw on data from a qualitative project funded by the Higher Education Academy to explore these issues.

Curriculum, Employability and Knowledge: What makes a good degree? Annette Hayton,  Goldsmiths, University of London +++++ Developing employability skills in students is increasingly seen as an important aspect of higher education and, in order to help students to choose their degree course, Universities will have to provide information about the employment of their graduates. On the surface this can seem very rational but the job prospects of young people are not wholly defined by their qualifications or talents. A ‘useful’ vocational  degree often has less status and value in the market place than a traditional subject such as History taken at a prestigious university. This session will explore how the value placed on a degree is framed and shaped by existing cultural and economic inequalities.

Riots, Resistance and Rhetoric: the implications for higher education Professor Les Back, Goldsmiths, University of London +++++ The seeds of the current crisis in universities had a long gestation period, emerging from a sequence of transitions that have transformed the nature of higher education. It now appears to be morphing into the neo-liberal university of commerce where knowledge is valuable only if it has a marketable exchange value or the potential for policy relevance.  The contradictions inherent in this approach are brought into sharp focus when we consider the humanities. As a teacher I have been thinking about this a lot and wondering, ‘What is the promise of sociology for new graduates?’ Perhaps it is to provide ways of understanding what is before them and imagining ways to act in a society full of moral complexity. This approach might provide a way of understanding the urban unrest this summer and show that it is not unrelated to a schism in opportunities that is opening up amongst the young in the UK, including access to higher education.

Black and Minority Ethnic Students Negotiating White ‘norms’, Managing Exclusion: Ethical Challenges in Higher Education Professor Gill Crozier, Roehampton University +++++ According to some research Minority Ethnic students are proportionately over represented in the Higher Education sector. However, this broad statement masks which specific Minority Ethnic students these are and also which universities and which subjects they attend/study. In any case universities in Britain continue to be White and middle class dominated institutions.  In this paper I draw on some empirical research to look at the processes involved in negotiating White norms and values.  I will draw on Critical Race Theory, Critical Race Feminism and Bourdieu’s concept of symbolic violence to analyse the ethical imperatives that universities need to address in developing and transforming themselves into more egalitarian and equitable  places of learning.

Speakers Biographies

Peter Scott is Professor of Higher Education Studies at the Institute of Education University of London and also Chair of the Council of the University of Gloucestershire. At the end of last year he stood down as Vice-Chancellor of Kingston University after 13 years in post. Previously he was Pro-Vice-Chancellor and Professor of Education at the University of Leeds, and Editor of ‘The Times Higher Education Supplement’ from 1976 until 1992. He was a member of the board of the Higher Education Funding Council for England from 2000 until 2006, and Chair of the Universities Association for Lifelong Learning from 2002 until 2009.

Penny Jane Burke is Professor of Education at Roehampton University, London, where she is Director of the Centre for Educational Research in Equalities, Policy and Pedagogy (CEREPP) and Founding Director of the London Paulo Freire Institute (LPFI). Dedicated to the development of methodological and pedagogical frameworks that support critical levels of understanding of equity and social justice in higher education, her current and recent research includes: ‘Formations of Higher Education Pedagogies’ (HEA-funded); ‘Transitions to Masters Level Study’ (HEA-funded); ‘Educational Access for All’ (EU-funded); ‘Men Returning to Study’ (ESRC-funded) and ‘Art for a Few: Exclusions and Misrecognitions in HE Admissions’ (NALN-funded). Penny is the Access and Widening Participation Network Leader for the SRHE. Her publications include Accessing Education effectively widening participation (Burke, 2002, Trentham Books) and Reconceptualising Lifelong Learning: Feminist Interventions (Burke and Jackson, 2007, Routledge), which was nominated for the 2008 Cyril O. Houle World Award for Outstanding Literature in Adult Education. Her book The Right to Higher Education: Beyond Widening Participation (Burke, Routledge) will be published in March 2012.

Annette Hayton is Head of Widening Participation at Goldsmiths, University of London and manages a range of activities designed to support successful progression to higher education. Before joining Goldsmiths she managed the London Region Post-Network at the Institute of Education and is currently convenor of the UALL Widening Participation and Social Inclusion Network.Annette is interested in how educational theory can be developed and applied in practice to promote positive change within the education system, aiming to  combine theory and practice in her work. She has produced two edited collection for Kogan Page Tackling Disaffection and Social Exclusion: Issues for Education Policy in 1999 and, with Anna Paczuska, Access, Participation and Higher Education in 2002.

Les Back is a Professor of Sociology at Goldsmiths, University of London.His main fields of interest are the sociology of racism, popular culture and city life. His work attempts to create a sensuous or live sociology committed to searching for new modes of sociological writing and representation. This approach is outlined in his most recent book The Art of Listening (Berg 2007). He also writes journalism and has made documentary films. He is the coordinator of the ESRC funded Live Sociology programme which offers training in the use of multi-media in qualitative research as part of Researcher Development Initiative.  His books include: Auditory Cultures Reader with Michael Bull Berg (2003), Out of Witnesses with Vron Ware, University of Chicago (2002); The Changing Face of Football: Racism and Multiculture in the English Soccer, with Tim Crabbe and John Solomos (Berg 2001);New Ethnicities and Urban Culture: Racisms and Multiculture in Young Lives (University College Press, 1996);Race Politics and Social Change, with John Solomos (Routledge, 1995); His latest work onthe ethics of scholarship and teaching has been made available as a multi-media ebook entitled The Academic Diary (2011) http://www.academic-diary.co.uk/

Gill Crozier is Professor of Education in the School of Education, Roehampton University, London.  She is a sociologist of education and has researched and written extensively on ‘race’ and education and its intersection with social class and gender. Specific areas of her work include: issues relating to parents and schools, young people, and higher education. She is also concerned with education policy, and the socio-cultural influences upon identity formation and learner experiences.  Her ESRC funded studies include: The Socio-Cultural and Learning Experiences of Working Class Students in Higher Education;  Identities, Educational Choices and the White Urban Middle Classes project;  Parents, Children and the School Experience: Asian Families’ Perspectives. Her books include: Parents and Schools: Partners or Protagonists? (2000) Trentham Books; Widening Participation Through Improving Learning. (2009) (Edited by M. Higher Education in the Liquid Modern Era: Swirling Down the Drain?

The metaphor of liquidity is used in Zygmunt Bauman’s work to represent the loss of security felt as more the ‘solid’ institutions and ‘traditional’ patterns of social relations of modernity break down/dissolve in the contemporary world. A striking example of this can be found to exist in the situation facing contemporary participants – students, teachers and researchers – in higher education (HE), especially those working in the Arts, Humanities and Social Sciences.

The ‘traditional’ pursuits of academia are being increasingly undermined by changes which are aimed at subordinating free enquiry to the shifting demands of the marketplace. The proposed changes to HE funding outlined by the current UK coalition government seem likely to further exacerbate the tendency towards instrumentalism in HE, while simultaneously destabilizing employment in both the knowledge and the culture industries in the UK for many years to come.

In light of these recent proposals, and the likely assault on non-STEM subjects that will ensue, we feel that it would be productive to consider as postgraduate students the likely landscape which we are about to enter. We aim to do this by drawing on Bauman, who has written and recently lectured on the role of sociologists and higher education in contemporary society (‘Education in Liquid Modernity’, 2005; Sociology – Whence and Whither?: Speech from the Bauman Institute Launch Conference, 2010), as well as others, in order to produce a written statement in defence of social science.

Whilst this will be a collaborative effort, with input predominantly from sociology postgraduates, we envisage inviting a small number of postgraduates and academics from other disciplines to contribute their ideas and efforts. Through this, we suggest that a more comprehensive understanding of the common problems facing those across the social sciences, at different stages in their academic lives, can help us to produce a justification of sociology’s continuing value and importance beyond narrow, mechanistic definitions of ‘impact’.

The aim of the event is to provide a space for postgraduate social scientists to engage in critical reflection on the proposed changes to higher education funding in the UK and their implications for our so-called ‘knowledge’ society, particularly through drawing on the insights provided in the work of Zygmunt Bauman on the insecurities and uncertainties of life in liquid modern times.

The event will consist of a mix of papers from postgraduate students, three keynote speakers, panel discussion, and collaborative workshop sessions. Postgraduate students will receive first preference for places.
