Conference Objectives

The International Co-operative Alliance Committee on Cooperative Research (ICA CCR) and the International Labour Organization (ILO) will host a research conference on 9-10 November 2015 in Antalya, Turkey. The conference will bring together researchers, students, practitioners, advocates, policy makers and representatives of employers’ and workers’ organizations working in areas of cooperative enterprises and social and solidarity economy organizations, as well as labour research and themes related to the world of work.

The ILO/ICA research conference will be an opportunity, among others, to:

  • Bring cooperative researchers and labour researchers together around the themes of world of work;
  • Raise visibility and interest in research on decent work (job creation, rights at work, social protection, social dialogue) in the world of cooperatives, to encourage more systematic and effective engagement with world of work issues;
  • Raise visibility and interest in qualitative and quantitative research on cooperative enterprises among labour economists and researchers; and
  • Establish contacts and potentially a research network around cooperatives and the world of work.


Conference Background

The crisis in the world of work, which ranges from unemployment to unfairness and inequality in the labour market, the widespread lack of social protection and the impact of climate change along with food and fuel crises, has generated growing interest of policy makers in the cooperative enterprise model. Across continents, cooperative enterprises have been established to confront the crises and have grown both in membership and return at such times.

Today when cooperative principles are put into action, they continue to show their relevance and value [1]. Worker cooperatives are emerging as a way to rescue failing enterprises, and legislation is often following to catch up with the economic realities in a number of countries. Consumer and producer cooperatives as well perform functions that improve the standard of living of workers and they are often cited as “best places to work”.

The cooperative form of enterprise and organization is growing and fulfilling a range of social, economic and environmental functions and responding to the needs of their members. They are increasingly being established among vulnerable categories of workers such as migrant workers, people with disabilities, and workers in the informal economy (for example, street vendors, waste pickers, home-based, domestic, construction and transport workers); as well as in innovative sectors, including social care cooperatives (for elderly, disabled and child care), tourism cooperatives, and renewable energy production and distribution cooperatives.

As global attention focuses on the challenges of sustainable development, from the world of work perspective, cooperative enterprises are well-placed to be leaders to advance the decent work dimension of a just transition. Nevertheless, although their role as key building blocks for a jobs-oriented recovery strategy may seem obvious, evidence-based policy in that regard requires further research and statistics to track the quantity and quality of the jobs created [2].

The cooperative movement must be in a position to articulate and measure the forms of value that cooperatives produce in leveraging more and better jobs, so key questions are:

  • What impact do the ownership structure and the active participation of workers and members in cooperatives have on the productivity of such enterprises?
  • What impact does broadening ownership have on job quality and working conditions?
  • What is the record of cooperatives on labour compliance?
  • What is the qualitative and quantitative contribution of cooperative enterprises to advancing full and productive employment and decent work, in particular for vulnerable groups?

Call for Papers

We invite practitioners, researchers, and policy makers in the cooperative and social and solidarity economy to submit an abstract no longer than 300 words on the listed topics, or other topics related to cooperatives and the world of work. Proposals for presentations or for panels (up to six participants) and sessions (three or four presenters of research papers on a common theme) are welcome.

The abstracts should be submitted by email to: no later than February 15, 2015.

The email communications should indicate ICAILO2015 and the family name of the corresponding author in the subject area (eg. ICA-ILO2015 – Smith).

The message should indicate clearly the type of proposal – paper abstract, panel, or a session. A panel or session proposal needs to include names of all presenters, as well as abstracts of all three (or maximum four) papers for a session.


Young scholars programme (YSP)

Young/new researchers (graduate students, doctoral and post-doctoral students, and new scholars within two years of receiving their degrees) are invited to submit their proposals as indicated in the above Call for Papers, also indicating their wish to participate in the ‘Young scholars programme’. Depending on interest, a decision about the exact shape of the program will be made with inputs from the applicants.

This may be a pre-conference workshop for new scholars, related to the themes of the conference, or a discussion forum related to their research.

Through our work on the Social Science Centre, Richard Hall and I have been approached to produce a book which documents and critically analyses ‘alternative higher education’ projects in terms of their being critical responses to ‘intellectual leadership’ in mainstream higher education. The book is intended to be part of a series already agreed with Bloomsbury Academic Publishing that focuses on ‘intellectual leadership’. The series editors have encouraged us to develop a proposal for an edited volume. A brief statement about the series is:

‘Perspectives on Leadership in Higher Education’ is a research-level series comprising monographs and edited collections with an emphasis on authored books. The prime purpose of the series is to provide a forum for different and sometimes divergent perspectives on what intellectual leadership means within the context of higher education as it develops in the 21st century.

This is an invitation to attend a workshop where we aim to collectively design a book proposal that is submitted to Bloomsbury. As you can see below, we have drafted a proposal, which the series editors and their peer-reviewers have responded very positively to, but it has always been our intention to ultimately produce the book in a collaborative way with all its authors.

[UPDATE: Just to be clear: we welcome contributions from authors who are not based in the UK and can offer a perspective from outside the UK. It is our intention that the book have an international focus. Attendance at the workshop is preferred but not obligatory.]

We hope that from the workshop, a revised proposal is produced with confirmed authors and chapter summaries, which we will then submit to Bloomsbury for final approval.

We are very optimistic that it will be accepted, but of course we are at liberty to submit the proposal elsewhere if Bloomsbury decide not to go ahead with it. Either way, we are confident of getting the book published.

Hopefully, the draft proposal below is largely self-explanatory. The chapters headings are only indicative in order to get us this far. We expect a fully revised proposal to come out of the workshop with input from all authors.

If you are interested in writing a chapter for the book, you are strongly encouraged to attend the workshop. We will be seeking international contributions to the book, but would like as many authors as possible to help design the book through attendance at this workshop.

We welcome anyone who is involved with and/or working on alternative higher education projects such as free universities, transnational collectives, occupied spaces, and co-operatives for higher education. We hope that this book will provide a lasting critical analysis of recent and existing efforts to develop alternatives to mainstream higher education in the UK and elsewhere. We expect it to encompass chapters which focus on all aspects of these initiatives including, for example, governance, pedagogy, institutional form, theory, disciplinary boundaries, subjectivities: ‘academic’, ‘teacher’, ‘student’, ‘researcher’, and the role and nature of research outside of mainstream universities.

The workshop will be held on Thursday 5th June in Leicester, UK. Exact details of time and place will be sent to participants nearer the date. If you would like to attend, please email Joss Winn prior to 10th May, with a brief abstract of your anticipated contribution. This will help us get a sense of direction prior to the workshop and organise it more effectively. If you are unable to attend the workshop but would like to contribute to the book, please tell us.



1. Book Title and Subtitle.

‘Mass Intellectuality: The democratisation of higher education’

2. Summary

Drawing on the activism of academics and students working in, against and beyond the neo-liberal university, this book brings together for the first time, both an analysis of the crisis of higher education and the alternative forms that are emerging from its ruins.

3. Description (marketing)

Higher education in the UK and elsewhere is in crisis. The idea of the public university is under assault, and both the future of the sector and its relationship to society are being gambled. Higher education is increasingly unaffordable, its historic institutions are becoming untenable, and their purpose is resolutely instrumental. What and who have led us to this crisis? What are the alternatives? To whom do we look for leadership in revealing those alternatives?

This book brings together critical analyses of the failures of ‘intellectual leadership’ in the University, and documents on-going efforts from around the world to create alternative models for organising higher education and the production of knowledge. Its authors offer their experience and views from inside and beyond the structures of mainstream higher education, in order to reflect critically on efforts to create really existing alternatives.

The authors argue that mass higher education is at the point where it no longer reflects the needs, capacities and long-term interests of society. An alternative role and purpose is required, based upon ‘mass intellectuality’ or the real possibility of democracy in learning and the production of knowledge.

4. Key features

1. The book critiques the role of higher education and the University in developing solutions to global crises that are economic and socio-environmental. In this way it grounds an analysis of the idea that there is no alternative for higher education but to contribute to neoliberal agendas for economic growth and the marketisation of everyday life. The restrictions on the socio-cultural leadership inside the University are revealed.

2. The book describes and analyses several real, alternative forms of higher education that have emerged around the world since the ‘Great Recession’ in 2008. These alternatives emerged from worker-student occupations, from engagements in civil society, and from the co-operatives movement. These projects highlight a set of co-operative possibilities for demonstrating and negotiating new forms of political leadership related to higher learning that are against the neo-liberal university.

3. The book argues that the emergence of alternative forms of higher education, based on co-operative organising principles, points both to the failure of intellectual leadership inside the University and to the real possibility of democracy in learning and the production of knowledge. The place of ‘Mass Intellectuality’ as a form of distributed leadership that is beyond the limitations of intellectual leadership in the University will be critiqued, in order to frame social responses to the crisis.

5. Table of Contents

Chapters to be negotiated in a dedicated workshop for the book. However, examples indicative of actual content are as follows.

1. Introduction: Leadership and academic labour: the failure of intellectual leadership in Higher Education [Joss Winn and Richard Hall]

This chapter will introduce the book by offering a perspective on the different types of ‘intellectual leadership’ that exist within higher education i.e. the state, university management, and academic. It will establish a critical framework for understanding the role of each, focused upon their interrelationships, and the tensions and barriers that arise. The chapter aims to introduce and provide a review of the term ‘intellectual leadership’, and then offer a different way of conceiving it as a form of social relationship. In doing so, the authors will briefly question the role, purpose and idea of the university and ask what is it for, or rather, why is it being led? For what purpose? If there has been a failure of leadership, whom has it failed? The authors will then draw on other chapters in the book to offer further responses to these questions, which are themselves developed through the structure of the book: in; against; and beyond the university. We will review the aim of each section, how they are connected and why they point to the need for alternatives. We will address whether it is possible to define alternatives for higher education as a coherent project, and if so how can they be developed and what is the role of leadership in that process?

First section: inside the University

This section sets up the problems of intellectual leadership, historically, philosophically and politically. The co-editors suggest the following indicative areas, which will be defined at the workshop.

  • The failures of intellectual leadership: historical critique (including militarisation and financialisation)
  • The failures of intellectual leadership: philosophical critique
  • Intellectual leadership and limits of institutional structures: managerialism and corporatisation against academic freedom
  • Technology: enabling democracy or cybernetic control?
  • The recursive ‘logic’ of openness in higher education: Levelling the ivory tower?

Second section: against the University

This section documents responses to the first section, in the form of recent critical case studies from those working and studying within and outside the academy. The co-editors suggest the following indicative areas, which will be defined at the workshop.

  • Leaderless networks, education and power
  • Student intellectual leadership: models of student-academic and student-worker collaboration
  • Forms of co-operation: case studies of organisational democracy in education
  • Historical examples of leaderless organisation
  • Historical examples of resistance to intellectual leadership
  • Regional examples of alternatives: Latin America, etc.
  • A review of recent initiatives: Student as Producer, SSC, FUN, Free University Brighton, Liverpool, Ragged, P2PU, Brisbane, Edufactory, etc.

Third section: beyond the University

This section provides a critical analysis of the responses described in section two and draws out generalisable themes related to the purpose, organisation and production of higher education, in terms of the idea of Mass Intellectuality, relating it to leadership.  The co-editors suggest the following indicative areas, which will be defined at the workshop.

  • Co-operative higher education. Conversion or new institution building?
  • Other models: Open Source ‘benevolent dictator’; heroic leader; radical collegiality, co-operatives
  • Critiques of horizontalism, P2P production, forms of co-operation, radical democracy, etc.
  • Beyond/problems with/critique of ‘Student as Producer’ (Lincoln)
  • General intellect, mass intellectuality: New forms of intellectuality
  • Higher and higher education: Utopian forms of higher education
  • Intellectual leadership and local communities
  • Public intellectuals and public education

Conclusion. The role of free universities: in, against and beyond [Joss Winn and Richard Hall].

The concluding chapter will aim to synthesis key points from the book into an over-arching critical, theoretical argument based upon evidence from the preceding chapters. We will question whether the examples of alternatives to intellectual leadership inside and beyond the university are effective and whether they are prefigurative of a fundamental change in the meaning, purpose and form of higher education. We will reflect on the concept of ‘mass intellectuality’, and attempt to develop this idea in light of our critique and preceding evidence. We will attempt to identify a coherent vision for alternatives to mainstream higher education and assess the role and form of ‘intellectual leadership’.


6. Chapter by chapter synopsis

This needs to be determined at our workshop, but the text below is indicative.

Section one collects chapters which discuss the historical, political-economic and technological trajectory of the modern university, with a particular critical focus on the ‘imaginary futures’ of post-war higher education in the UK and elsewhere. In the context of the current social and economic crises, the chapters lay out the failures of universities and their leaders to provide an on-going and effective challenge to neo-liberalism and question why.

Section two collects chapters which focus on recent and historical attempts by students and academics to resist, reinvent and revolutionise the university from within. Looking at UK and international examples, they examine the characteristics of these efforts and assess the effectiveness of critical forms of praxis aimed against what the university has become.

Section three collects chapters which reflect critically on recent student and academic activism that goes beyond the institutional form of the university to understand higher education as a form of social relations independent of mainstream disciplines and structures. They examine several inter-related and complementary forms of practice as well as reflecting critically on their own practice.

Worker-owned Cooperatives: A niche in capitalism or a pathway beyond?

Worker-owned Cooperatives have an ambiguous relationship to capitalism as an economic system. On the one hand, worker coops constitute a distinctive organizational form that occupies a small niche compatible with a well-functioning capitalist economy. On the other hand, worker-owned and managed firms violate in fundamental ways the class character of capitalism by being organized on democratic egalitarian principles. This contradictory relationship between cooperatives and capitalism poses an important question for critics of capitalism: To what extent could worker cooperatives ever constitute a significant component of an alternative to capitalism?

This lecture, hosted jointly by Oxford University’s Centre for Mutual and Employee-owned BusinessPublic Policy Unit and Centre for the Study of Social Justice, will explore worker-owned cooperatives, as a case of what Wright terms ‘real utopias‘. It will feature a response by Prof Stuart White (Politics) and be chaired by Dr. Will Davies (Centre for Mutual and Employee-owned Business).

This paper is the text of an address delivered to Government of Ontario officials. While asked to speak about possible future trends in Ontario, Michael Mendelson focused his remarks not on familiar trends related to demography and technology but rather on events that we expect may not happen – or at least not in the form we predict. 

The paper considers three imminent threats of concern to Ontario. The first stems from the deepening Euro crisis and whether it will precipitate another global financial meltdown. The second threat is rooted in the economic policy paralysis in the US. Third, Ontario should be concerned about a potential credit collapse if the world commodities bubble begins to deflate.

The author of an opinion piece in the Toronto Star looks at poverty reduction measures in Ontario and concludes that government commitment matched by good policy can make a big difference in people’s lives.

Thirty years ago, the Ontario government funded close to 80 per cent of the University of Toronto’s revenue stream. But for the first time this year, it will fund less than 50 per cent.

“Which fundamentally calls into question whether we (still) have public universities at all,” said Faraz Vahid Shahidi, a member of the University of Toronto General Assembly at a panel discussion last Saturday in Toronto.

With chronic underfunding in post secondary education, gaps have emerged that have been filled with soaring tuition fee hikes and private donations.

Last month, at the International Labor Organization’s (ILO) 100th annual conference in Geneva, Switzerland, the global community took a major collective step towards achieving economic and social justice for some of the world’s most vulnerable workers with the overwhelming adoption of the ILO Decent Work for Domestic Workers Convention and accompanying recommendation. More than 80 per cent of the world’s governments, workers and employers voted in favor of the convention’s adoption.

In approximately 40 per cent of the world’s nations, the simple recognition of domestic work as work and domestic workers as deserving the same rights and protections that other workers enjoy flies in the face of exclusionary labour laws and social protection regimes.

Canada, unfortunately, is one such country.

In recent decades, late-life learning has developed into a global success story. Whether holding a ‘top-down’ administrative arrangement or embodying a culture of self-help, there can be no doubt as to the triumph of programs in meeting the educational, social, and psychological needs of older persons. However, a cautionary note must be warranted. Research has reported that in many cases programs of older adult education tend to function as yet another euphemism for glorified occupational therapy that is both conservative and oppressive. Moreover, practice models seem to be running the risk of becoming obsolete as societies embark on a ‘late-modern’ (as opposed to a ‘modernist’) model of the life course in which the sequential division between learning, work and retirement is becoming increasingly blurred.

This seminar puts forward the suggestion that older adult education must go through a cultural revolution to remain relevant to current ageing lifestyles as well as become an agent of transformative change. Seven possible directions are outlined: embracing a transformational rationale, ensuring that access overcomes class, gender and ethnic biases to become more equally distributed, guaranteeing that teaching and learning strategies are suited to older persons, promoting ICT knowledge whilst making greater use of e-learning techniques, extending its activities to frail and physically dependent elders including those in residential/nursing homes, and organizing activities that promote intergenerational learning.

Marvin Formosa (European Centre of Gerontology, University of Malta) is currently writing a handbook on ‘Lifelong Learning in Later Life’ (Sense, 2010). He has published on older adult learning in the journals Education and Ageing, Ageing International, Recerca, and Malta Review of Educational Research. His most recent publications include ‘Class Dynamics in Later Life’ and ‘Supporting Family Careers of Older Persons in Europe’. This year, Marvin Formosa is a visiting scholar in the Adult Education and Community Development Program, OISE/UT.

Acclaimed Canadian documentary photographer and social activist Vincenzo Pietropaolo has been photographing migrant agriculture workers and recording their stories since 1984 – in the process travelling to forty locations throughout Ontario and to their homes in Mexico, Jamaica, and Montserrat.

Pietropaolo has borne witness to these “harvest pilgrims” — tens of thousands of migrant workers who arrive in the spring, leave in the fall, are the backbone of the agricultural industry in Canada — yet continue to be denied many of the basic workplace rights that protect other workers in Canada.

Mobilizing for equality rights makes our unions, the trades labour movement and communities stronger and better for everyone. To increase our actions the OFL is holding a seminar on Employment Equity.

Although the Employment Equity legislation was dismantled in 1995 by the Conservative Harris government, the labour movement has continued to push for employment equity gains through collective bargaining over the past decade.

The seminar will assist advocates through political action and collective bargaining, dispel myths and focus on the positive realities of employment equity and help overcome the challenges of implementing employment equity.

The population of Ontario is becoming more diverse. By 2011 most new entrants to the labour force will be peoples of colour. Yet in percentage terms, fewer and fewer peoples of colour are joining unions.

To bring about a deeper familiarity between unions and communities, unions must work in solidarity with peoples of colour on issues that are important to these communities, in order to build long lasting relationships of trust, respect and sustainability.
Why? The survival of the labour movement is at stake.

The Forum will:

* Link activists from unions and community organizations to advance a shared vision for social, economic and environmental justice in our workplaces and in our communities;

Cross-sector collaboration needed to advance social innovation in Canada

October 8, 2009 – Canada is falling behind other countries, such as Australia, the UK and the US in recognizing the value of social innovation (SI) for addressing complex public policy issues.

A new report from Canadian Policy Research Networks (CPRN), Social Innovation in Canada: An Update by Mark Goldenberg, Wathira Kamoji, Larry Orton and Michael Williamson highlights the urgency of the social challenges before us, such as climate change, sustainability, poverty and globalization, particularly in the midst of a global economic downturn, and points to the importance of fostering SI as a solution.

The report notes that while governments in Canada have acknowledged the importance of social capital and the social economy, and have been relatively active in these areas in recent years, Canada has missed opportunities to encourage SI by failing to develop adequate models for public support, engagement and funding. The report calls on Canadian leaders to establish a cross-sectoral national strategy to advance SI in this country.

We are inviting paper proposals for an accepted seminar at the 2010 Annual Meeting of the American Comparative Literature Association (New Orleans, April 1-4). Session description: “Cosmopolitanism and Collectivity: Cultural Representations vs. Theories of Community in the 20th and 21st Century”

This panel intends to interrogate the relationship between collectivity and cosmopolitanism by studying the disjoints between the accounts of both concepts produced by culture on the one hand and theory on the other. The ultimate goal of this panel will be to complicate our understanding of the possibilities and limitations of contemporary forms of collectivity in relation to a renewed interest in the category of the universal in general and concepts such as cosmopolitanism in particular. Furthermore, this panel seeks to trace the historically and materially concrete determinations that link current conceptions of collectivity and cosmopolitanism. However, it strives to do so not by focusing on the harmonic parallels but rather on the contestations and differences between theoretical and cultural versions of thinking/representing the collective.

Co-op Week is a time for co-op and credit union members across Canada to reflect on the achievements of the co-operative sector and the contribution our sector has made to the lives of Canadians and their communities.

This year Co-op Week themes focus on the advantages of co-operatives and credit unions in an uncertain economy. Co-op Week 2009 is highlighting three of these advantages:

Over the past few years, the Best Start Resource Centre (, a program of Health Nexus, has produced a number of brochures and booklets on topics related to preconception, pregnancy and child development. These documents have generally been produced in French and English and have mainly been distributed in Ontario.

Health Nexus ( has recently received funding from Citizenship and Immigration Canada, Ontario Region, to translate eight of their existing resources for the general public into other languages. Our standard resource adaptation process includes input from advisors as well as testing with end users, to ensure that adaptations meet the needs of the various linguistic and cultural groups. To this end, Health Nexus is seeking two Advisors for each of the following languages:

1. Arabic
2. Tagalog (Filipino)
3. Spanish
4. Punjabi
5. Urdu
6. Hindi
7. Tamil
8. Simplified Chinese

At least one Advisor per language will be a service provider working in reproductive health or child development. Advisors will review the identified resources, provide insights on adaptations needed to make the resources linguistically and culturally appropriate, and help ensure proper wording. Advisors will review the completed translations. An honorarium will be provided to each Advisor.

This project begins immediately, and is to be completed by March 31st, 2010.

The Colour of Poverty Campaign seeks to hire an individual committed to racial justice to help coordinate a province wide project to increase awareness of and efforts to mitigate the impact of racialized poverty and racial inequities.  The project aims at building community capacity through various activities in six communities across Ontario, namely, Hamilton, London, Peel, Ottawa, Toronto, and Windsor.


* Overall coordination of the project, meeting timelines and deliverables
* Liaison with and support of the six lead partners at the 6 project sites

* Post-secondary degree from a recognized university related to education, social work, political science, community development or interdisciplinary studies.

* Experience with campaign strategy and grassroots mobilization
* Experience in event planning, conducting workshops, training and facilitation
* Ability to take initiative and problem solve with minimal supervision
* Excellent facilitation, organization, writing and communication skills
* Knowledge and understanding of anti-oppression and anti-racism frameworks
* Valid driver’s license and access to a vehicle is an asset
