How Public is Public Education?

Call for Proposals
The Transformative Researchers and Educators for Democracy (TRED) will be holding its third Annual Conference, “How Public is Public Education?”, November 14 and 15, 2014, at the University of Massachusetts Dartmouth.

Founded in 2011, UMass Dartmouth’s Department of Educational Leadership and Policy Studies has grown to four cohorts of future transformative leaders. Ph.D. and Ed.D. candidates in the program have sought to provide a public space for educational researchers and practitioners to engage in critical and transformative dialogues. Through forums, presentation sessions, panel discussions, and informal gatherings, TRED continues its ambition to place the discussion of educational leadership and policy within the dynamics of ideological production that reflect existing power imbalances that perpetuate inequalities within society.

The theme of the 2014 conference, How Public is Public Education?, reflects the critical elements within and beyond the field of education that need to be discussed, heard, and analyzed as we search for solutions. Professors, students, educational leaders, and the public are all welcome to submit proposals and to attend the conference.

Guidelines

TRED will be accepting presentation proposals for papers, symposiums, and research-in-progress roundtables. Upon submission of your proposal, please identify it to one of the following strands:
A. K-12; charter schools, innovation schools
B. Higher Education; adjunct faculty, campus based women’s, gender and cultural centers
C. Public Policy; Race to the Top, high-stakes standardized testing
PAPERS
Paper sessions provide individuals an opportunity to present a condensed version of their study. The research may focus on, but is not limited to, a question from an empirical or theoretical perspective. After all papers within a session have been presented, those in attendance will have the opportunity to dialogue with panelists.
RESEARCH IN PROGRESS ROUNDTABLE
Roundtable sessions are to open critical and insightful dialogue from colleagues familiar with a subject matter to support a developing study. Roundtables will be organized and led by a facilitator.
SYMPOSIUM
Symposiums consist of an integrated set of presentations with a similar topic as the focal point. This format of presenting will be limited to at least three, but no more than five, presentations. The proposal should identify who will be lead discussant or organizer, and, upon review, a TRED committee member may be named as the chair. Proposal Requirements (For all submissions)

e. Conclusion/Findings;

4. Symposium Group Proposal (1,500 word limit)
a. A common objective or theme should be outlined, providing perspectives on the particular topic.
i. 1-2 paragraphs in which the purpose of the symposium and connections among presenter paper’s is defined;
ii. Overview of each paper being presented including: methods, theoretical framework, research topic, and findings;
iii. Briefly describe the format and structure of the symposium

PROTEST AGAINST PROFIT IN EDUCATION

Wednesday 16th May the Academies Show will be held inOlympia. It will be a privatisation jamboree with for-profit providers touting their wares.

As Michael Gove forces increasing numbers of schools to become academies, the edu-businesses are queuing up to cash in. Every day businesses looking to profit from education are emailing academies show attendees advertising their services.

The Anti Academies Alliance wants to ask these people some questions. That’s why will protesting at the conference. Join us.

Learning: a Public Good or a Private Commodity?

November 25th – 26th 2011

Welcome to the professional development conference of the year. We are in Birmingham UK again for two days of stimulating debate, high quality research reports, critical discussion and to share ideas, issues and concerns with colleagues from many countries.

Our conference title reflects widespread international interest in discussing the values and purposes of individuals and organisations involved in professional formation and learning at a time of shifting ideologies and value change.

The conference aims to develop a culture of openness, trust and critical friendship amongst IPDA members. Our international keynote speakers will address the conference themes and participants will have the opportunity to follow up issues and challenges in workshops and roundtable discussions.

By the end of the conference we intend to have reportable outcomes that can be developed and acted upon through regional seminars, website interaction and personal networking.

Conference sub themes are:

• The nature and role of learning communities

• Teaching schools: Implications for CPD

• Top Down or Bottom Up? The policy/practice interface

• Values, CPD and the concepts of effectiveness and sustained improvement

* I shall speak to the title of ‘Higher Education in Crises of Capital and Labour’. This will be part of my ‘comeback tour’. For three years (since my Rhodes paper in June 2008), I did not write anything substantial or speak in public (apart from my father’s eulogy, and, of course, lectures / seminars with my own students): no conferences, no papers, articles etc. of note – I just wrote blogs in the form of adverts for events I did not attend, but supported and thought interesting and worthwhile. I performed a service.

The first part of my ‘comeback tour’ was my talk on ‘Capitorg: Education and the Constitution of the Human in Contemporary Society’, at the Graduate School of Creative Arts and Media (GradCAM) in Dublin, on 25th May 2011.

PUBLIC SECTOR REFORM: OPENING UP SERVICES

The government’s ‘Open Public Services White Paper’, due in July, will set out the bold blueprint for the reform of our public services. It is a process that is not just about efficiencies, cost savings or achieving value for money. But an opportunity to rethink and reform how services are designed, to systematically engage with communities and gain a better understanding of how to integrate services and create better outcomes. Releasing services from the grip of state control encourages bids for public work from voluntary groups, charities and the private sector.

The reforms aim to reduce unnecessary bureaucratic burdens, duplication and overspending. Opening up public services to a range of providers fosters greater competition to offer better services, ones that are tailored to local needs and allow for more innovative and flexible models. The government plans see competition as crucial to raising the standards of quality.

At the Public Sector Reform: Opening Up Services conference we will explore how we can seize the opportunities presented in the white paper, engage with communities and new providers, and deliver credible benefits to public service users.

OVERVIEW

The challenge for change has been set – requiring a seismic shift in the delivery of public services. Top-down policy direction has been consigned to the past and replaced by the localism agenda. There can be no doubts that the depth of public spending cuts increased the complexities, debates and urgency of delivering this change. But it is a process that is not just about efficiencies, cost savings or achieving value for money. It is also an opportunity to rethink and reform how services are designed, to systematically engage with communities and gain a better understanding of how to integrate services and create better outcomes. Releasing services from the grip of state control encourages bids for public work from voluntary groups, charities and the private sector. However, many public sector workers are likely to be unenthusiastic over job losses or reapplying to take on a service – is the public sector too risk adverse for such change?

The reforms aim to reduce unnecessary bureaucratic burdens, duplication and overspending. Opening up public services to a range of providers fosters greater competition to offer better services, ones that are tailored to local needs and allow for more innovative and flexible models. The government plans see competition as crucial to raising the standards of quality. What is the role of local authorities in making this new approach work? Responsibility lies in setting up investment and advisory services to help community projects and organisations have a rigorous business plan, ensuring a level playing field, and fair funding and access for all. Council and policy leaders will need to understand the limits of what can be achieved within core budgets and what the acceptable operational risk across services will be.

The reforms are not without sizable concerns, as highlighted by the Deloitte report ‘A Little Local Difficulty’. The report findings suggested that there remains ambiguity on what exactly is meant by the localism and Big Society agendas and how they should be delivered at a local level. How will frontline services be affected in this period of upheaval, and do authorities realistically have the timescales to manage performance, service outcomes and set accountable frameworks?

Higher Education as a Public Good: Critical Perspectives

The Society for Research into Higher Education Theory Group invites you to participate in a 2-day symposium examining issues underlying the concept of higher education as a public good. This is a topic much discussed in the light of recent policy developments in the UK and in many other countries. The seminar will explore its theoretical underpinnings from several disciplinary perspectives. There will be inputs from keynote speakers and participative discussions on the issues raised. The main speakers will each produce a short synopsis of their contribution for participants to consider in advance of the seminar. It is intended to prepare a book for publication based on the seminar proceedings.
