The Extreme Centre: How the Neoliberal Project Has Reshaped the World

Abstract: Since 1989, politics has become a contest to see which politicians can best serve the needs of the market. The result is always the same: a victory for the Extreme Centre. The same catastrophe has taken place in the US, Britain, Continental Europe and Australia. In this urgent and wide-ranging case for the prosecution, Tariq Ali looks at the people and the events that have informed this moment of political suicide: corruption in Westminster; the failures of the EU and NATO; the soft power of the American Empire that dominates the world stage uncontested. Despite this inertia, Ali goes in search of alternative futures, finding promise in the Bolivarian revolutions of Latin America and the edges of Europe. Emerging parties in Scotland, Greece and Spain, formed out of the 2008 crisis, as well as Corbynism in Britain, are offering new hope for democracy.

Tariq Ali has been a leading figure on the international left since the 60s, having engaged in debates against the Vietnam War with leading politicians of the time. He has written extensively on world history and politics; his works include The Obama Syndrome, The Clash of Fundamentalisms and his most recent publication, The Extreme Centre: A Warning. Described by the Observer as an ‘intellectual bomb thrower’ his contributions extend to film and theatre scripts, novels and published conversations, such as with Edward Said. He is a regular broadcaster on BBC Radio and contributes to magazines and newspapers including The Guardian and the London Review of Books.

Books, pamphlets, magazines, meetings, films, discussions, crèche and older kids space, food and much more…

We have finally found a venue suitable for this year’s Bookfair. Central St. Martin’s is a huge building behind Kings Cross train station. It is a fantastic space for us all to display why anarchism is just such a bloody good idea. In these days of hyper capitalism an alternative is needed. That alternative can only be anarchism. Come and find out why.

What is anarchism?

Like all really good ideas, anarchy is pretty simple when you get down to it – human beings are at their very best when they are living free of authority, deciding things among themselves, rather than being ordered about. That’s what the word means: without government. Read on…

Anarchism and the bookfair

Bookfairs provide a space where like-minded people can come together to re-affirm old friendships, make new ones, discuss all things anarchist and anticapitalist and start planning the future revolution. They’re also one of the public faces of anarchism. Anyone unfamiliar with the ideas or wanting to know more about the politics can come along, look through books, sit in or get involved in meetings, workshops and discussions or just chat to the groups and organisations having stalls there.

It is also a space where we counter the rubbish talked about anarchism by sections of the media and our opponents. Bookfairs are one small element of making anarchism a threat to the present political system.

We need people to help us publicise the event to every nook and cranny in London. If you are new to anarchism, check out the pages websitesand bookfairs. There are links to anarchist and campaigning groups around the country and anarchist bookfairs throughout the world.

Access issues

If you have any access requirements, please let us know so we can try and meet your needs. If you are Deaf and require BSL interpreting and/or speech-to-text provision, please give us as much notice as possible and we will do our best to organise these. With the contradictions of capitalism heightening and intensifying, and with new social movements spreading across the globe, revolutionary transformation is once again on the agenda. For radicals, the most pressing question is: How can we transform ourselves and our world into something else, something just? In Marx, Capital, and Education, Curry Stephenson Malott and Derek R. About the Authors

Curry Stephenson Malott (PhD in curriculum and instruction, New Mexico State University) is Assistant Professor of Educational Foundations in the Department of Professional and Secondary Education at West Chester University of Pennsylvania. Dr. Malott is a regular contributor to the Journal for Critical Education Policy Studies.

Derek R. Ford’s (PhD candidate in cultural foundations of education, Syracuse University) professional writing has appeared in Educational Philosophy and Theory; Critical Studies in Education; Policy Futures in Education; and Studies in Philosophy and Education. He currently teaches in the Social Justice Studies Program at Hobart and William Smith Colleges.

This International Conference on the thought of Antonio Gramsci will bring together a new generation of 45 scholars from 16 countries working on Gramscian themes in order to engage closely with his writings.

The events includes 16 panels discussing themes such as “Neoliberalism as Passive Revolution?”, “Culture, Literature and (Anti)Colonialism”, “Gramsci’s Philosophy and the Marxian Legacy”.

Keynote speeches from established scholars include Fabio Frosini (Urbino) on “Time and Revolution in Gramsci’s Prison Notebooks”, Alex Loftus (KCL) on “Gramsci and Geography”, and Peter Thomas (Brunel) on “We Good Subalterns: Gramsci’s Theory of Political Modernity”, as well as a round-table discussion on: “Past or Present: To what degree are Gramsci’s concepts still relevant today?”

Critical Knowledge and Praxis

With Professor Mike Neary, Dr. Sarah Amsler & Dr. Joss Winn from the University of Lincoln

 

The seminar will explore the fate of critical knowledge and praxis and how it might have a role in progressive politics and revolutionary struggles against current injustices created and exacerbated by the violence of capitalist abstractions: Money, the State and its other institutional forms, e.g. the neoliberal university.

A key issue for the seminar will be the extent to which it is possible to operate as a critical scholar within a neo-liberal university, and to what extent it is necessary to develop other social institutions to carry through with the implications that form the substance of our work.

As austerity tightens its grip around the throats of the peoples of Europe, but also rears its ugly head in Brazil and elsewhere, we are forced to recognize that it is not the mere byproduct of the « economic crisis » but a political project in its own right, one whose aim is to deepen and consolidate the most uncompromising forms of neoliberal capitalism. It cannot be said that this project has hitherto been met with passivity, even if social movements of resistance have been mostly far from strong enough to halt its advance. Yet something is perhaps beginning to change, namely the emergence of counter-austerity projects that have pitched themselves at a political – even electoral or governmental – level. With all their weaknesses, hesitations and contradictions, the chinks of light in Southern Europe, amongst others, should compel Marxists to pose a whole series of ‘old’ strategic and theoretical problems in new garbs and new configurations, ​but perhaps also to retire some of our dear fetishes and shibboleths, and to experiment with forms and strategies adequate to our present. Among the themes that have returned to the agenda are: the relationship of movements and parties of the radical Left to states and governments; the need for a political response to how class power is enmeshed with forms of domination that have gender, race, imperialism or sexuality as their axes; possible « socialist » futures and the « transitional » mediations implied by them; the guiding dichotomies of left thought: reform and revolution, revolution and revolt, state and movement, parties classes and masses; the link between the limits to capital and the limits of politics.

At this year’s Historical Materialism Annual Conference in London, 5-8 November 2015, we would like to encourage papers on these and other topics, with a particular focus on Greece, Spain and Latin America as laboratories for these experiences and debates.

Two hundreds years after the Vienna Congress, a new strategy of restoration has imposed itself at the core of Europe. The process of reorganization of class power, which started in the 1970s, has stabilised after the 2007-2008 crisis on the basis of austerity policies, the dismantling of workers’ rights and the welfare state , the contraction of democratic space, and punitive restrictions on the right to protest. We know the 1815 restoration was a reaction to the revolutionary conquests of 1789; can we say something analogous about this new restoration? Does this latter amount merely to a response to the attack launched by the subaltern classes in the ’60 -’70? Can we define neoliberalism, as David Harvey suggests, as the ‘restoration of class power?’.

What deserves further exploration is the extent to which neoliberal restoration has acquired the offensive and constitutive dynamic traditionally linked to the concept of ‘revolution’. The interrelation between restoration and revolution emerges, in part, from the composition, nature and unfolding of the struggles that characterize our times: urban movements claim ing a ‘right to the city’, border conflicts, migrant struggles, the constellation of Arab ‘springs’, independent and conflictual trade unionism, experiments in workers’ self-management, feminist, queer and decolonial movements, rural, indigenous and environmental struggles .

Can these new struggles contrast the neoliberal manipulation of those democratic forms that emerged from the post-war compromise between labour and capital, and between direct and representative democracy? Can new subjectivities, new rights from below, new institutions offer any foothold for detaching the idea of ‘revolution’ from its absorption by the mechanism of ‘restoration’? Within this complex and stratified framework, it is crucial to take-up the traditions of Marxist theory – from the in-depth analysis of Bonapartism by Marx and Engels to Workerism, passing through Gramsci and the reflections on the appropriation and subordination of anti-colonial movements – that have distinguished themselves by their capacity to interrogate the deep connection between revolution and restoration in the history of the capitalist social totality.

The academic manifesto: From an occupied to a public university

 

1 The occupied university

The university has been occupied – not by students demanding a say (as in the 1960s), but this time by the many-headed Wolf of management.1 The Wolf has colonised academia with a mercenary army of professional administrators, armed with spreadsheets, output indicators and audit procedures, loudly accompanied by the Efficiency and Excellence March. Management has proclaimed academics the enemy within: academics have to be distrusted, tested and monitored, under the permanent threat of reorganisation, discontinuance and dismissal. The academics allow themselves to be meekly played off against one another, like frightened, obedient sheep, hoping to make it by staying just ahead of their colleagues. The Wolf uses the most absurd means to

remain in control, such as money-squandering semi- and full mergers, increasingly detailed, and thus costly, accountability systems and extremely expensive prestige projects.

This conquest seems to work and the export of knowledge from the newly conquered colony can be ever increased, but inland the troubles fester. Thus, while all the glossed-up indicators constantly point to the stars, the mood on the academic shop floor steadily drops. The Wolf pops champagne after each new score in the Shanghai Competition, while the university sheep desperately work until they drop2 and the quality of the knowledge plantations is starting to falter, as is demonstrated by a large number of comprehensive and thorough analyses.3 Meanwhile, the sheep endeavour to bring the absurd anomalies of the occupation to the Wolf’s attention by means of an endless stream of opinion articles, lamentations, pressing letters and appeals. In turn, the Wolf reduces these to mere incidents, brushes them aside as inevitable side effects of progress, or simply ignores them.

Although our description and evaluation were written from the perspective of Dutch universities, the gist of our account (and quite a few details) applies to other countries as well, especially in Europe.4 While management’s occupation may not be as advanced in the Netherlands as it is in England (Holmwood 2011), it has already established a powerful continental bridgehead (De Boer, Enders and Schimank 2007). To show how these developments are more than just incidents, we list six critical processes and their excesses below. We will then proceed to analyse causes and suggest remedies.

PAST AND PRESENT: PHILOSOPHY, POLITICS, AND HISTORY IN THE THOUGHT OF ANTONIO GRAMSCI

The legacy of the Italian theorist Antonio Gramsci (1891-1937) has been widely acknowledged as one of the most significant intellectual contributions of the twentieth century. Even as the historical events of his life have faded from living memory, Gramsci’s thought has increased in influence and become diffused amongst a multitude of disciplines in the academic firmament; from philosophy to history and geography, through cultural theory and subaltern studies, to international relations, linguistics, critical legal studies and beyond. In light of the widespread and heterogeneous deployments of his ideas, it seems apt and necessary to return to the texts themselves: Gramsci’s pre-prison and his prison writings, both the Prison Notebooks and the Letters from Prison.

The aim of this conference is to bring together a new generation of scholars working on Gramscian themes in order to engage closely with his writings. Working in collaboration with experienced Gramsci scholars, this conference is the first initiative of a group of early-career researchers and graduate students. Through a combination of panels and workshops, the conference will provide participants with the opportunity to present their work and to receive constructive feedback in a friendly and stimulating environment.

The two-day international conference also aims to contribute to the process of building links between Anglophone and international, in particular Italian, Gramsci scholarship. The organizers hope to create a network through which to share research and encourage interactions between researchers from different countries working on Gramscian thought and related topics. It is proposed that an edited collection of essays will be published as a product of the conference and further engagements.

Gramsci’s perspective is marked by a profound sense of the manifold connections between the explanation of the past and the analysis of the present. Our intention is collectively to investigate the rich potentialities of the theme ‘Past and Present’ in his thought. Participants are invited to explore the conceptual laboratory of Gramsci’s historical-political narration, as well as his endeavour to theorize the unity of theory and practice. This nexus between ‘explication’ of the past and strategic ‘analysis’ of the present is characteristic of the originality of Gramsci’s approach to the ‘question of theory’. More broadly, the conference aspires to study the way in which Gramsci’s historical perspective intermingles with his engaged concern for the future of a ‘big and terrible’ world, in the sense that might today be called ‘global history’.

Gramsci’s ability to dialectically unite seemingly opposed elements (i.e. civil society and the state, structure and superstructure, the spatial elements of historicism, or vice versa the multiple temporalities going across the political space) illuminates the capacity of his thought to stimulate critical renewals in various domains of thought. Further investigation of this critical project reveals the aspect of ‘reciprocal translatability’ that Gramsci identifies between different facets of the knowledge of reality as ‘philosophy’, ‘politics’ and ‘economics’. The conference aims to explore the ongoing elaboration of this ‘homogeneous circle’ (Notebook 4, § 46), that is, the constitution of Gramsci’s conception of the world and its relation to history, understood as a unitary and dynamic process.

Consequently, we encourage paper proposals that analyze Gramsci’s thought (either the prison or his pre-prison writings) from political, philosophical, economic, and historical points of view, whilst evoking the connections between these different dimensions. Inter-disciplinary papers that focus on the reappraisal of Gramscian concepts in the contemporary world (within cultural theory, post-colonial studies, International Relations, geography, history of science, etc.) are also welcome.

Suggested topics include, but are not limited to: the Marxian legacy and the philosophy of praxis; Gramsci and global history: the ‘integral historian’; the Gramscian analysis of modernity: crisis, hegemony and passive revolution; the Party and the role of the traditional and organic intellectuals; Gramsci and pragmatism: language, truth, ideology; Anti-economism and Gramsci’s critical economy; Gramscian cultural writings; Centre and periphery; From ‘subaltern social groups’ to global subalternity.
